A REPORT

ON

Theme: “Creativity and Innovation Are New Drivers of The World Economy”
1. About the Workshop
Intellectual Property Rights (IPRs) are a set of exclusive rights protected by law which are
accorded to creators or persons over their creations. With the increasing relevance of
Intellectual Property (IP) in this era of globalization, it is important to recognize the role which
IP systems play in the growth of the Nation. Intellectual Property Rights (IPR) with special
reference to patent plays a vital role in enhancing the socio – economic prosperity of the
country.
Intellectual Property Rights (IPRs) are a set of exclusive rights protected by law which are
accorded to creators or persons over their creations for a certain time period. An IP right
holder can realize value from its intellectual assets through utilizing it internally for its own
processes or share it externally through provision of goods and services to customers. The
latter can be achieved through legal mechanisms such as licensing or assignment.

In today’s globally competitive environment, intellectual property has placed itself on a


pedestal in the context of economic growth and is becoming increasingly important.
Intellectual Property (IP) is the fuel that powers the engine of prosperity, fostering invention
and innovation. The increasing significance of intangible assets in the global economy is
forcing business organizations to actively manage their IP as a key driver for building and
sustaining their competitive advantage and achieving superior performance.
IPRs are now being used not only as a tool to protect creativity and generate revenue but also
to build strategic alliances for socio-economic and technological growth. Accordingly, in order
to foster the protection of innovations and creativity, the Intellectual Property Office under
the Ministry of Commerce and Industry is dedicated to mobilize the use of such technological
advancement for the economic development of the country.
Academic institutions will continue to play an important role in facilitating skilled human
resource to industries, government institutions, academia & R&D. The knowledge society
puts heavy demands on R&D in scientific, engineering and other areas in order to respond to
market needs quickly. Collaborative Research and development among national and overseas
institutions is likely to become very important for finding new solutions to problems.
Therefore, the education, science & technology and industry departments have to create an
environment which promotes knowledge about protection and management of IPRs
generated in colleges and universities at different levels. This may call for a paradigm change
in the manner research is done in the universities and emphasis would need to be placed on
the practical business realities involved in technology development. IP policy has to be shaped
accordingly.

2. Objectives

Intellectual Property Rights (IPR) plays a vital role in enhancing the socio-economic prosperity
(i.e wealth) of the any country. Creativity and innovation are new drivers of the world
economy. This two-day workshop programme on “Intellectual Property Rights (IPR)” is
organised to encourage students, research scholars, faculty members professionals from
industry and start-ups to engage in applied innovative research and development of
products/processes that can be transferred to the benefit of society at large.
The main objective of this two-day workshop on IPR is to encourage students, research
scholars, faculty members professionals from industry and start-ups to engage in applied
innovative research and development of products/processes that can be transferred to the
benefit of society at large.
Others objectives are given below.
To create awareness about intellectual property rights (IPR)
To provide basic understanding about IPR
To provide necessary guidance and training about various Procedures of IPR search, Legal
Requirements and procedure for filling patent application
3. Place of the Workshop
The workshop was held at GM Halamma Auditorium at GM Institute of Technology,
Davangere, Karnataka. It lies at the main secretariat campus in the mid of the campus, near
to all government offices and local industries

4. Awareness Programme on Intellectual Property Rights


Sensing the importance for the protection of Intellectual Properties in today’s globalizing
knowledge-based economy, the GM Institute of Technology, Davangere in association with
Patent Information Centre, Karnataka State Council for Science and Technology (KSCST)
Bengaluru. Government of Karnataka organized a two-day training & awareness programme
on Intellectual Property Rights” on 17-18 September 2018 at Davangere.

Out of the two days, the first day is started with the inaugural function inaugurated by Hon’ble
Justice Dr. N. Kumar, National Human Rights Commission (NHRC) Chair on Human Rights,

The objective of this Awareness Programme is to sensitize the Industry, R&D Organisation,
Scientific Department and Educational Institutions about the growing need for promotion and
protection of the intellectual assets, in the form of Patents, Designs & Trademarks and
Geographical Indications, of inventors & creators from misappropriation by third party
without their authorization.

Keynote Address by Hon’ble Justice Dr. N. Kumar


Hon’ble Justice Dr. N. Kumar, National Human Rights Commission (NHRC) Chair on Human
Rights, delivered a keynote address, suggested industries, academicians and government
officials to work together for creating the innovation ecosystem in the state of Karnataka. He
suggested nodal agencies to invite entrepreneurs in several workshops and training
programmes on Intellectual Property Rights for registration of small entrepreneurs and
promotion of IPR in the entire state of Karnataka which will help the deprived entrepreneurs
and encourage the development of Entrepreneurs and Innovators in Karnataka.
This inaugural programme has attracted, renowned industrialist of Davangere and Harihar,
heads of private as well as public Educational Institutes and counted more than 500
participations.
Dr. S. G. Sreekanteswara Swamy, Executive Secretary, KSCST as a guest of honour
inaugurated KSCST-GMIT-IPR Cell for providing support and guidance to the students,
research scholars, faculty members and industry personals in and around Davangere District
in protecting their invention and creation. He also promised to provide all types of facilities
and support to the KSCST-GMIT-IPR Cell support related to registration and search of patent,
copyright, trademarks, geographical indications.

The scientific sessions followed the inaugural session. The scientific sessions included
preliminary aspects to more advanced knowledge related to Patents and their filing across
the globe by the expert members from Patent Information Centre, Karnataka State Council
for Science and Technology (KSCST) Bengaluru. Government of Karnataka and K&S Partners
(K&S) is an Intellectual Property Attorneys, Bengaluru. The objective of the scientific sessions
was to address basic principles of patents and patentability. The audiences were made aware
of the basic concepts related to patent search and patent filing procedures in India.

Day- 1: 17th September 2018

Mr Vivek Anand Sagar, Consultant, KSCST, Bengaluru, made a detailed presentation on the
concept of IPR related to patents and patents legal requirement. During the programme along
with the participants, Principal, Vice Principal, MBA director, heads of various departments
and the faculty members were present who emphasized on the need of taking IPR seriously
and the benefits of it. These learned men had their views from different dimensions but the
jest of their ideology matched in frequency about taking up IPR as an important initiative to
undertake bath at the UG and PG level. The session was followed by a panel discussion.

Ms. Brinda K. Varma, Patent Agent & Advocate, Bengaluru with her speech emphasized on
the Strategies for IP Creation & Development, to reflect their individual academic strengths,
their partners and stakeholders and their business model. Finally, she concluded her talk with
IPR policies and its management economic rights to financially benefit from their work and
prohibit others from doing so without their permission .
Day- 2: 18th September 2018

Mr Sandesh K Sastry who spoke about the patent’s legal requirements, Procedure of Filing
Patents and Hand on experience regarding Patent search. He also elaborated on the various IP
instruments and their filing procedures including IPR Laws & Practices in India.

Mr Vivek Anand Sagar, Consultant, KSCST, Bengaluru, made a detailed presentation on the
copyright, trademark and geographical indications with his speech emphasized on the
importance of patient registration of inventions by people of Karnataka. He further
mentioned the importance that a single window system holds for the researchers and
scholars.

The second day is concluded by the valedictory address by Dr. C.G. Sreenivasa, Director (I/c),
VTU-national Academy for Skill Development, Dandeli.

5. Participants of the programme

This workshop is organised to encouraged to participate the students of science, technology,


management and allied sciences (PG level). Researchers M.Phil., PhD, Post-Doctoral Fellows.
Industry personals, Scientists, Technologists and General masses. The members who are
interested to share their creativity and scholarly works in the form of patents are also.
Representatives of almost all the renowned colleges & institutions of Karnataka and Telangana from
all the disciplines were attended
Delegates who have participated from the Industry and Institutions
It was also attended by good number of senior representatives of industry from all the
sectors. Like- Healthcare, Handloom & Textile, Food Processing, Agri & Allied, MSME,
Manufacturing, IT & ITES, Infrastructure, Real Estate, etc.

6. Recommendations & Conclusions

As the know-how of Intellectual Property (IP) itself is very new to the people of Karnataka,
most of the participants were in the process of understanding the basics of Intellectual
Property Rights. It was felt that some of the technical sessions based on IPR should be
organised in future which would help in increasing the awareness about this subject. A simpler
and more basic technical programme structure may be more fit in future.
From the feedback of the audience, session on Geographical Indication & Patents especially
pertaining to the state’s product and invention by intellectuals respectively is suggested to be
pursued again, as the state has rich traditional handlooms and handicrafts, special agricultural
products, Local inventions etc. which are yet to be registered.
Overall, the programme went well and all the dignitaries and concern person attended the
programme and made it a very successful.
The number of audiences present at the inaugural programme reached about 500 which were
more than expected. The delegates were very enthusiastic and eager to know about the IPR
and also had given their best for the success of the programme. The total numbers of
participants were present during the technical sessions are 86.
