The degree of Philosophiae Doctor (Ph.D) at the Faculty of Educational Sciences includes research areas that
are part of the Faculty Research focus. In broader terms the Ph.D. programme includes today Education,
Special Needs Education and Teacher Education and School research as well as Educational
Measurement.These special directions are administered at the Departments and Center at the Faculty; The
Department of Education (IPED), The Department of Special Needs Education (ISP),The Department of
Teacher Education and School Research (ILS) and the Center of Education Measurement (CEMO).
This document consists of three parts (part A, part B, part C) and form together the Agreenment of Admission
at the Ph.D. programme at The Faculty of Educational Sciences. The admission is not completed before the
agreement of Admission is signed by all parties. Our Research fellows need to get signed part A and part B
whereas candidates with funding from outside the Faculty of Educational Sciences need also to fill out and
sign the part C.
The purpose of the contract is to ensure the completion of the doctoral degree programme and to determine
the parties’ rights and obligations during the admisson period, within the framework of rules and regulations
of the Ph.D. programme at the University of Oslo.
Part A, the Application form is to be filled in as part of the application of admission. The applicants
applying for a research fellowship will also fill out this form as an attachment to the application. Be aware
that you follow the indications from the announcement of the position and that you only need to deliver
one copy of the application form.
Part B. the confirmation of admission and supervision, is to be filled in for all candidates admitted to a
research training programme. The parties to the contract in Part B are the doctoral candidate, the educational
institution, represented by the Faculty and the department/ academic unit. Part B gives documentation of the
admission period, the funding period and is refering to the duties and rights according to the programme plan.
If a candidate has several official supervisors, contracts must be entered under Part B for each of the
supervisor/ candidate relationships.
Part C, Contract between external funding institution and the university concerning the
implementation of the doctoral degree programme and funding is only to be filled in for candidates with
external funding (not NFR), or candidates who have a workplace at an institution other than the Research
Training Institution to which the candidate is attached. The contract may also be used for candidates who have
a workplace in a different department/faculty/centre at the institution than that to which the candidate is
attached through Part B of the admission contract.
If a candidate is attached to two external institutions, one external institution providing funding and one
offering a workplace, separate contracts must be entered into for each of these external institutions.

The contract period is automatically extended for any leave of absence allowed for in law, in basic collective
agreement or in the basic collective agreement for civil servants.
In special circumstances, the agreement may be terminated before the agreed date, cf. the regulation for the

7. The repsepctive obligations of the supervisor and the candidate in connection with the supervision:
The guidelines for research ethics published by the National Committee for Research Ethics in the Social
Sciences and the Humanities (NESH) will be normative for the education of research study at the Faculty of
Educational Sciences. The Department is given the responsibility of making sure that these guidelines are
known for the candidate and the supervisor(s) when this contract is signed.
Faculty of Educational Sciences has also elaborated guidelines about what to be discussed at the first meeting
between the supervisor and the candidate. The Department is also given the responsibility of making sure that
these guidelines are known for the candidate and the supervisor(s) when this contract is signed.
8. Termination of supervision
The doctoral candidate and the supervisor may by mutual agreement request the named body to select a new
supervisor for the candidate. The supervisor is not at liberty to terminate his/her supervision until such time as
a new supervisor has been appointed.
If the doctoral candidate or the supervisor feels that the other party is not fulfilling his/her obligations in
accordance with section 7 of this contract, the party which feels that the other party is in breach of his/her
obligations must raise the issue with the other party. The doctoral candidate and the supervisor must work
together to try and find a solution to the situation.

If the doctoral candidate or the supervisor feels that the other party is not fulfilling his/her obligations in
accordance with section 7 of this contract, and if the parties are unable to reach agreement as to how to resolve
the situation, the candidate or the supervisor may request to be released from their obligations under the
supervision contract. Any such request to be released from obligations under the supervision contract is to be
addressed to the Department. A copy of the request must be sent by the party making the request to the other
party.
The decision as to whether to release the doctoral candidate or the supervisor from their obligations under the
supervision contract will be taken by the Department. In connection with this decision, the body responsible
for the decision must ensure that the doctoral candidate signs a new supervision contract with a new
supervisor.
9. Equipment
Equipment necessary for the research programme to be carried out will be placed at the candidate’s disposal.
The decision of which equipment is considered necessary will be made by the Department/Faculty. For
candidates with external funding and/or external working place, a contract will be negotiated for the
individual research project.
The university will enter into special contracts concerning the right to use the necessary equipment for
candidates with external funding or who are employed outside the institution. The university’s obligation to
provide the necessary equipment for these candidates is described in Part C.
The university will enter into a special contract with sources of finance/financing units and/or whoever offers
a position of employment, concerning other special operating costs, see Part C of this contract.
The contracts mentioned in the second and third paragraphs must be signed by the time the formal decision to
admit the candidate to the doctoral degree programme has been made, or immediately afterwards.

11. Enforced Termination of the organised doctoral degree programme before the agreed time
Refering to the Regulations’§ 5.4, The Faculty can decide on an enforced termination of the doctoral degree
programme before the agreed date of completion with the candidate. An enforced termination can be decided
on if one or more of the following conditions are met:
a) Recurrent and material breach of the candidate’s duty to provide information, to follow up on important
issues and to report on progress, as described in section 7 of this contract.
b) Considerable delay in the progress of the research project to such an extent that it creates reasonable doubt
as to whether the candidate will be able to complete the project by the agreed time. In order to form a basis
for enforced termination, the considerable delay must be due to circumstances over which the candidate has
control.
c) Considerable delay in carrying out the training component, due to circumstance over which the candidat has
control.
d) Breach of the ethical guidelines for research which apply to the subject field.
e) Behaviour from a candidate which breaches the trust which must exist between the university and the
candidate during the programme, including punishable conditions in connection with the completion of the
doctoral degree programme.
A decision to carry out an enforced termination is taken by the admission authorities on the recommendation
of the Department.
If the doctoral candidate is an employee, the contract can only be terminated if the conditions laid down in the
Civil Servants Act have been fulfilled.

12. Disputes
Any disputes concerning the supervisor's or the candidate's rights and obligations under this contract may be
submitted by the parties for assessment and decision by the relevant specialist body at the institution. For the
purposes of this contract the relevant body is the Department. The decision of this body may be appealed
against to the immediately superior body (Faculty of Educational Sciences).
13 Other conditions
This contract is entered into within the framework of the rules for research training that are valid at any given
time. Each of the parties has received an original copy of the agreement. The university’s original is to be
archived in the Faculty.

offering a workplace) has been entered into, a contract for each of the institutions must be entered into.

This contract is of the same duration as the contract between the doctoral candidate and the university (cf. Part
B, section 2) and as follows:

The contract will be of a shorter duration for the above section if the doctoral candidate terminates, either
voluntarily or under obligation, the organised doctoral degree programme before the agreed date of
completion. In such a case, each of the parties must seek an ordered release of their obligations in relation to
the other parties.
The parties are obliged, once information and conditions as mentioned in the first paragraph have been
imparted to the other party, to cooperate actively to find a solution to the problem.
The External Party is obliged to assist with resources as folows in the admission period:

*The External Party may: employ the doctoral candidate for the contract period. During the period of
employment, the candidate must be ensured satisfactory working condition so that the candidate is ensured a
total research training period of three years which, and in such a way that the research education totally, must
make up at least 60 per cent of the time spent at work. The Compulsory work load needs to be agreed upon
by the University of Oslo.
The funding period and the per cent compulsory work load is verified in the contract, part B.

The necessary equipment must be available for the doctoral candidate for use in the research project, cf. The
decision as to what is considered the necessary equipment, and the financing of this is to be made by the
Department/Faculty at the University in consultation with the External Party in connection with the
individual research project. The academic unit/institution where the candidate has his/her workplace is
responsible for fulfilling the obligations in this area. The University and the External Party are to negotiate a
possible contract for the provision of extra funds for equipment and operating equipment.

In accordance with the contract with the candidate, the University is entitled to use any discoveries free of
charge for research and teaching purposes, cf. the Regulations § 11.
No restrictions may be placed on the publicising or publication of a doctoral dissertation, with the exception
of a previously agreed delay of the publication/announcement date so that the External Party can take a
standpoint on matters of patenting/commercialisation. The External Party cannot impose conditions that the
whole or parts of the doctoral dissertation may not be publicised/published.
7. Other conditions
The parties may undertake changes or additions to this contract by means of a written additional contract. Any
disputes as to the interpretation of this contract must be attempted to be resolved through negotiations.
