In reference to Board's letter referred above, practice followed and comments have been received from 11 Railways on the above subject. It has been observed that for award of works contract for Electronic interlocking (E):~ Many Railways, in the technical eligibility criteria, are following condition of MOU with OEM (RDSO approved sources) for technical support due to reason that Elis a highly complicated, technical and Vendor specific system. It is in the interest of the Rallways to ensure that tenderer has effective and written understanding with OEM of the El, not only for supply, installation, testing and commissioning but also for after sales service during the warranty period, Some Railways (WCR,NR) are following the condition of MOU with OEM (RDSO approved sources) In technical eligibility criteria in case similar nature of work is not El work or El having more then 50 routes and SER,WR are not following the consition of MOU with OEM (RDSO approved sources) in technical eligibility criteria but incorporated provision in tender document regarding technical support from ROSO approved sources during installation, testing and commissioning and dufing the warranty period, before supply of equipments is undertaken, --/-GOUGH OVC YYUyvUHe ~2- The matter has been examined in Board's office and based on the expen gained on the practices being followed by different zonal railways, following guideline. hereby issued regarding tendey- conditions for technical support from RDSO approvg Sources for award of works contract for Electronic interlocking (EN); “For all future contracts for award of works contract for Electronic interlocking es where tenders have not been fleated so far, tee shall be provisions in the tena document that:- ; 0 ‘Submission of ‘Undertaking by the tenderer’ that the equipment for # shall be procured from ROSO approved sources and installation, test and commissioning of E! shall also be got done from the same sour including after sales support required during the warranty period: AND After the award of the contract, MoU with RDSO. approved sour covering supply of equipment for El, Installation, testing & commissior of El by the same RDSO approved source including afier sales suppo, required during the warranty period, before supply of equipments undertaken @ This"has the approval of AM(Signal).
