PROPOSAL FOR EXPRESSION OF INTEREST TO UPGRADE HEALTH CARE


SERVICES FOR INSURED PERSONS ENTITLED UNDER SOCIAL SECURITY
SCHEME THROUGH PUBLIC PRIVATE PARTNERSHIP SYSTEM

1. Social Security Board implements Social Security Schemes in accordance with


the Social Security Law. Those who are entitled under Social Security Scheme have
been provided with medical care and cash benefits in case of sickness, maternity,
death and employment injury. In order to provide better health care services for
increasing number of insured person, Social Security Board is going to implement
“Provider Purchaser Split”, upgrading of Social Security Hospitals, Social Security
Clinics or building of new hospitals and clinics, investment and purchase health care
services through Public Private Partnership System.
Objectives
2. The Objectives are as follows-
(a) To upgrade health care services for insured person entitled under Social
Security Scheme
(b) To be easily accessible to health care services
(c) To get more reliance from employers, employees and to become the national
Social Security Scheme
Current health care services undertaken by Social Security Board
3. Social Security Board is implementing health care services according to the
Social Security Law,
(a) Providing health care services through 3 Social Security Hospitals/
Workers Hospitals, 96 Township Social Security Clinics and 1 Traditional
Medicine Clinic
(b) Supplying medicines to 55 enterprise clinics that are opened in the
establishments which have 500 workers or more
(c) Provision of health care services at 3 clinics owned by SSB in
collaboration with private companies

(d) In high cost treatments, using Co-payment System together with patients
(e) Practice Reimbursement System for medical costs in accordance with the
stipulation for referral to government hospitals under Ministry of Health
and Sports in case where Social Security Hospitals and Clinics are not
accessible for insured workers
Necessity of Public Private Partnership System to upgrade health care services
for insured person
4. Since the time of implementation of 2012 New Social Security law, the
number of insured person is gradually increasing monthly and yearly. Social Security
Board is facing the following challenges and limitations in providing health care
services-
(a) Increased usage of health care services by insured person
(b) Insufficient human resources like Specialists, Assistant Surgeons,
Nurses and proficient medical staff
(c) The location of Social Security Clinics is far from the residence of
insured persons, the opening hours of SSB clinics coincide with the
working hours of insured workers and so difficulties and inconveniences
for workers in receiving health care
(d) Insured persons are willing to receive health care services at private
hospitals and clinics
(e) Getting difficulties in land availability for extension of Social Security
hospitals and clinics
Organizations needed to be cooperated and collaborated
5. Social Security Board will co-operate and collaborate with the following
organizations to upgrade health care services for insured persons under Social
Security Scheme through Public Private Partnership-
(a) Ministry of Health and Sports
(b) Ministry of Planning and Finance
(c) Private Hospitals and Clinics
3 Tasks to be implemented
6. The following 3 tasks will be implemented-
(a) Purchasing health care services from other hospitals and clinics for
Outpatients Department (OPD) patients

(b) Purchasing health care services from other hospitals for Inpatients
(c) Upgrading Social Security Hospitals and Clinics through Public Private
Partnership (PPP) System
System for implementation of tasks
7. To upgrade health care services for insured persons entitled under Social
Security Scheme, to purchase health care services from other hospitals and clinics
(Provider Purchaser Split), to upgrade Social Security Hospitals, Social Security
Clinics or building of new hospitals and clinics, investment and purchase health care
services through Public Private Partnership System, Social Security Board will invite
firms to tender for these process.
Steps for implementation of tasks
8. The following steps will be implemented-
(a) Task(1): Purchasing health care services from other hospitals and clinics
for Outpatients and using Capitation Payment System.
(b) Task(2): Purchasing health care services from other hospitals for Inpatients
and using Cased Based Payment System.
(c) Task(3): Upgrading Social Security Hospitals, Clinics or building of new
hospitals and clinics, investment and purchasing health care
services through Public Private Partnership System.
9. Ministry of Labour, Immigration and Population, Social Security Board requests
the proposals of Expression of Interest (EOI) from the interested consulting
companies to perform the following scopes:
(a) Prepare the necessary documentation for tender processes
(b) Field study to project sites
(c) Prepare Brief Initial Project
(d) Design Conceptual Plan
(e) Prepare Tender Framework and Timeline
(f) Consult to implement successfully applying Public Private Partnership
(PPP) system
(g) Consult for Environmental and Social Impact Assessment
(h) Consult for Regulatory and Legal Issues
(i) Consult for technical and financial processes

(j) Manage to select the project sites, decide the quantity, define
the technical qualifications and standards and make necessary
coordination among prescribed scopes
(k) Estimate the cost for the whole project
(l) Consult and assist to select the bidders
(m) Prepare necessary documents to contract the preferred bidders
(n) Provide Project Management proposal to implement the project
(o) Consult other necessary issues
10. The following information should be submitted in the Expression of
Interest (EOI). Nevertheless, other specific information is acceptable if necessary.
(a) Information of Consulting Company
(i) Evidence of Company Registration
(ii) Company Organization Structure
(iii) Capability of Company
(iv) Number of qualified concerned personnel
(v) Policy and guideline for health, safety and environmental issues
(vi) Detail other related information of Consulting Company
(vii) Track record of cooperation with other company/ies and
proposal for this project
(viii) Audited financial statement for previous (3) years of its own or
Consortium’s individual statement.
(ix) Name of contact person and detailed address including e-mail
(b) Services to be done by Consulting Company
(c) Work experiences and records (List of consulting services done by
Consulting Company)
(d) Similar successful project and experiences complete with end-user
certificate (Mention separately as in ASEAN or Asia or Others)
11. The awarded Consulting Company/Consortium is strictly prohibited to
participate as the tenderer or investor fully or partially at all.

12. Bidders are prohibited to participate in more than one application. Application
and submission shall be prepared by the applicants’ own cost and Ministry of
Transport and Communications is not solely responsible for the costs.
13. Selection will be applied with Quality and Cost Based Selection (QCBS)
system.
14. For the payment, Consulting Company shall agree to receive the Consulting
Services fees after signing a contract with the investor and partially payment shall be
accepted. Cancellation of tender for any reason, Consulting Services fees shall not be
paid.
15. Consulting Company shall pay the taxes depending on the earnings in line with
existing rules and regulations of the Republic of the Union of Myanmar.
16. Consultant firm have to follow the laws, rules and regulation of the Republic
of the Union of Myanmar.
17. Social Security Board is responsible for upgrading health care services through
Provider Purchaser Split System and Public Private Partnership System on behalf of
the Ministry. Based on the facts mentioned above, SSB will do primary selection of
potential companies and only those companies being selected will be invited to tender
for processes.
18. Local Company, Foreign Company and Joint Venture are permitted in
competition.
19. The EOI Proposal, all correspondence and documents related to the proposal
shall be written in English.

The companies must apply with 1 Original EOI Proposal, 2 copies and PDF
format DVD-ROM(1) with sealed envelope to the above address not later than 2 pm,
23.2.2018.Those applications later than the mentioned period will not be accepted.

21. Proposals submitted by E-mail are also not solely entertained in consideration.
If the sealed- envelope is open (or) damage, it shall not be considered at all.

23. The tender committee can accept or reject EOI proposal and can stop selection
process any time without mentioning any reason if it is not in line with rules.
