INTRODUCTION Indian Institute of Management Ranchi is an Institute of National Importance (INI) established in 2009 by the Government of India to provide quality management education in the country to cater to the needs of corporate, non-corporate sectors and public systems. The Institute is operational from July 2010 in a temporary campus in Suchana Bhawan, Audrey House Campus, Meur’s Road, Ranchi. ‘The purpose of this document is to invite a suitable service provider for “Design, Development and Maintenance of IM Ranchi Website”. The website shall serve as a powerful communication tool in reaching the potential users. Existing Web Site The existing website of IIM Ranchi can be viewed at https:/Avww.jimranchi.ac.in The existing website provides basic information about the institute through various sections/ web Pages/ images. The site provides information on history and background about the institute and presents up to date information on the administrative and academic structure, courses being offered, details about the faculty, forms, results, research, careers/ jobs, tenders, notices etc. The site provides information related to RTIs and press releases and has an intranet section meant for use by restricted members of students, faculty and staff of the institute. Vision of the Web Portal IIM Ranchi plans to have a dynamic state-of-the-art web portal which would truly reflect our proposed vision, be a lively platform and add to the institute's vibrant academic environment and campus life. More details are given in this document. To meet this objective, IIM Ranchi invites reputed, experienced and financially sound agencies/ firms having expertise in the design and development of website as Service Providers (SP). Tender document Sealed tenders under two bid system are invited from registered firms in India and having experience of designing, developing and management! maintenance of websites for reputed academic institutions. SCHEDULE OF SUBMISSION OF BIDS The following is the schedule of events for this tender. FUNCTIONAL AND TECHNICAL SPECIFICATIONS Present Web The existing website of the institute can be accessed/ viewed at https://www.iimranchi.ac.in which presents information through various sections/ web pages and sub menus. Vision of Design for the Web Portal The institute plans to have a dynamic state-of-the-art web portal which would actually reflect various functions, activities, profile and add to the institute's vibrant academic environment and ‘campus life. This means the proposed website shall have a working blend of Web 3.0 technologies and eye-catching presentation of information. The proposed site shall blend up-to-date information, current data & information that can go lively. The purpose is also having an improved look & feed with latest design features & elements, that an international institution be able to capture. The website should be elegant and uncluttered in look, and user friendly in its layout design and content. Users For all the envisaged portal will be used by the students, faculty members and administrative staff for their day-to-day activities. It wll also be used by prospective students and employees, visitors, partner institutes and businesses, other government departments and agencies, and the public in India and abroad. 4, SCOPE OF WORK The scope of the work includes planning the design/ development, maintenance —_ and management gathering relevant information, test run, deliver the existing w e b site in the new form & where needed to the new portal. It also includes regular maintenance and updating of the website for a period of 3 years and renewable for another 3 years. The Centre expects that the portal will be delivered on “turnkey basis” to lIM Ranchi The details of various sub-components of the website redesign and development are as follows: (@) Information Content The website cum portal will be superset of the existing website of IIM Ranchi and the portal should provide appropriate plug-ins to passively/actively integrate the portal with the Institute on-line administration system (OAS) may be implemented in future. (b) Other Features The website/ portal should comply with the comprehensive content management system to support a variety of users ranging from Administrators to Guests. It should allow the administrator to creates user roles and allow the setting up of access rights ranging from entire site to a specific page. Separate logins need to be facilitated to Faculty, Staff and Students, reyas- Ai nina. () Navigation ‘* The website be user friendly to access information needed at asight. Design should be flexible to accommodate new pages. It should provide for flexibility to modify the design when a major event has to be published. Provision for Admin panel to manage the website pages. Design should allow changing the interface templates for fresh new look as and when required. ‘© The portal should be based on International standards like W3C standard for HTML, WAL etc. ‘* Itshould be compatible to various browsers including IE, Mozilla Firefox, Chrome, Opera ate. (il) Security System * Provide secure integration with payment gateway for online payment transactions involved in processes such as admission form, job application, student fees, conference registration ete. ‘* Provide online tracking facility for job applicants, students seeking admissions, RTI, applicants etc. ‘* The portal should allow the user to syndicate, aggregate and set up the notification of data using RSS feeds. ‘* The website/ portal should allow users to share their views, feedback, solutions and suggestions online through the webmaster, and also allow podcasts, webcasts and other wikis and forums. It should provide a search module for efficient information retrieval. * The organization would ensure that the site and database is secure and free from unauthorized access & hackers. ‘© Website should support encryption. (ii) Linkages ‘* The website/ portal shall have a direct mailing facility where mails could be sent to different contact persons. * The website/ portal should allow for creation offlinking to new websites for different departments within the Institute. © The portal should support Web 3.0 (any advanced! latest) based tools such as RSS feeds, Blogs, Chats, Podcasts & social media such as U-Tube, Linked in, Face book, Twitter etc. ‘+ The website should have a Moodle feature integrated within it for allowing student-teacher interface for individual courses. © The website should incorporate necessary security features against hacking and defacement. ‘* Alllogins and payments transaction must operate on secure protocols. It should provide support for website security audit. © The portal should comply fully with the guidelines issued from time to time by the Government of India for the development of the new website. (should comply with GIGW Policies an: Gui (iv) User friendly systems ‘© The website/ portal shall have features that are disabled-friendly, and should allow for features such as voice enabling and enhancement of font size. The website must be designed with a balance of text and graphics such that each page loads in the fastesLspeed on the average computer. yar Me * Site must be compatible with Internet Explorer, Chrome, Mozilla Firefox and Netscape Navigator & other web browsers. Web site must not require plug-ins as a default. The technologies to be used for its development and maintenance should be easily available and cost effective. Website must be built in accordance with the latest Web Content Accessibility Guidelines. * Provide search capabilities using key words or phrasing that will identify content from within the site. The website would also have a search engine with index based search options. (©) Technology The website/ portal should be based on Web 3.0 based CMS and preferably use Open Source Tools like LAMP, Moodle, OpenLDAP, HTMLS, CSS3 and JAVA Scripts Framework like JQuery! other necessary futuristic frameworks etc. Server Side Programming Language ~ PHP/Java Server Side Framework - Wordpress / Joomla Database ~ My SQL, MS-SQL, Oracle or as suggested by User Department Hosting 0.S Platform — LinuxWindows Webpages customization by latest CSS, Media Players For any add on features, open source tools (or) educational s/w may be predominately used. (d) Development Methodology The development methodology should follow an iterative-prototype approach esp: the initial startup and design phase. ly in (e) Hosting The Service Provider (SP) shall host at its premises or suggest a third party to provide hosting services in line with the existing provisions. However, it may be ensured that the party is competent enough to safeguard Centre's Web portal and provide robust security to maintain the site integrity and confidentiality. The other features which IIM RANCHI would prefer to have in the host ISP are: The site shall be highly reliable with at least 99.5% service uptime, The Site shall provide their services for at least 3 (three) years and renewable on mutual consent. Adequate provisions for Disaster Recovery facilities Ensure that security measures are regularly installed in the software and provide proactive defense against malware and other cyber crimes, © Provides Secure Sockets Layer (SSL) encryption during payment transa login. Pro-actively monitor and maintain services to maximum server performance and up time. Only allow legal files. Provide clear and proper billing, Safeguard privacy by not sharing, renting or selling itsinformation. Promptly inform IIM Ranchi about any changes to the T&C and/or their plan ion and user ‘IM Ranchi reserves the right to host the Portal or any other server. In such a case, the vendor will be required to provide all other services as mentioned in thisdocument on the server as chosen by the institute, ‘* IM Ranchi may host the website on cloud service or physical server. If the website is hosted on cloud, website vendor should be able to incorporate the website on Cloud server and if the provisioning of website to cloud happens in future, website vendor should be able to work with cloud service provider on the smooth migration/transformation of website into cloud. 5, WEBSITE FEATURES This website will enable external users to obtain information on the following key features: The Institute (lIM Ranchi), Design and Development of web pages as per the institutes requirement, Design and development of Query forms as per the institutes requirement. Design and development of Dynamic Online Application forms for all courses (eg. PGDM, PGDHRM, FPM, EFPM, PGEXP, CPGM) of IIM Ranchi. The website should be able to display information in English/Hindi. * Should be able to support Video content without Plugins. * Should support responsive page design compatible to multiple size screens (computer desktop, tablet, mobiles and any other). Rich User Interface based on framework like Bootstrap. Multiple banner of inner pages. Design and development of pages for all courses (e.g. PGDM, PGDHRM, FPM, EFPM, PGEXP, CPGM) of IM Ranchi. ‘Academic Information ~ Study programme, research focus, related activities Seeking Admission with IM Integration with Als (Academic Information System) Design and development of placement pages application forms as per the institutes requirement. Service Provider should be able to host the website on cloud/ virtual or physical environment as per the instruction from IIM Ranchi IT Department. ii, Source code of the project should be as per the software development coding standards. li, The service provider has to share the source code of product with IIM Ranchi IT Team iv. All material/ product and related codes on website would be the property of IIM Ranchi and service provider would have no claim over the same in future. v. All content should be stored and kept confidential and service provider should not reuse/ replicate/ transfer the same to anyone else. vi. The service provider should provide all admin/ user manuals along with complete training to IIM Ranchi IT Team vii. The service provider should also provide support for all future upgrades/ initiatives of IM Ranchi related to website. 7. ANNUAL MAINTENANCE & MANAGEMENT ‘The Scope of Annual Maintenance & Management will cover regular updating of contents in the above modules/ sub-modules, software & security feature upgradation, etc. In order to undertake above, the firm in the initial 3 years depute a qualified resource person on site and available as per IIM Ranchi requirements. ELIGIBILITY CRITERIA Bidder should qualify the following eligibility conditions: i. The firm shall be a legal entity as per the GO! regulations and laws of the land. ji, The firm shall have a minimum of five years experience from the last date of submission of bid in design, development & providing maintenance and management services of websites/portals/ web applications. The firm should have executed at least 3 (three) similar projects in any Centrally Funded Technical Institute (CFTI)/ Institute of National importance (INI), like IIM/ IIT/ IISc/ {ISER/ NISER/ NIT/lIIT/ AlIMS/ Central Universities and/ or Central PSUs/ Govt. Depts. in past 5 (five) years from the last date of submission of bid. Copy of 8 (three) contracts/ work orders along with performance certificates issued by the above clients should be submitted in support of work experience. Out of 3 contracts, minimum 1 (one) contract should be executed in any FTV INI/IIM/IIT/IISo/ IISERY NISER/ NIT/IIIT/ AIIMS/ Central Universities. jv. The firm should have annual turnover of at least Rs.10.00 Lakhs during last three financial years ending on 31* March 2017. Copy of Balance Sheet and P&L Account duly certified by a Chartered Accountant along with ITRs of above said three financial years should be submitted. v. _ Firm should have GST Registration certificate and PAN. Important Note: All relevant documents supporting the above mentioned eligibility criteria are to be submitted along with the technical bid. 9. SEALING AND SUBMISSION OF BIDs 9.1. PART-A Envelope (Technical Bid) should contain: i. Bid Forwarding Letter in prescribed format as per Annexure - |. Setf-declaration in the given format at Annexure - II that the bidder has not been blacklisted or barred by any Central/ State Govt. Department, Public Sector Undertakings, Public Sector Banks, Autonomous Bodies, Academic Institutions and Commercial Organizations during last five years, iii, Technical Bid in the prescribed format as per Annexure - Ill with all relevant/ supporting documents duly signed by the bidder as mentioned in the bid document. iv. Tender Processing Fee of Rs.500/- (Rupees Five Hundred Only) (Non-refundable) and EMD of Rs. 20,000/- (Rupees Twenty Thousand Only) in the form of Demand Draft from any scheduled commercial bank in favor of Indian Institute of Management Ranchi payable at Ranchi. v. Power of Attorney/ Authorization Letter, if bid is submitted by the authorized representative of the agency (on the Letterhead of the bidder). vi. Entire duly signed bid documents with corrigendum/ amendments, if any, by the authorized representative of the bidder. Seal the envelope with superscription ‘Technical Bid for Design, Development and Maintenance of IIM Ranchi Website : Part- A’. PART-B Envelope should contain only Financial Bid. This is to be filled in prescribed format as per Annexure-IV and envelope to be sealed with superscription ‘Financial Bid for Design, Development and Maintenance of IIM Ranchi Website : Part- B. Put above PART-A and PART-8 envelopes in a third separate envelope and seal it. The envelope should be superscripted as ‘Tender for Design, Development and Maintenance of IIM Ranchi Website, Tender No. lIMR/NIT/Website/2018/12 dt. 14.09.2018", The sealed bid document must reach by speed post/ courier at the address given below by dt. 05.10.2018 up to 03:00 pm. Under no circumstances tender documents will be received after the above date/ time. The institute shall not be responsible for postal or transit delays. 9.4. If the last date of receiving/ opening of the tenders coincide with a holiday, then the next working day shall be the receiving/ opening date. 9.5. Bidder shall quote in Indian Rupees only. 9.6. There should not be any overwriting. The financial bid should be expressed both in words and figures. if any discrepancy is found between the figure and in words in the financial bid, the value in words shall prevail. The committee shall correct error, if any and sign the same, 9.7. The bidder is expected to examine all instructions, forms, terms and conditions in the tender document. Failure to furnish all information required by the tender document or submission of a tender not substantially responsive to the tender document in every respect will be at the bidder's risk and may result in rejection of his/ her bid. 9.8. No alterations should be made in any of the contents of the bid document by scoring out. In the submitted bid, no variation in the conditions shall be admissible. Bids not complying with the terms and conditions listed in this part are liable to be rejected. 9.9. The bid prepared by the bidder as well as all correspondence and documents shall be written in English language. All the columns of the tender document must be filled in and no column should be left blank. *NIL" or "Not applicable” should be marked, where there is nothing to report. 9.10. Conditional bids shall be rejected, 10. CLARIFICATION OF TENDER DOCUMENT Prospective Bidders requiring any clarification on the tender documents may attend the pre- bid meeting as scheduled above or notify the institute in writing/ email. The institute will respond in writing by email to any request for clarification on the tender document, which it receives not later than 7 days prior to the deadiine for the submission of bids prescribed by IIM Ranchi. Instituto reserves the right to modify the conditions of the tender and accept! reject any tender without assigning any reasons, whatsoever and at any moment of time. No correspondence shall be entertained in this regard. No advertisement shall be published separately in newspapers in this regard. 11. TENDER PROCESSING FEES AND EARNEST MONEY DEPOSIT (EMD) ‘An EMD of Rs.20,000/- and Tender Processing Fee of Ris.500/- (Non-refundable) in the form of Demand Draft (two separate DDs) from any scheduled commercial bank should be submitted along with the technical bid document. No any exemption to MSME/ other registered/ enlisted service provider is applicable. Ifthe successful bidder fails to act on the offer made by the Institute and/or the bidders withdraw/ amend their bids after opening of tender which is not agreeable to the institute, the EMI at le FE Aue, \2 bidder/s shall be forfeited without any notice to the bidder/s and no claim on this account shall be entertained. Any bid without EMD and/ or Tender processing fee will be straightway rejected. The EMD of unsuccessful bidders shall be returned/ refunded after finalization of the contract without any interest. 12. PERFORMANCE SECURITY DEPOSIT (SD) a) An amount @ 5% of total contract value in shape of FDR/ TDR/ DD/ BG as Performance Security Deposit (SD) is to be deposited by the successful bidder, within 14 (fourteen) days from the date of issue of Letter of Award (LOA) by the Institute. In the event of non-submission of the Performance Security Deposit (SD), the EMD of successful bidder shall be forfeited b) Performance Security shall remain valid for a period of 90 (Ninety) days beyond the date of completion of the contract including website maintenance period. No interest will be payable on SD. ©) Incase of breach of contract by the service provider, the SD shall be forfeited by the institute and the firm shall be blacklisted in addition to the termination of the contract. 13. EVALUATION OF TECHNICAL BIDS ‘Technical Bid details is comprising of Part - 1 & 2. Part - 1 of ‘Technical Bid’ contains the information as per Para No. 9.1 above in the format at Annexure - Ill. Part - 2 of ‘Technical Bid’ contains the ‘Concept & Vision for the Website’: () A Brief of the proposed vision and concept for the design and development of the IIM Ranchi website. (to be enclosed with the technical bid documents) (i) Note explaining the scope of the work as understood by the agency and which shall be executed by the firm. (to be enclosed with the technical bid documents) The documents shall be submitted in the prescribed format, if found not suitable the same will be summarily rejected. lIM Ranchi retains the right to ask for any further information/ Clarification during the tendering process. Based on the above evaluations, the financial bid of only those firms/ bidders who qualify in the above parameters will be opened. The technical bids that are found suitable will only be scrutinized that shall be eligible firms. The Technical Bid scoring is basis the Part 1 & Part 2. i. The applicants may be asked to present 3 options of design templates (not a final) for the IIM RANCHI website in presence of High Powered Committee for their understanding of the tender document. ii. The presentation will be followed by a 10-15 minutes discussion. iii, Technical bid will be evaluated out of 100 points on the basis of 3 criter (@) Understanding and Compliance with requirements and scalabillty maximur ints The proposal should address each work area in sufficient detail to demonstrate a cles eX understanding of the statement of objectives/ work, including operations and maintenance. The bidder should provide evidence of sufficient planning to show that work will be accomplished as required and on schedule, utilizing all available resources. Specifically, the proposal from the bidder will be evaluated on whether it addresses each requirement and goal set forth in the scope of work in the tender document. (b) Design templates and Proof of Concept (POC) (maximum 50 points) The design templates and POC presented by the bidder should demonstrate compliance with all the mandatory requirements mentioned in the tender and also demonstrate extra capabilities. During the POC presentation, one IT/ Web design expert from the firm should be present to answer technical queries and to demonstrate the capabilities of the firm to deliver the assignment. (©) Experience and Ease of Management (maximum 30 points) The firm will be expected to provide details their past experience in specific contracts of this nature/ type/ complexity. They will also be asked to provide information on performance in these contracts, and present testimonials from previous or existing clients. They will be asked to furnish details of key personnel, both supervisory and technical. EVALUATION OF FINANCIAL BIDS ‘The Financial Bids of the technically qualified bidders will be evaluated as per the evaluation criteria mentioned below: Bidder with lowest financial bid (L1) will be awarded 100% score. The Financial Scores (FS) for other than L1 Bidders will be evaluated using the following formula: FS = {Financial Bid of Li (FL) / Financial Bid of the particular bidder (F) X 100} {adjusted to 2 decimals) Errors & Rectification in the Financial Bids: Arithmetical errors will be rectified on the following basis: If there is discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected. If there is a discrepancy between words and figures, the amount in words will prevall 15. SELECTION OF BIDDER FOR AWARD OF WORK The technical scores (TS) and financial scores (FS) secured by each bidder will be added with weightage of 80:20 respectively and a Composite Score (CS) arrived at, using the formula: CS = TS * 0,80 + FS*0.20 Tenderers will be ranked accordingly to their Composite Scores like H1, H2, H3 and so on. Bidder ranked as H1 would be successful bidder and eligible for award of work. However, in the event of tie at the top position between two or more bidders, the preferred bidder shall be selected on the basis of more technical competence i.e. bidder with more technical score (TS). However, the preferred bidder shall be required to match the lowest price bid among the iders forming the tie. If the preferred bidder does not agree to match the lowest price bid among the bidders forming the tie, the bidder having 2% highest technical score (TS) will be considered for award in the similar way with the lowest price bid among the bidders forming the tie. 16. AWARD OF CONTRACT a) After selection of the successful bidder, a ‘Letter of Award’ (LOA) shall be issued in duplicate by the Institute to the successful bidder. The successful bidder will be required to furnish the required performance security deposit and execute an agreement on a Non-Judiclal Stamp Paper worth Rs.1,000/- (Rupees One Thousand Only) within a period of 14 (Fourteen) days from the date of issue of LoA. b) The contract will be signed only after furnishing the Performance Security Deposit. ©) Failure of the successful bidder to comply with the requirements of above clauses shall constitute sufficient grounds for the annulment of the award and forfeiture of EMD in fully. ) Costs associated with the preparation of contract documents shall be borne by the Service provider. 17. INDICATIVE SCOPE OF WORK The indicative scope of work to be executed are laid out in detail at Para 3, 4, 5, 6 & 7 above. 18. COPYRIGHTS AND TRADE MARKS The source code, text, design, trademarks, photos and graphics in editable mode, or other artwork furnished in designing of the new website shall be owned by IIM RANCHI upon completion of the successful implementation of website by the service provider. 19. PAYMENT AND DELIVERY TERMS i. The work shall be completed in SIXTY DAYS as per below schedule from the date of signing of contract. (0) TDS shall be deducted from the service provider as per the rules in force. (c) IIM RANCHI shall reserve the right to recover any dues payable to the institute from the SD of the service provider. (@) Subsequent support/ maintenance of 8 years shalll be provided by the service provider after successful implementation and acceptance of the work as per amount quoted in its financial bid. The terms of payment for maintenance shall be made on every completed quarterly/ half-yearly basis on satisfactory delivery of services. 20. FORCE MAJEURE Notwithstanding the provisions of this contract, the service provider shall not be liable for forfeiture ofits SD or termination for default, if and to the extent that, it's delay in performance or other failure to perform its obligations under the contract is the result of an event of FORCE MAJEURE. If a Force Majeure situation arises, the service provider shall promptly notify 1IM RANCH in writing of such conditions and the causes thereof. Unless otherwise directed by lIM RANCHI in writing, the service provider shall continue to perform its obligations under the contract as for as is reasonably practical, and shall seek all reasonable alternative means for performance not prevented by the Force Majeure event. 21. SAVING CLAUSE In respect of any matter for which no provisions have been made in this contract the provisions contained in the general instructions of the Government of India on the subject shall apply. 22. OTHER TERMS AND CONDITIONS i. The service provider should allocate a single point of contact (POC) who can provide support during the development and implementation stage.
