Certificate of origin is an export document in a bilateral, regional or multilateral agreement between countries.

The document serves as a "certificate" stating that the exported goods are from that country. Issuance of
Certificate of Origin is delegated to IPSKA Bali, which serves the manufacture of Certificate of Origin for
exporters. However, some exporters often experience services that are not optimal by IPSKA Bali. Therefore,
these constraints need to be addressed to increase trust, especially for exporters in managing original
certificate documents by conducting an original service audit that focuses on business processes, IT
management using the COBIT 5 framework. COBIT 5 is a principle guiding provider framework. and analytical
practices and tools to help organizations or companies to improve their goals in terms of IT governance and
management. The results of the research carried out using the COBIT 5 framework on the certificate service
provided that some critical points were obtained, namely: 1) the service of the certificate of origin was
hampered because the legal documents were still low, one of them was the sanitary document and the export
agreement for the businessman ) technical guidance for employees to improve service quality and the need for
additional operational staff, 3) systems and infrastructure need to be improved, 4) lack of standardization of
unit price determination (sometimes business actors do not register goods code in the destination country), 5)
Tata how to manage the original certificate which is considered complicated by the business actor. After
mapping from the critical point to the maturity level analysis, we can conclude the steps to provide
recommendations and suggestions using the ISO / IEC 15504: 2 2003 standard obtained by mapping the IT
process at COBIT 5.
