Summary of EPAC Meeting

Science of Teaching Reading Requirement starting 1/1/21. For EC-3, EC-6, 4-8 CORE and
ELAR and SS Certification

Reading Academies are based on the same core framework and will move from less complex
skills to more complex tools.

Teachers must be trained before being hired. Districts will provide training to staff and Principal
and they are looking for academies to be online. The Academies (training) will be 4 days.

20/21 not required but will be rolled out and by 21/22 full implementation

**Nobody will be grandfathered in

80,000 plus teachers and principals (massive endeavor) need to be trained

Looking for alignment between Domain 2 Reading Development and Competency 4


Phonological and Phonemic Awareness

Requiring explicit and systematic direct instruction in:

·​ ​Phonemic awareness

·​ ​Phonics

·​ ​Vocabulary development

·​ ​Reading fluency, including oral reading skills, and

·​ ​Reading comprehension strategies

**Instructional procedures that are deliberate, explicit, scaffolded, and chunked used by
effective teachers to teach cognitive strategies to students (Rosenshine, Barak; 2008)
edTPA Pilot- 27 participating programs total of 1700-1750 candidates. Design standards for
validity, reliability, and training for performance assessments.

227 PACT test (pre-Admission Content Tests)


-will help candidates without minimum 2.5 gpa. They will have to take this and also the
content-test.

Principal Survey
14,329 responded at 90.72% response rate
Last year piloted teacher survey
6,288 responses at 30.6% response rate.

ECOS- Educator Certification Online System and TEA Login (TEAL)


Data Collection, Analysis, and Reporting is being updated so SBEC can provide better, faster,
and actionable data.
