Act No. 671 Be No. Fifth Special Session ) AN ACT DECLARING A STATE OF TOTAL EMERGENCY AS A RESULT OF WAR INVOLVING THE PHILIPPINES AND AUTHORIZING THE PRESIDENT TO PROMULGATE RULES AND REGULATIONS TO MEET SUCH EMERGENCY- Be it enacted by the National Assembly of the Philippines: see. 1. The existence of war between the United States and other untries of Europe and Asia, which involves the Philippines, makes it necessary to invest the President with extraordinary powers in order to meet the resulting anergency. Sec. 2. Pursuant to the provisions of Article V{, section 16, of the Constitution, the President is hereby authorized, during the existence of the emergency, to promulgate such rules and regilations as he may deen necessary to carry out the national policy declared in section ] hereof. This Act shall take effect upon its approval, and the rules and regulations promulgated hereunder shall be in force and effect until the Congress of the Philippines shall otherwise provide.
