HEALTH & SAFETY POLICY & PROCEDURES Military Technological College Military Technological College Health, Safety and Environment Office Health & Safety Policy & Procedures This document contains three main sections. Section 1 The Military Technological College Health and Safety Statement of Intent. Section 2 Military Technological College Structure of health and safety management and persons of responsibilty. Section 3 This section gives details of audit and review arrangements, ensuring legislative compliance. ‘The following additional section, produced in a separate document supplement the above three sections. Section 4 This section explains the Military Technological College health and safety arrangements and procedures in a separate document. Military Technological College Health, Safety and Environment Office Section 1 Statement of Intent ‘The following Statement and Policy Guidance sets out the health and safety objectives for: Ministry of Defence Military Technological College P.O.Box: 262 P.C: 114 Oman The College, where reasonably practicable to do so, shall adopt applicable statutory legislation, regulations and Approved Codes of Practice (ACOP) as enabled under the: A B. Building Bulleting 100 (BB100) Design for Fire Safety in Schools of United Kingdom. This Statement of Intent shall include the following: To provide and maintain safe systems of work and study. To ensure all employees are adequately trained and supervised To ensure all students are made aware of safe working practices. To ensure all persons are provided with clear instruction and information on health and safety and safe working practices. To ensure fellow workers work safe and are competent. Toprovide and maintain safe plant and systems, machinery and work equipment. To provide a workplace with safe access and egress. To provide adequate welfare facilities. 10. To provide an accessible, safe, healthy and comfortable environment for all persons. 11. To ensure the health, safety and welfare of all persons who are not employees. Health and Safety General Policy In addition to the “Health & Safety Statement of Intent’, the Military Technological College as an organisation aims to: 1. Take all reasonable steps to provide safe and healthy conditions for students, employees and others who may be affected by college activities. 2. Take steps to ensure compliance with all applicable health and safety legislation. Providing the appropriate information, training and supervision to all persons as relevant in each case. 3. Accept responsibility as an employer to provide adequate resources to implement this policy and provide competent persons. This is with the aim to provide and manage effective health and safety systems. 4. Where necessary, take advice and assistance from external specialists and consultants to ensure best practice. 5. Expect all employees and students to co-operate with college policies and comply with all legal obligations, by taking care of their own health and safety and have regard for the health and safety of others. Acknowledge and actively support the role of employee and student representatives, and give full co-operation to members of staff to enable them to carry out their duties effectively. 7. Monitor and report accidents, record accident statistics, carry out accident investigations and take actions to rectify risks and hazards both reactively and proactively. This is with the aim of reducing accidents and injuries to all persons. 8. Carry out comprehensive fire risk assessments, specific, and generic risk assessments. These will be monitored, recorded and reviewed as applicable and/or when changes ‘occur. 9. Set out full details of the College's arrangements and procedures for health and safety, in separate documents. Signed: Eugen D Coyle Professor Eugene Coyle College Dean Date 23-10 - (iy (Chairman, College Health and Safety Committee) Military Technological College Health, Safety and Environment Office 14 1.2 13 14 15 Section 2 Structure and Responsibi Management Structure The Dean of The College is responsible for strategic health and safety planning and the annual review of the College's health and safety performance. The College Health and Safety Committee, chaired by the Dean is responsible for ensuring full implementation of the College Health and Safety Policy. ‘The Senior Management Team is responsible for ensuring that the requirements of this policy and subsequent arrangements are managed effectively utilizing staff and resources as appropriate. The Occupational Health and Safety Engineer (also referred to as College Health, Safety and Environment Officer), Head of Technicians and Heads of Departments are responsible for ensuring that the requirements of this policy are implemented and monitored with regard to their departmental responsibilities. The “Competent Person” has the responsibility for advising the College Dean and Senior Managers, on all health and safety, and fire safety legislations as applicable to the college site, college activities, staff and visitors. The Competent Person is also responsible for liaising with the appropriate Inspection Authorities with regard to Fire and Health and Safety. A competent person will be identified, as someone who has the necessary knowledge, training, theoretical and practical experience and ability to carry out the duties required of them. The Competent Person is: Mr. Gamini Wiswanath College Health, Safety and Environment Officer Date Appointed: 2B -10- Zl Military Technological College Health, Safety and Environment Office 2 Policy Implementation 24 The College Dean, the Senior Management Team and the Occupational Health And Safety Engineer will implement the College Health and Safety Policy by effectively; Ensuring there is adequate resources in both staffing and finance. b. Ensuring arrangements and operational instructions, guidelines and Approved Codes of Practice (ACOP) developed are made available to all staff. c. Ensuring that safe systems of work are implemented and to control significant risks by undertaking risk assessment as required by legislative and_ statutory requirements. d. Ensuring managers and staff are competent and suitably trained in matters of health, safety and welfare. @. Setting health and safety performance indicators and standards, to ensure effective management. f. Ensuring that so far is reasonably practicable, all hazards are identified, assessments are carried out, appropriate actions taken and recorded. g. Ensuring that all new and existing employees are familiar with and comply with the requirements of this policy and other departmental safe systems of work. h. Ensuring that contractors and sub-contractors have effective arrangements for health, safety and welfare and comply with the Military Technological College contractor policies. Establishing effective monitoring and review systems of all occupational health and safety policies and procedures both proactively and reactively. Reporting annually to the Secretary-General (Chairman, Board of Directors) and ‘the Executive Committee on all the status and issues related to the health and safety of the College. Head of Technicians & Heads of Departments shall ensure that: Any health and safety matter they cannot deal with directly are brought to the attention of the College Health and Safety Engineer, the College Dean or a member of the Senior Management Team. .._ Significant hazards within their department are identified and that suitable and sufficient risk assessments are undertaken pertaining to general workplace risks, substance and chemical risk, work equipment risks, manual handling risks, and fire risks. Any safety measures, actions and controls identified by any risk assessments are implemented or advice sought from the Occupational Health and Safety Engineer of the college. Employees and Students are provided with suitable and sufficient information, instruction and training to enable compliance with this policy as applicable. There is a system in place to manage health and safety within their department, which will include accident investigations and review of risk assessments. All work equipment, materials and substances are suitable and fit for the purpose intended and do not endanger the health safety and welfare of staff, learners or other people. All purchases of equipment, materials and substances conform to CE conformity and BS EN and other approval standards as applicable. Military Technological College Health, Safety and Environment Office 23 24 All employees are responsible for: ‘Complying with the Military Technological College Health and Safety Policy and procedures. ‘Taking reasonable care of their own health and safety and that of others that may be affected by their acts or omissions. Carrying out instructions as directed by Head of Technicians, Head of Departments or their immediate line managers. Using all work equipment, materials and substances in accordance with the information, instruction and training given. Not deliberately misusing equipment that is provided for the purposes of health, safety and welfare. Reporting to their line manager any health and safety problem they cannot deal with themselves, and reporting all accidents, injuries, risks, hazards and faults relating to occupational health, safety and welfare. ‘Students shall be responsible for: Complying with College rules and procedures. Taking reasonable care of themselves and others. Co-operating with College lecturers, teachers, instructors, technicians, student representatives and College staff. Not misusing any equipment provided for health, safety and welfare purposes. Military Technological College Health, Safety and Environment Office fe. Reporting all accidents and injuries and anything they believe to be hazardous or dangerous to their tutor, student representative or a College member of staff as soon as is practical to do so. Appointing a Student Representative to sit on the College Health and Safety Committee as and when required. Military Technological College Health, Safety and Environment Office 1 Section 3 Monitoring, Review and Audit Procedures Measuring Performance Performance management is an essential part of the College Health and Safety Management ‘System. Performance will be measured through both internal and external audit systems. There will be an annual report to Secretary-General (Chairman, Board of Directors) with bi- annual reporting to the Military Technological College Executive Committee pertaining to monitoring and performance indicators established. The College Health and Safety Committee will review audit procedures and results as necessary. The key purposes of performance measurement are to; a) b) 2 a) ®) Determine whether health and safety development plans have been achieved. Ensure that risk controls have been implemented and are effective. Examine health and safety management system failures, including accidents and incidents report to College Health and Safety Committee and to local repotting system for applicable incidents. Promote training, effective supervision and implement plans and risk controls. Provide information that can be used to review and, where necessary, improve aspects of the health and safety management system. Provide feedback to all parties. Performance Indicators are based on chosen objectives and Health and Safety Service Standards and the procedures establish with regards to monitoring, review and audit 10 Military Technological College Health, Safety and Environment Office performance of health and safety matters.
