INTRODUCTION

The Department of Public Works and Highways has long been established to provide and

manage quality infrastructure facilities and services responsive to the needs of the Filipino

people in the pursuit of national development objectives. As the Government’s engineering and

construction arm assigned to develop its technology continuously for the purpose of assuring the

safety of all infrastructure facilities and securing for all public works and highways the highest

efficiency and quality in construction. We have proposed construction and rehabilitation of the

drainage system in Kaytapos, Indang, Cavite to lessen the probability of flood in the area, and

are seeking your support for the project.

The Jade Institute of Research was established in April 2011 and is well-known for the

successful constructions of drainage systems around the province of Cavite. They are also

known for being time efficient in constructing their projects.

The administration of the project will be a joint undertaking of the Department of Public

Works and Highways, the Municipal Government of Indang, and the Barangays of Kaytapos,

Poblacion 1. The direct partner is the Barangay Council during the construction phase. They will

help in ensuring of the safety in traffic and disposal of waste material. The Municipal

Government will facilitate all the necessary undertakings to guarantee the successful

implementation of the project.

Flooding is a nuisance, but also has an immediate impact that includes loss of human life,

damage to property, destruction of crops, loss of livestock, and deterioration of health conditions

owing to waterborne diseases. In January 2017, a total of 77,704 families (approximately

387,138 persons) were displaced in Mindanao due to several days of massive flooding caused by
heavy and continuous rain. Most of the displaced -- 328,111 persons -- were able to return to

their homes as of mid-February. (UN High Commissioner for Refugees, Protection Cluster).
