Earlier, the Chief Engineer, PIP HW Unit, Polavaram, vide CEPIP — LrNo CE/PIPHW/POLAVARAM/DCE/OT.1/TTY/2018-01 Dt.04-08-2018, while submitting the detailed analysis for jet grouting executed to control seepage flow under the proposed U/sand D/s coffer dams requested the Engineer-in-Chief(IW), WRD, to place the same before the Board of the Chief Engineers for examination and recommending the jet grouting rate to the Government. The Chief Engineer, PIP HW Unit, Polavaram, reported that the work of Polavaram Irrigation Project Head works was originally awarded to M/s Transstroy-JSC “EC UES" (V) for Rs, 4054 Cr. by Water Resources Department, Government of Andhra Pradesh represented by Engineer-in-Chief , Polavaram Irrigation Project, Dowlaiswaram through EPC agreement with tender Percentage (-) 14.0555% vide reference ENCISPP EPC Agreement .No.1/2012-13 Dt:02-03-2013 Further Supplemental Agreement was concluded for an amount of Rs 5385.91 Cr. with revised rates of 2015-16 to expedite the progress to achieve the targeted milestone programme after applying tender discount of 14.055% less vide Supplementary Agreement * No.01/2016-17 Dt 07-10-2016. The Chief Engineer, PIP HW Unit, Polavaram, also reported that in the sanctioned Revised estimate there is a provision for Z type sheet pile cut-offs for Upstream and Downstream temporary coffer dams to facilitate dry working conditions for ECRF Dam construction, for an amount of Rs.122.53 Crores. The Chief Engineer, CEPIPHW, reported that the contracting agency furnished detailed analysis and the cost of construction for providing Jet Grouting worked out and submitted by the agency was approximately Rs. 34,416/Sqm amounting to a total cost of Rs.213.79 Crs. whereas the original provision for sheet piles in the sanctioned estimate was Rs. 122.53 Crs. for 80,760 Sqm at the rate of Rs. 15,173/Sqm The Chief Engineer, CEPIPHW, furnished the rate analysis against the contractors proposal for Rs. 213.76 Crs. to an amount of Rs. 145.1 Cr. with Rs, 27,320. 58/Sqm. The proposal of CE, PIPHW was placed before the Board of Chief Engineers (BoCEs) during the meeting held on 01-11-2018. The Chief Engineer, PIPHW replied that jet grouting process being a new technology the rate analysis could not be done at initial stage and hence after execution only it could be assessed. The BoCEs after detailed discussions directed the Chief Engineer, PIP HW Unit, Polavaram to submit the worked out rate analysis details to take further action on the matter and deferred the decision to the next BoCEs. Based on the directions of BoCEs, the Chief Engineer, PIP HW Unit, Polavaram, vide CEPIP_ LrNo CE/PIPHW/POLAVARAM/DCE-2/OT-3/AEE-3/ Dt.31-10-2018, again submitted the proposal for placing before the Board of Chief Engineers (BoCEs) and the same was discussed in the meeting held on 22-11-2018 with the following proposals: 7 As per the rate Bs ipPar, Sanctioned | analysis submitted by Guyvesheet piles) | CEPIPHW oe piles) | (Vet Grouting) Quantity in SqM 80,760 53,108 Rate in Rs. per Sq.M. 15,173 27448.65 Amount Rs in Crores 122.54 7 145.78 ‘Amount Rs. in Crores with | Less T.P(-14.0555%). | 105.31 125.29 After detailed examination of the data furnished by the CE,PIPHW, the members have requested for clarification on certain provisions made in the data and directed the Chief Engineer, PIPHW to resubmit the data after making necessary changes as suggested in the meeting. The Chief Engineer, PIPHW, CEPIP LrNo CE/PIPHW Polavaram/DCE-2/OT- 3/AEE.3/29 ENC Dt:26.12.2018, has resubmitted the modified proposals. The BoCEs examined the above proposal and after detailed discussion observed that the unit rate for Jet Grouting cut-off of both U/s and D/s cofferdams combinedly is worked out to Rs.26473.95/Sqm. But, when the unit rate of Jet grouting in U/s and D/s cutoffs are considered separately, the rate worked out for U/s cutoff is Rs.14,682.68/Sqm and for D/s cutoff, it is Rs.56,371.31/Sqm. fier examining the above proposal, the BoCEs observed the following: a) The data furnished by CE,PIPHW for approval of rate by BoCEs is not at all based on the observed data but it is a working data arrived based on execution which includes time delays like machine repairs, mobilization of machinery, labour and other incidental delays for spare parts etc., The BoCEs can only recommend the rate based on the actual observed data which should be done before commencement of work in a specified reach within a stipulated time period duly attended and certified by Quality Control staff and Field staff jointly b) The rate was submitted on the plea that two rig machines were working simultancously for the entire period of work whereas logbook details obtained from CE,PIPHW suggest that most of the time Jet grouting was done using single rig machine only in both U/s and D/s reaches. ©) Further, the work was executed with imported old machinery and also Indian made machinery for which machinery life in years and hours were not well documented for some of the machinery which are necessary for arriving hourly hire charges. d) Inthe worked out data as submitted by CE,PIPHW, the unit rate of Jet grouting in U/s cut-off comes out to be Rs. 14,682.68/Sqm and for D/s cut-off it is Rs. 56,371.31/Sqm which is abnormal and against the principle of same rate for similar output. ‘The members have also observed that the clause 2.3.10 of Basic project parameters of General Conditions of Contract(GCC) of the Agreement stipulates that Diversion arrangements of River Godavari including formation of suitable coffer dams upstream and downstream of the proposed dam site are to be provided with suitable sheet piles / diaphragm wall to minimize seepage. Further, in Clause 39.3 of General Conditions of Contract, it is stipulated that “The cost on any component due to any implementation of approved design should always be on Contractor's account within the cost of the total contracted amount under EPC until and unless such designs effectively change any of the basic parameters as defined. In such a situation, where there are revisions in the design due to change in the basic parameters then the modalities for effecting such a change it will be decided with the prior approval of Employer’. Further, in continuation to the BoCEs observations on 28-12-2018, the BoCEs approved on-circulation the following recommendation: Keeping in view the above facts and observations, the members of on the rate analysis as submitted by CE,PIPHW. After detailed discussions, the members have opined that in view of the above BoCEs discussed in de! ‘observations, the Jet Grouting rate analysis as submitted by CE,PIPHW, is not justified properly with reference to details furnished and hence cannot be considered for recommendation, Further, the members have felt that due to the adoption of Jet Grouting Technique, there is no change in basic parameters and according to agreement clause 39.3, “the cost on any component due to any implementation of approved design should always be on Contractor’s account within the cost of tho total contracted amount under EPC until and unless such designs effectively change any of the basic parameters as defined” and not a change in basic parameters incorporated in the agreement.
