As civil engineers, one of our primary responsibilities is providing field-project inspection in different

companies. Field-project inspection is carried out to purely give an independent view of the works in terms
of quality to a client or third party. It primarily focuses on attaining compliance of requirements on contract
documents. This includes ensuring that health and safety regulations (Construction and Design
Management Regulations) are met. After the inspection, the field/ project inspector is required to submit an
assessment report to the contract administrator. However, uncertainties and sudden changes to the
construction project can never be avoided. There are instances where changes are necessary to be done in
order to achieve the required quality and efficiency of work. This is usually due to external factors which
are not foreseen on the planning and design of the construction project. Some of these factors are
environmental and weather conditions, and lack of raw materials and manpower. But, these changes cannot
be implemented outright because an original plan was designed and approved by a site engineer. Certain
measures are being followed whenever these changes arise. In need of changes or adjustments in any part
of the project, site instructions must be given which are recorded in a log book. The site instructions include
the portions of the project which are to be revised, the reason behind revising such portions and the
recommendations and precautionary measures to be looked at as these changes are implemented. These
instructions must be signed and approved by the site engineer and not by the foreman. Note that any
instructions are not executory until the site engineer has analyzed and approved such changes. Any
adjustments and alterations made to the original plan must be executed according to the recommendations
stated in the site instructions. Through these procedures, abrupt changes in the master plan can now be
addressed for the success of the project.
