Mostly, items headed for the platforms are transported in certified baskets and containers and are not subject for any particular lifting analysis prior to offshore transportation. But during maintenance work and extensive modifications, prefabricated steel structures and equipment not suitable for transportation in baskets or containers, need to be shipped offshore. These objects have to be transported as deck load on the supply vessels and lifted on to the platforms by special designed lifting arrangements, Heavy loads lifted on to platforms with heavy lift vessels and repetitive lifts can be designed according to DnV’s guidelines, ['2] and [12] respectively Lifts onboard the platforms are covered within the NORSOK Standards, [9], [10] and [! 1], and criteria for onshore lifting is given by rules from National office of Building Technology and. ‘Administration Norway governed through ”Arbeidstilsynet”, [3] and [! However, single lifts (object to be lifted out from shore to supply vessel and from supply vessel onto platform by the platform crane) are not covered in common guidelines and standards. 12 Lifting Categories Lifting operations are common practice in the petroleum industry and all items and equipment scheduled for the offshore platforms have to be lifted onboard. Lifting operations takes place onshore and inshore as well as offshore, with platform cranes and lifting vessels. Mobile cranes and other lifting facilities are being used for handling at fabrication yards. The different lifting situations require different lifting criteria, and standards and lifting guidelines are prepared for several of then ‘The different lifting operations can be described and categorized as follows Category A: Heavy Single Lifts made by Lifting Vessel Lifts greater than 50 T and made by Heavy Lift Vessel (HLV) are covered by the ‘guidelines set forth in "Rules for Planning and Execution of Marine Operations” = Det norske Veritas (DnV), [12] ‘These lifts are not covered within this document, but the DnV guidelines, [12], are recommended for such lifts Category B: Single Lifts in Adverse Condition Objects < 50 T shipped offshore/inshore by supply vessel and lifted onboard the platform by the platform crane. Such lifting equipment are normally certified for one year at the time and are not covered within this document, but are covered in guidelines issued by Det norske Veritas (DnV) such as - Certification Notes 2.7.1 — Offshore Containers [1] Certification Notes 2.7.2 ~ Offshore Service Containers [1-i] (These certification notes do not cover lifting design onl, but also the design of the lifted object with respect to certification.) Design of offshore containers and lifting arrangement for offshore containers are not covered by this document, but DnV certification notes, [1], is recommended, to used, Category D: Onshore Lifts Lifts to be performed onshore only (in fabrication yards, transportation bases, etc.) are covered by the rules given by the National office of Building Technology and ‘Administration Norway through “Arbeidstilsynet”. These rules are conformed to the respective EN-standards. ‘The following rules cover the lifting appliances: - Nr.0820: “Forskrift. om maskiner” (best.nr. 522) [3] = Nr.0608: “Forskrift.om bruk av arbeidsutstyr” (best.nr.555) [4] and should be used for lifting design onshore. Category E: Lifts Onboard Platforms In the past oil companies had their own specification for material handling onboard the platforms. But now they have adjourned their specifications in the NORSOK standards, and design of padeyes, monorails and other lifting appliances are covered within NORSOK standards. PROCEDURE ENCLOSURE 2 LIFTING DESIGN FOR WEIGHTS UP TO 50 TONS 21 Introducti 21.1 General ‘The requirements for offshore lifting gear are specified in NPD rules and requirements, {2}, with references to Machinery Directive [J The following requirements in addition to Machinery Directive to be fulfilled: # Offshore lifting gear /- equipment is subjected to greater additional dynamic forces than other lifting gear. In order to maintain the same requirements with regard to fracture safety, these additional forces to be taken into account in the design, i.e. that the static safety factor against fracture shall be set at a higher level. Offshore lifting gear /- equipment shall, before it is first used (or if it has, been lengthened, deformed, altered or repaired), be tested to twice the permissible working load for the relevant part. The design criteria to accommodate the requirements for offshore lifting gear / - equipment and for the lifted object are covered in this document. ‘The criteria is established to make lifting design (object and lifting gear together) capable to be test loaded to twice the permissible workload, AOP design, in different projects, lifting arrangements for small items and large modules, and wishes the same design principles for lifting gear not size dependent. ‘This document, covering lifted items less than 50 T, is based on the principles set forth in DnV document for heavy lifting [12], but including larger DAF for reduced lifting weight. NPD rules and requirements (2), together with Machinery Directive (3), forms the requirements for lifting arrangement. The sling / grommet may be laid around the tubular member such that a shackle is not needed. 2.1.4 Procedure for Design Design of objects for lifting and required lifting arrangement for single lifts (Category B above) to bbe made according to the design criteria specified in this document. The design drawings and the necessary calculations are subject for 3" party verification prior to start procurement and prefabrication, Any relevant comments to be implemented in the design and included in the job cards for prefabrication and installation, ‘The procedure is further described in enclosed flow chart, Appendix 2.1.1. nacporesoe Rens age 02 ‘AKER KVERNER Aker Kvaerner Stord AS PROCEDURE ENCLOSURE 2.1.5 Procedures for Construction ‘The objects for lifting, any required lifting frame or spreaderbar to be prefabricated according job cards containing design drawings. After completion of prefabrication, lifting frame and spreader bar to be load tested to 1,25 times the permissible work load and certified for a specified work limit load (WLL). Lifting appliances such as sling: the supplier. chain, shackles, master links, etc., are certified upon delivery from ‘The procedure is further described in enclosed flow chart, Appendix 2.1.2. 2.1.6 Weight of Lifted Object The weight to be established for all items transported to offshore platforms, either by very accurate estimate figures from engineering (material take off - MTO) or by weighing the item prior to offshore transportation. Note: A weight contingency factor to be used until weighing is performed. ‘Smaller jtems which can be transported offshore within containers or baskets do not need to be subject for weighing prior to offshore transportation, An accurate estimate from engineering should be given to the transportation authorities for implementation in the load manifest, and put into the weight report. All prefabricated items and vendor packages with special designed lifting arrangement for lifting from supply boat, to be weighed prior to offshore transportation. The prefabricator / vendor is, responsible to perform weighing and supply weight information with the item. The weighing (if required) shall be carried out by use of calibrated weighing equipment (weighing cells, weight indicator shackles, etc.). Weighing procedure and report example is enclosed in Appendix 2.1.3, and a principal weighing situation is shown in Appendix 2.1.4, For larger items or critical lifts, weight and centre of gravity (COG) position can be sensitive for the lifting operation can be established by three point weighing cells or similar methods. The 4 padeyes types most used are shown in Fig. 2.6.1 below. 1) Type I and 3 are recommended to be used. 2) Type 2 is an alternative design when the padeyes are used temporary only. This type is easy to fabricate and to weld. 3) Some clients have specially requested Type 4 padeyes, and therefore these types are included here. Plate shackles are normally not used for smaller units, and will therefore not be discussed within this document 29 Certification of lifting appliances 2.9.1 General OD requirements for certification of lifting appliances state that certification to be carried out according to a recognized standard. Lifting appliances for lifted object below 50 Tis partly covered in ceveral standards or recommended guidelines, but none covers the total range especially not for single lifts.
