Dear Commandant Hermogino:

Subject: Field Assistance for Drone Filming along Esteros of Manila for the
Preparation of Audio-Visual Presentation (AVP) for the Manila Bay
Sustainable Development Master Plan (MBSDMP)

As you may be aware, NEDA has engaged consultants for the formulation of the MBSDMP
with grant assistance from the Government of the Kingdom of the Netherlands. The masterplan aims
to provide a comprehensive and supporting institutional framework for the sustainable development of
the entire Manila Bay area and is envisioned to guide future decisions on programs/activities/projects
(PAPs) to be undertaken within the Bay area while considering relevant social and environmental issues
such as, among others, poverty alleviation, food security, public health and the sustainable development
of marine and coastal resources in the Bay.

Since the commencement of the master planning exercise in January 2018, the MBSDMP Study
Team has concluded the Component 1 or the Strategic Planning Phase and is now proceeding towards
the Component 2 or the Action Planning Phase of the study. Pursuant to Section 2.2 of the Terms of
Reference (TOR) for the undertaking, the Study Team shall prepare a Communications Plan, including
an AVP, to support the planning process especially in terms of generating participation and engagement
among key stakeholders and the general public. The Communications Plan primarily aims to inform,
influence and inspire and seeks meaningful public participation that supports the inclusion of
disadvantaged groups, harmonization of development efforts, broad buy-in and ownership of the
resulting master plan, and taking on clear responsibilities and accountabilities. It will support the overall
objective of the MBSDMP to promote strategic, coherent, climate-risk informed, and sustainable
development of the Manila Bay area.

In view of the foregoing, may we seek assistance from your Agency/Office (i.e., preferably
those who have direct experience in dealing with local communities) to help the Study Team in filming
the different conditions of the coastal communities along esteros of the City of Manila and along the
Coast of Manila Bay using drone camera.
