HOST AGREEMENT BETWEEN THE GOVERNMENT OF THE

REPUBLIC OF THE PHILIPPINES AND THE
WORLD HEALTH ORGANIZATION

Progress report by the Regional Director

1. The twenty-ninth session of the Regional Committee considered

document WPR/RC29/l6 and, as a result of the discussions, adopted
resolution WPR/RC29.R9. 1 ,2

2. Operative paragraph 2 of resolution WPR/RC29.R9 requested

the Government of the Republic of the Philippines and the Regional
Director to continue their negotiations and discussions in order to
arrive at a satisfactory solution to the.problems that had arisen
concerning the interpretation of the Host Agreement. Operative
paragraph 3 of the same resolution requested the Regional Director
to report to the thirtieth session of the Committee on the progress
made.

3. The Regional Director, responding to the request of the Committee,

wishes to report that discussions between the Government of the Republic
of the Philippines and WHO have taken place and it is the understanding
of the Organization that the changed interpretation of the Host Agreement
results from a change in national law which cannot be disputed by the
Organization as it does not affect WHO and its professional staff covered
by the Host Agreement. Accordingly, in this respect further negotiation
would not be appropriate.
