Dear Sir/Madam, I have the honour to refer to the following AFCAC State Letters and their annexes Reference: AC- HQ/3.2-258 of 28 September, 2015 and AC-HQ3.2-061 of 12 February, 2016 and the African Union Commission Letter Ref. No. CIE/L/20/188.16 of 18 May, 2016 and the Report and Communique of the Second Meeting of the Ministerial Working Group held on 20 October, 2016 on the above subject. ‘You may wish to recall that States which have already signed up to the Solemn Commitment on the establishment of a Single African Air Transport Market (SAATM) are required to open up their respective air transport markets immediately and without restriction in line with the decisions that were taken during the 18 May, 2016 and 20 October, 2016 meetings of the Ministerial Working Group and in compliance with the Declaration of the Assembly of the Heads of State and Government (Assembly/AU/Decl.1(XXIV). Please note that for the establishment of SAATM to be realized, States that have signed up to SAATM are expected to take a seven-step immediate concrete measures prescribed by the African Union Commission and further amplified during the Second Ministerial Working Group Meeting, You will also recall that, the most recent Ministerial Working Group meeting held on 16 March, 2017 in Lomé, Togo raised serious concerns on the lack of response from States on the Concrete measures and called for the submission of reports to enable it convene its 3° meeting in June, 2017 and submit Its report to the Assembly of Heads of State and Government in July 2017 and launch the SAATM as planned, In view of this, you are requested to submit an update on the implementation of the concrete measures taken by your State and it will be appreciated if this can reach the AUC and AFCAC by 24 May, 2017. Please find attached, the Communique Issued at the end of the meeting of the 2™ Ministerial Working Group and list of concrete measures to be taken and reported upon for your guidance. I wish to seize this opportunity to applaud those States which have provided updates on the concrete measures taken by them and look forward to receiving such updates from those States which are yet to forward them.
