Purchasing Division
A. The Bidder shall furnish short-circuit and protective device coordination studies.
B. The study shall include all portions of the electrical distribution system from the
normal power source and emergency source down to and including the smallest
adjustable trip circuit breaker in the distribution system. Normal system
connections and those which result in maximum fault conditions shall be
adequately covered in the study.
C. The firm performing the short circuit study shall coordinate with the third-party
independent testing firm for the recommended settings of all protective relays.
D. The Bidder shall furnish an Arc Flash Hazard Analysis Study per NFPA 70E -
Standard for Electrical Safety in the Workplace, reference Article 130.3 and Annex
D.
E. SKM power tools is the only acceptable software for the short circuit and
protective device coordination study.
F. The firm performing the short circuit and coordination study shall be SEL
Engineering Group. No other equal. Contact Greg Rauch at (831) 335-8393.
G. SEL shall coordinate with Pacific Gas & Electric Company to obtain all necessary
utility data to perform the short circuit and coordination studies.
1.3 REFERENCES
B. The results of the short-circuit, protective device coordination and arc flash hazard
analysis studies shall be summarized in a final report. See Section 2.2 for Study
Report requirement.
5. Fault study input data, case descriptions, and current calculations including
a definition of terms and guide for interpretation of the computer printout.
1.5 QUALIFICATIONS
A. The engineer performing the coordination study shall be currently involved in high-
and low-voltage power system evaluation. The electrical engineer shall provide a
list of project performed and two sample project reports. The short
circuit/coordination study shall be performed, stamped and signed by a registered
professional electrical engineer in the State of California. A minimum of ten (10)
years experience in power system analysis is required for the individual in charge
of the project.
B. In the short circuit study, provide calculation methods and assumptions, the base
per unit quantities selected, one-line diagrams, source impedance data including
power company system characteristics, typical calculations, tabulations of
calculation quantities and results, conclusions, and recommendations. Calculate
short circuit interrupting and momentary (asymmetrical) duties for an assumed 3-

phase bolted fault at each supply switchgear lineup, unit substation primary and
secondary terminals, low-voltage switchgear lineup, switchboard, motor control
center, distribution panelboard, pertinent branch circuit panelboard, and other
significant locations throughout the system. Provide a ground fault current study
for the same system areas, including the associated zero sequence impedance data.
Include in tabulations fault impedance, X to R ratios, asymmetrical values or
factors from the manufacturer, motor contribution, short circuit kVA, and
symmetrical and asymmetrical fault currents.
E. Include on the curve sheets power company relay and fuse characteristics, system
medium-voltage equipment relay and fuse characteristics, low-voltage equipment
circuit breaker trip device characteristics, pertinent transformer characteristics,
pertinent motor and generator characteristics, and characteristics of other system
load protective devices. Include at least all devices down to largest branch circuit
and largest feeder circuit breaker in each motor control center, and main breaker in
branch panelboards and 240V and 480V panelboards.
F. Include all adjustable settings for ground fault protective devices. Include
manufacturing tolerance and damage bands in plotted fuse characteristics. Show
transformer full load and 150, 400, or 600 percent currents, transformer
magnetizing inrush, ANSI transformer withstand parameters, and significant
symmetrical and asymmetrical fault currents. Terminate device characteristic
curves at a point reflecting the maximum symmetrical or asymmetrical fault current
to which the device is exposed.
H. Include complete fault calculations as specified herein for each proposed and
ultimate source combination. Note that source combinations may include present
and future supply circuits, large motors, or generators as noted on Drawing one-
lines.
J. Utilize equipment load data for the study obtained by the Bidder from Contract
Documents, including Contract Addendums issued prior to bid openings.
K. Include fault contribution of all motors in the study. Notify the City
Representative in writing of circuit protective devices not properly rated for fault
conditions.
L. Provide settings for the large pump motor protection relays and comment. These
settings shall be as recommended and approved by motor manufacturer in written
communication.
M. Include phase and ground coordination of the generator protective devices. Show
the generator decrement curve and damage curve along with the operating
characteristics of the protective devices. Obtain the information from the
generator manufacturer and include the generator actual impedance value, time
constants and current boost data in the study. Do not use typical values for the
generator.
N. Evaluate proper operation of the ground relays with resistance grounding, and
discuss the neutral grounds and ground fault current flows during a neutral to
ground fault.
O. Perform load studies for pump and motor starting. The number of load studies
shall be determined by SEL.
P. The coordination study shall address relay settings requirements with respect to
PG&E’s protection for the respective incoming service.
R. Perform Arc Flash Analysis using IEEE 1584 method. Provide all result data to
the testing company. The testing company will provide the labels and install at
medium voltage (12 kV and 4.16kV) circuit breaker cubicle and all the
switchboards and panelboards.
S. Execution:
1. The Short Circuit analysis, load study and coordination study shall be done
as outlined in NETA Section 6 with exceptions as included in this
Appendix.
5. The short circuit and coordination study shall be stamped and signed by the
engineer responsible for it.

i. Utility Power
A. The results of the power system study shall be summarized in a final report. Six
(6) bound copies of the final report shall be submitted.
1. One-line diagram.
2. Descriptions, purpose, basis and scope of the study.
3. Tabulations of circuit breaker, fuse and other protective device ratings
versus calculated short-circuit duties. (Crystal Report)
4. Protective device time versus current coordination curves, tabulations of
relay and circuit breaker trip unit settings, fuse selection.
5. Fault current calculations including a definition of terms and guide for
interpretation of the computer printout. (Crystal Report)
6. Equipment evaluation per SKM software. The Marginal and Fail criteria
will be set and discuss with the City Representative during initial
investigation.
7. Recommendations for system improvements, where needed.
8. Executive Summary.
C. The complete project back-up file for the SKM Power Tools program shall be
submitted on CD.
A. Bidder shall furnish all field data as required by the power system studies. The
electrical engineer performing the short-circuit, protective device coordination and
arc flash hazard analysis studies shall furnish the Bidder with a listing of required
data immediately after award of the contract. The Bidder shall expedite collection
of the data to eliminate unnecessary delays and assure completion of the studies as
required for final approval of the distribution equipment shop drawings and/or
prior to the release of the equipment for manufacturing.
B. Include fault contribution of motors in the study, with motors < 50 hp grouped
together.
B. Transformer design impedances and standard X/R ratios shall be used when test
values are not available.
E. For grounded systems, provide a bolted line-to-ground fault current study for
areas as defined for the three-phase bolted fault short-circuit study.
B. Include on each curve sheet a complete title and one-line diagram with legend
identifying the specific portion of the system covered.
D. Identify device associated with each curve by manufacturer type, function, and, if
applicable, tap, time delay, and instantaneous settings recommended.
E. Plot the following characteristics on the curve sheets, where applicable:
F. Provide adequate time margins between device characteristics such that selective
operation is provided, while providing proper protection.
A. The arc flash hazard analysis shall be performed according to the IEEE 1584
equations that are presented in NFPA70E-2004, Annex D.
B. When appropriate, the short circuit calculations and the clearing times of the phase
overcurrent devices will be retrieved from the short-circuit and coordination study
model. Alternative methods shall be presented in the proposal.
C. The flash protection boundary and the incident energy shall be calculated at all
significant locations in the electrical distribution system (switchboards, switchgear,
motor-control centers, panelboards, busway and splitters) where work could be
performed on energized parts.
D. The Arc-Flash Hazard Analysis shall include all medium voltage 480v locations
and significant locations in 240 volt and 208 volt systems fed from transformers
equal to or greater than 125 kVA.
E. Safe working distances shall be specified for calculated fault locations based upon
the calculated arc flash boundary considering an incident energy of 1.2 cal/cm2.
F. The Arc Flash Hazard analysis shall include calculations for maximum and
minimum contributions of fault current magnitude. The minimum calculation shall
assume that the utility contribution is at a minimum and shall assume a minimum
motor load. Conversely, the maximum calculation shall assume a maximum
contribution from the utility and shall assume motors to be operating under full-
load conditions.
G. Arc flash computation shall include both line and load side of main breaker

A. The bidder shall provide a 3.5 in. x 5 in. thermal transfer type label of high
adhesion polyester for each work location analyzed.
B. The label shall have an orange header with the wording, “WARNING, ARC
FLASH HAZARD”, and shall include the following information:
1. Location designation
2. Nominal voltage
3. Flash protection boundary
4. Hazard risk category
5. Incident energy
6. Working distance
7. Engineering report number, revision number and issue date
8. Labels shall be machine printed, with no field markings.
9. Arc flash labels shall be provided in the following manner and all labels
shall be based on recommended overcurrent device settings.
