Logic that we have to apply in exclusion of storage location as per the new request from EMC

If the storage location is blank in the sales order line item, then the system will check for all the
storage locations of the plant and if one of them satisfied with entries in new excluded storage
location table, then it should exclude ATP check for that particular entry only.
If the user enters the excluded storage location in Sales order line item directly, then the system
should ignore the excluded storage location table and should confirm the order if the stock is
available. In this case, the wish from the user has priority over the exclusion table.
