a. To determine whether or not the case is service related; and
b. To determine who initated the complaint.

3. Background of the case:

A vehicular accident involving one (1) unit Toyota Innova owned by
__________________ and one (1) unit Hino Wing Van Truck owned by
_________________ was being investigated by the above-named PNCO.
_________________ claimed that ___________ failed to issue an
“Impounding Receipt” for the truck and TOP for the Driver’s License Card of
the truck driver. As a result, an Administrative Case was filed by _________
against _______________ and ___________ for Grave Misconduct (Abuse
of Authority) before the Provincial Internal Affairs Service (PIAS) docketed as
___________________.

4. Discussion/Consclusion.
Upon scrutiny of the records, the administrative complaint filed against
springs from the the latter’s performance of his function as a traffic
inverstigator. Hence, it is service connected and they are entitled to direct
legal representation under PNP MC 2017-062.
