*In compliance with the National Telecommunications Commission M.O. 10-10-2017, all existing 7-digit
numbers within Greater Metro Manila will be migrated to an 8-digit phone number.
By March 18, 2019, affix the numeric identifier assigned to the respective telecommunications
company before the existing number.

After the migration, 7-digits will no longer be reachable.


8 DIGIT GMM NUMBER EXPANSION
National Telecommunications Commission (NTC) released a Memorandum Order No. 10-10-2017
dated October 2017, wherein all telecommunications service providers are mandated to transition
all GMM and those with “02” area code to migrate from seven (7) digit telephone number to
eight (8) digit telephone number.

Each PTE operating and providing local telephone service within the “02” local exchange area
shall be assigned a code to be affixed at the beginning to serve as PTE identifier. PLDT shall do this
by appending the number ‘8’ to the existing seven (7) digit telephone number.

PLDT will carry out our migration on March 18, 2019 with an expected downtime happening
between 12:00 AM to 5:00 AM. After the migration, existing seven (7) digit telephone number will
no longer be reachable.

Q: What is Update to 8 initiative?


A: Update to 8 is expanding the current 7-digit numbers to 8-digits by March 18, 2019. Impacting all telecommunication providers in Metro
Manila and with “02” area code.

This initiative is covered by National Telecommunications Commission (NTC) memorandum order No. 10 – 10 – 2017 dated last October 2017.
This memorandum instructs telecommunication operators to expand telephone number range to 8-digit format. Due to this initiative PLDT
Group will add 5.2 million new numbers for its Home and Enterprise subscriber.

In this memorandum, NTC assigned a PTE identified per telecommunication operator. The assigned telecommunication operator to PLDT is
number 8.

Q: What are the PTE identifiers?


A: With the expansion of Metro Manila to 8-digit, NTC assigned a PTE identified for telecommunication operators as an additional prefix in
expanding from 7-digits to 8-digits. See table for PTE identifier assignment.

Q: What PLDT services will be affected?


A: PLDT Services that will be affected are voice services with “02” area code. These are Direct Lines, Trunklines, PLDT Landline Plus, Call All, FEX
Lines, SIP Trunks, ISDN and Vanity Numbers. Including virtual numbers like short-digit numbers, Toll Free (domestic, international and universal),
Premium numbers such as embassy hotline and 1900 service hotline, #MyNumber. All of these are affected if they hold “02” area code as their
terminating number.

Q: When will the Update to 8 happen?


A: The migration schedule as agreed amongst NTC and telecommunication providers is set on March 18, 2019 at 12:00 AM to 5:00 AM.

Q: What will happen during the migration to 8-digits?


A: PLDT is conducting a series of testing together with PABX brands and suppliers to ensure smooth customer experience during the migration.
Based on the initial testing PLDT Enterprise customers will expect 5 hours downtime during the cut-over.

This window will allow, PLDT network to update to 8-digit number format. Affecting provincial and international callers unable to reach all
Metro Manila lines with “02” area code. Also, all Metro Manila telephone numbers will have no dial tone. Hence, this prevents callers to do
outbound calling during the cut-over period.

Q: What will happen after the migration to 8-digits?


A: For a period of three (3) months after the migration from March 18, 2019 to June 17, 2019, customer who will still incorrectly dial the old 7-
digit number will hear a special announcement, that the number has been changed to 8-digit already. After the special announcement is
played, the call will be terminated. The customer needs to re-dial using the new 8-digit number.

Q: What will be the changes in PLDT assigned numbers?
A: All Metro Manila numbers with “02” area code that has 7-digit format will have 8 + existing 7-digit number.

Q: What happens if the current number assignment is not 7-digit?


A: There are some vanity numbers that has 5-digit telephone numbers. Due to the number change, all vanity numbers and shortened numbers
in Metro Manila will be extended to 8-digits.

Q: Are there work around or alternative solution available for the PLDT client to avoid downtime?
A: For customers, with vanity numbers, PLDT recommends to use #MyNumber service as a permanent vanity number with easy recall for the
callers.

Alternatively, a customer can request for a FEX line service which has a provincial number to be installed in Metro Manila. Since the FEX line
service is not a Metro Manila or a “02” area code telephone number these numbers will not be affected during the cut-over period. PLDT
recommends, that the Enterprise customer subscribe for a FEX service 2 months in advance prior to the cut-over.

Q: After PLDT migration, is there a need to reconfigure the PABX/UC system and other equipment?
A: After PLDT configured the 8-digit telephone number, there is a need to update the PABX system to the new telephone number assignment.
PLDT reached out to all PABX/UC brands regarding the 8-digit transition. For the partners to prepare their plans to support PLDT Enterprise clients
before, during and after the migration. In fact, they are encouraged to test their system on the 8-digit format and submit their plans of action.
