On October 23, 2016, the tipster, Oliver Kamm, forwarded the OIG a copy of an email he sent to
Caroline White, Lazy Lakes Village Councilmember, and the remainder of the councilmembers i
complaining about the conditions of the lake. He included a copy of the June 28, 2016, council
minutes memorializing a discussion about the lake maintenance costs.
A copy of the email and the council minutes are attached to this memorandum.

The June 28, 2016 minutes identified the councilmembers as Linda Catalano, Sally Boisseau, John Boisseau, Oliver
Kamm and Evan Anthony (appointed June 28, 2016). D.J. Doody was appointed as the village attorney.

Council Meeting
June 28, 2016
The meeting was called to order by Clerk Fodera at 7:06 PM, followed by roll-call:

• Councilwoman Linda Catalano made a motion to approve the Minutes from the Council Meeting held
on May 10, 2016. Sally Boisseau seconded the motion and the motion prevailed with all present Council-
members saying yes
• After reviewing the Financial Reports for May 2016 Councilman John Boisseau made the motion to
approve and file the reports for audit. The motion was seconded by Councilwoman Linda Catalano and
prevailed with all present Council-members saying yes

Preliminary Budget
• Council unanimously agreed to set a preliminary budget of $45,000 for fiscal 216. Village Clerk will also
check with the Village Attorney to look into procedure for allocating an additional $10,000 from the
General Fund for any and all additional expenses that may be incurred and not be funded by Ad Valorum
taxes. The Village clerk with draft line items for approval by the council to be e-mailed as soon as
possible
APPOINTMENT OF EVAN ANTHONY TO VACANT COUNCIL SEAT
• Council unanimously approved Mr. Anthony as new Councilman. Mr. Anthony was duly sworn in.
Village Counsel
• Contract was executed between the Village and Mr. D. J Doody, Esq. appointing Mr.Doody as Village
Counsel replacing Richard Cocker.
Old Business
• Village will await the outcome of further testing of lake waters to determine course of action, if
warranted, is necessary
New Business
• Council authorized Clerk Foderato spend up to $100 for honorarium for exited Village Counsel
Richard Coker.
• Councilman Kamm will look into bids from Webmasters to maintain the village web site.

You have know the conditions at my house were for lack of a better word -- disgusting -- for months....
I spent half the weekend trying to pump poopy water that is stuck with 6 feet of organic debris out of the end of
the lake where it sits. I just came across our last council meeting minutes I attended.
We agreed unanimously in June for a $45,000.00 budget and Joe was going to ask the attorney if we could use
another $10,000.00 to do the legally mandated deferred maintenance.
Then -- even though there was no meeting in august -- somehow the council voted to keep rates exactly the
same -- and do nothing about the unfunded mandate to adhere to the land use plan and Health Department and
Environmental Protection Board standards regarding surface water zoned recreational?
Caroline I'm living above a fetid pit of non circulating poop water that sticks to high heaven and it's an
embarrassment. During a Zika outbreak
What in gods name is it going to take for someone to fix this disgusting and unhealthy mess?
Your contention on the day I ran into you on the lane that "well the Benson house will bring in more money in
taxes and we really don't know what the law is...." is just absurd. There will be no revenue for years from that
property. We reversed course for which I have never seen minutes voiding the agreement to raise taxes, and
most god damn annoying it is October and NOT A GOD DAMN THING HAS BEEN DONE ABOUT THE
CONDITION OF THE LAKE.
I mean Caroline cmon. We do know the law... the lake is class 3 surface water , meaning fecal coliform can't be
over 400 -- and the first lab test had over 20,000 and the 3 subsequent tests are all over 1,500-2,000.
I informed you in July of the conditions here -- and urged you to call an emergency council meeting to address
it. Nothing. It’s the end of October for gods sake.

Please stop giving me the run around and tell me when something - anything - is going to be done to fix these
health and sanitary problems. We can't kick this can down the road. You don't believe me? Come smell the
stench in my backyard from the lake.
