INTRODUCED BY REPRESENTATIVE ALFRED VARGAS EXPLANATORY NOTE Section 2, Article XIV of the 1987 Philippine Constitution states th The State shall establish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and society” Homework” is generally defined as schoolwork brought at home. Homework can also be defined as tasks assigned to students by schoolteachers that are meant to be carried out during non-instructional time. In 2018, a study conducted in Western Cape Province, South Africa states that the national discussions on homework reflects on how homework is perceived, with scholars arguing that homework is a burden for children and parents, family time has declined, and undermining of learning interest (Bempechat et al, 2011; Kohn, 2006; Kralovec & Buell, 2000) In addition, a tew landmark studies have suggested that homework does impact upon family life, in some cases in a negative way (Dudley-Marling, 2003; Xu & Corno, 1998); yet in g ively associated with academic achievement (Carmichael & MacDonald, 2016; Cooper, Robinson & Patall, 2006). This bill aims to promote and protect the physical, moral, spiritual, intellectual and social well-being of the youth to the end that the youth realize their potential for improving the quality of life must always be observed. Short Title ~ This Act shall be known as the "No Homework on Weekends Act of 2019 SECTION 2, Policy. - All Elementary and High Schools in the country shall not nts over the low teach ve any homework or assignments to their stud weekend, SECTION 3. Rules and Regulations - The Department of Education (DepEd) shall formulate the pertinent rules and regulations necessary to implement this Act SECTION 4. Fines and Penalties - Teachers who will violate this act shall be penalized with fifty thousand pesos (P50,000) and/or shall be sentenced to jail for one to two years, SECTION 4. Separability Clause. — \{, for any reason, any part, section, or provision of this Act is held invalid or unconstitutional, the remaining provisions not affected thereby shall continue to be in full force and effect SECTION 5. Repeating Clause - All laws, orders, issuances, rules and regulations, or parts thereof, inconsistent with any provistons of this Act are hereby repealed, modified or amended accordingly SECTION 6.
