The Testing Agency should be a registered Agency with the relevant authority.
It should have experience in the relevant field.
It should have established infrastructure for the purpose.
It should have not been blacklisted by the Government office/ organization.
The Testing Agency will provide detail of testing facilities alongwith fee per candidate.
Quoted rates should be inclusive of all taxes as admissible under rules.
The services of a testing firm/agency/body will be hired for the above recruitment only.
Sealed bids must reach the undersigned at Section (D-32/Admin-III), Defence Division,
Pak Sect-II, Ministry of Defence, Rawalpindi upto 07-1 1-201 8 at 11:00 A.M. Bids will be opened on the same
date at 2:00 P.M.
The bidding documents containing detailed terms and conditions, evaluation criteria, bid
security etc. for hiring services of Testing Agency are available on the PPRA website (www.pnra.gov.pk), MoD
website (www.mod.gov.pk), and may also be obtained from the office of the undersigned.
The Testing Agency shall be responsible for any• litigation and any claim or damage
questioning the transparency of the test.
Ministry of Defence, Defence Division reserves the right to accept or reject any or all tenders at
anytime, if required, as prescribed under PPRA rules.

1. Introduction:
Defence Division intends to hire the services of a testing firm/agency/body for this recruitment to
design and conduct the screening test of applicants to be hired against various posts in Defence
Division (BPS-11 to BPS-15).
2. Receipt of Bids:
Sealed Bids (Technical & Financial) (both in separate sealed envelope duly marked as such) in two
envelopes (one marked as original and one marked as copy) should reach office of Section Officer
(D-32/Admin-III), Defence Division, Pak Sect-II, Ministry of Defence, Rawalpindi on or before
07-11-2018 at 11:00 A.M and will be opened on the same day at 2:00 P.M.
Technical Bids:-
The bid shall consist of all the documents required vide para-6&7 (eligibility requirements) and
those which the bidder deem necessary as a proof of their qualification/ experience and legal
status. The bidder shall substantiate his technical bid in view of achieving score under section-8
hereof.
Financial Bids:-
The bidder shall prepare his financial bid based on these bidding documents.
Technical Evaluation:-
The technical bids of the firms will be evaluated on the basis of evaluation criteria defined
under section-7 hereof
Financial Evaluation:-
The financial bids of the firms will be evaluated on the basis of evaluation criteria defined
under section-7 of the bidding Documents.
Award of Contract:-
Subject to fulfillment of Rule-35 of the PPRA Rules, 2004, the lowest evaluated bidder (both in
terms of technical and financial) shall be awarded the contract.

v) Officewise final result including test, where required will be provided by the Testing Agency
within 45 days from the date of publication of advertisement.
Model of Test:
The testing Agency must have the facility for the organization of Paper Based Test (PBT), Computer
Based Test (CBT) and Skilled (Typing & Shorthand).
Eligibility Requirements:
Name of Testing Agency/firm/body with location of its offices and their contact details.
The Testing Agency should have relevant past experience to conduct such test at a large
scale.
Demonstrate capacity to undertake paper based as well as Computer Based Tests (CBT)
of general/specific assessment across the country.
g. The Firm/Agency must have a valid NTN, STN and should be on active tax payer's list
of Federal Board of Revenue (FBR).
The Firm/Agency must attach an affidavit to the effect of good track record and that it
has never been black listed by any organization at any stage.
,i• Detail of company profile (brochures), description of similar assignments, experience in similar
condition, availability of appropriate skills amongst staff, etc., scholastic capacity,
mechanism for test development, its evaluation and up gradation should also be attached.
k. Firm Agency must have financial soundness with Bank statement for the last 12 months
and last two years audit report should be attached with the tender document.
Finn/Agency will submit bid security alongwith technical bid amounting to Rs.30,000/-in the
form of Call Deposit/Bank Demand Draft from any scheduled Bank in Pakistan in the name
of Defence Division, Islamabad. Bid security of three lowest bidders will be kept in custody
till the time of decision of award. The Bid security if the successful bidder will be released
upon providing the acceptable performance guarantee.
m. The successful bidder will also provide performance guarantee amounting to Rs. 3, 00, 000/- in
the form of Call Deposit./ Bank Demand Draft from scheduled Bank in Pakistan in the
name of Defence Division, Rawalpindi, which will be released to the firm upon successful
completion the assignment in all aspects after three (03) months.

n. Firm/Agency should demonstrate staffing and arrangement to mobilize professional resources.
Should have appropriate logistics based in Federal and provincial Capitals.
7. Evaluation Criteria:
Bids shall be evaluated as per Rule 36 (b) "Single Stage Two Envelope Procedure" of PPRA
Rules, 2004.
(Weigh/age for technical qualification as per Sction-7 of the bidding documents =30%)
Proprietary Rights:
The proprietary will rest with Defence Division. Both parties will keep the record / data strictly
confidential. If a testing agency is found involved in malpractice regarding secrecy during the paper
making, conducting of test, misconduct and damages suffered by the hiring agency, in case of
such incident the firm/agency will be liable to penalty with heavy cost and forfeiture of the
performance guarantee of Rs. 300,000 and a case will be initiated for blacklisting as well.
Taxes:
All the applicable Federal Provincial taxes must be considered while preparing the Financial
Bids. All these taxes are required to built in the quoted rates and not be mentioned separately.
