General Topic: Drug Problem in the Philippines

Narrowed Down Topic: Instead of having war on drugs by OPLAN TOKHANG, the government should
consider increasing the availability and affordability of quality drug rehabilitation and spending more for
education and research relating to illegal drugs

Research Questions:
1) What are the statistics for the Philippines on drug abuse victims to drug abuse treatment ratio?
2) How can a better drug rehabilitation system and more extensive research help solve the drug crisis in
the country?

Stand: It would be more effective and peaceful if the government will shift the budget to increase availability
and affordability of quality drug rehabilitation and to improve education and research relating to illegal
drugs rather than pursuing OPLAN TOKHANG.
