BARANGAY 409 ZONE 42 DISTRICT IV – MANILA

The current Punong Barangay of Barangay 409 Zone 42, District IV Manila, Brenda S.
Puertollano is the 6th punong barangay/chairman. She became a kagawad on year 2002, the 7 th
kagawad, on 2007 Barangay Election, her 2nd term – 1st kagawad and 2010 election, her third
term as kagawad. She again got the highest vote as 1st kagawad with record breaking number of
votes. Due to the untimely death of Chairman Rufino Pineda on June 2011, she assumed as the
Punong Barangay by law of succession. This is her first term as chairman – during the 2013
Barangay election, she was unopposed.

During her administration from June 15, 2011, year 2012, barangay 409 was awarded as
the 3rdmost outstanding barangay of district IV in Manila on the same year, brgy. 409 has been
awarded as the winner for Lupon Tagapamayapa Incentive Award in Manila as sponsored by
DILG and one og the Finalist in the NCR, year 2013. Barangay 409 again received an award for
being among the Top 5 most outstanding barangay of district IV, Manila, all category on June,
2014. She ensures that the old system being implemented in the barangay will totally change to
a modern approach and transparent to all. Best service ever is given to her constituents, she
treated everybody equally and gave assistance and action immediately. Barangay certification is
being released in less than 30 minutes all for free. (Barangay clearance, certificate of indigency,
business clearance etc,.) Her staffs are told to smile at all times and avoid being “masungit”.

SOCIO-ECONOMIC

70% of our population has permanent jobs, 15% daily earners and 15% has no job
coming from our informal settlers and among those indigent families.

Most of the tanods and street sweepers came from our indigent families, in order to
help their families; the barangay gave them jobs although with small income.

The punong barangay gave financial support being the initial capital to those who
wanted to open small businesses.

The national government, like DSWD also has livelihood projects for the indigents.

The barangay officials have full support to the constituents in their livelihood like regular
conduct of livelihood program on how to make fabric conditioner, dishwashing liquid, zonrox,
soap, and candle, with low capital and double the income. We also have coffee vendo as
starting business for indigent families. The capital is funded by the barangay. We patronize our
own products, an example is when we have activities, and we buy food/refreshments from
among our constituents and advertise their products for greater sales. We are enjoying our own
products.

HEALTH AND SANITATION

The barangay officials hold regular monitoring in the vaccination of children. We have
health centers along MF Jhocson and are just a few steps away.

Every 3 months, the barangay conducts free FBS to our senior citizens and regular
checking of their blood pressures.

The barangay has 3 units of oxygen, 3 nebulizers, and 2 BP monitor, 1 spine board to be
used for emergence of related conflicts. With the barangay patrol/motorcycle, transportations
are made easy especially in cases of emergency.

Once a year, anti-rabies vaccinations for pets are being held.

EDUCATION

The barangay has a day care center and the barangay officials have full support to all the
educational needs of the kids. Before the opening classes, traditionally the barangay sponsors
school supplies and books especially to those families who cannot afford the needs of their
children. The barangay also has a mini library that is capable of assisting the children in their
assignments whenever they need references.

Once a month, the barangay gathers children to draw, color, and have some educational
lecture and teach them good values and right conduct. Forming bonds with the children is also
part of the plan by conducting parlor games and sometimes, by dancing, singing, or any talent
the kids can showcase.

CLEANLINESS AND ENVIRONMENT

The barangay has at least 10 street sweepers to maintain the cleanliness of the
community. The barangay officials are conducting a clean-up drive and declogging twice a
month. When necessary, esteros are also cleaned. The barangay is implementing RA#9003 or
the Waste Segregation Act.
The barangay encourages their constituents to plant on their backyards if applicable
within their lot; otherwise, they can plant on paso/plant box.

PEACE AND ORDER

Barangay 409 is strictly implementing the “katarungang pambarangay” wherein the


disputes or conflicts among its constituents are being resolved with the aid of the punong
barangay or the lupon chairman with the assistance of the lupon members. 98% of the
complaints are being solved and settled amicably.

The barangay has 18 tanods to closely monitor the peace and order of the community
while also implementing the city ordinances especially curfew at 10:00 pm. They also have
“wang-wang” at 10 pm as assisted by the tanod and kagawad on duty. Incident report logbooks
were being used to report the general situation of our barangay and for the easy monitoring in
the interior areas. We have regular checking to all computer shops within our barangay and
make sure that at 10:00 pm no minors or below 17 years will be allowed to stay in the
computer shops.

CONCLUSION

Encourage boarders, tenants to lease among the constituents for added income and
daily maintenance of basic needs. This is also one of the sources of income of the constituents.

The barangay officials will continue in improving the services and prevent any
recurrence of the same problems. Any unwanted incidents are being attended and settled
immediately. Blotters/incident reports, attendance of tanods logbooks are being maintained. A
drug free and smoke free community is one of the barangay’s targets, that is why the barangay
officials are all vigilant to suspected users and pushers of prohibited drugs and discourage
smokers. The barangay is also open for suggestions and advices for the improvement of their
services.

To lessen the expenses of the constituents in renting tents, chairs, and tables in their
party needs, the barangay has enough number of the said properties to accommodate the
needs of the constituents and even the nearby barangays for free.

The barangay has 16 units of fire extinguishers allocated in different areas of the
barangay. Fire drums, fire buckets, and jute sacks are also included. The flood monitoring
system and floaties are also available in case of disasters. They also have 2 life boats to be used
in case of flood and also during the cleaning of estero. Their contingency plan is displayed to all
puroks for guidance.

Barangay 409 also conducted kasalag barangay on 19th of July, 2014, through the effort
of kagawad Rafaelito Apanay with full support of PB Brenda S. Puertollano and council.

Regular feeding program is conducted twice a month for the children and quarterly for
the senior citizens.

Traditional activities like fiesta ng Sunog or supergames aafter holy week are conducted
annually, together with the annual pamaskong handog “gift giving” and east egg hunting by PB
Brenda S. Puertollano.

The barangay also actively participates in the religious activities held for “Our Lady of
Manaoag” chapel and parish church, “our lady of Loreto” and nearby churches.

Our araw ng kabataan on its 5th anniversary will be held every 2nd Sunday of September,
minilympics, parlor games among the children will be the highlight of this event. A cake ruffle
will be conducted this September, fund raising for the fiesta celebration every December. The
barangay’s partners are the sandigan kabataan members and the couoncil’s efforts to have the
fiesta celebration more meaningful.

The barangay also has bingo bonanza or raffle every November, a project for a cause
“for the improvement of barangay hall and day care center, and for fiesta celebration.” Fun run
is also held annually which upholds the betterment of the children and seniors.

Barangay 409 is regularly celebrating Mother’s day, Father’s day, Grandparents’ day,
Valentine’s day, etc,.

successfully embody our ideals and manifest them through our actions. We are

also grateful to Chairwoman Brenda S. Puertollano for providing us the necessary

materials we need in order to instigate our activities.

We are also grateful to our professor and mentor, Dr. Michael Hermogenes,

for guiding us in the conduction of the activities.

Introduction

The National Service Training Program (NSTP) is to promote the role of the youth

in nation building. It aims to encourage the youth to become civic or volunteers

whom could be called upon by the nation in case their services are needed.

Community service is a voluntary work intended to help people in a particular

area and performed by someone or a group of people for the benefit of the public

or its institutions.

By doing this activity; students are to enhance the skills in doing or performing a

task that are relatively helpful to the community.
