September 23, 2016 Ina Race to Serve: Responsive, Accessible, Courteous and Effective Public Service [ICSC Building, 1BP Road, Constitution Hills, 1126 Quezon City + 9 931-7935/931-7939/931-8092 - © esephil@webmail.ese.g wiph = @ wow.ese.gov.ph sc CIVIL SERVICE COMMISSION Pr seam Revised Guidelines on CSC Number :_ 1601062 Program on Awards and Incentives for Service Excellence Promulgated: 18 SEP 2016 (CSC PRAISE) RESOLUTION WHEREAS, Rule X of the Omnibus Rules Implementing Book V of Executive Order No. 292 (The Administrative Code of 1987) provides for the establishment of the Employee Suggestions and Incentives Awards System (ESIAS) which was later renamed to Program on Awards and Incentives for Service Excellence (PRAISE); WHEREAS, the Commission issued Memorandum Circular No. 1, s. 2001 providing for the revised policies on Program on Awards and Incentives for Service Excellence (PRAISE) and CSC Resolution No. 01-0112 dated January 10, s. 2001 adopting the revised policies; WHEREAS, CSC Resolution No. 02-1280 dated October 8, 2002 and Office Memorandum No. 116, s. 2002 dated October 9, 2002 prescribed the implementing guidelines on the CSC Program on Awards and Incentives for Service Excellence (PRAISE); WHEREAS, the Commission issued CSC Resolution No. 05-1696 dated November 17, 2005, as amended by CSC Resolution No. 05-1820 and CSC Resolution No. 08-1536 dated December 12, 2005 and July 24, 2008, respectively, providing the enhanced guidelines on the CSC PRAISE, recognizing and rewarding deserving officials and employees, individually or in groups, for superior accomplishments/achievements, ~\ innovative ideas, suggestions, inventions and discoveries, exemplary ethical behavior, and heroic acts. Likewise, the Resolutions were adopted to motivate officials and employees to excel in their work performance, pursue their own career development, or expect recognition for their long and dedicated service to the Commission; WHEREAS, the Commission, through CSC Resolution No. 1100313 and Office Memorandum No. 17, s. 2011, both dated March 3, 2011, issued the Revised Guidelines on the Enhanced CSC PRAISE, providing the guidelines for nominations to the different Commission level awards and incentives, and increase of cash incentives for loyalty awardees; 008894 18.) a5 Hideo baa heuer> 8 2 WHEREAS, the Commission deems it necessary to enhance the CSC PRAISE to align with the higher maturity level of the ‘Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). The Revised Guidelines on PRAISE is intended to recognize and reward employees’ achievements based on the competencies they have excellently demonstrated in the performance of their duties and functions on top of the ethical behavior and heroic acts they have exhibited.
