Call to Order Mr. Iezzi called the meeting to order at 5:45 p.m. 2. Public Comments on Agenda Items ‘Mr. Jezzi explained that there was some confusion regarding the motion on Rocky Top Road at the ‘meeting of August 14", He would like to start the meeting with Item 7 as there are residents in attendance that would like to address this topic. Ms. Curtis made a motion to change the agenda moving item 7 to item to Item 3. Mr. Esposito seconded the motion. The vote was unanimous in favor. Mr. Iezzi said the confusion is that people think that the Rocky Top will be one way all the way. Chief Cappiello said the one way would be from Nutmeg Hill Road to Shepard Avenue with the Traffic and Public Works Departments determining the direction of the flow of traffic to see what works best according to the traffic studies. Mr. Iezzi said public safety is the first priority and the Authority wants to do what the neighbors want. That portion of the roadway is extremely dangerous. ‘The first speaker has lived on Rocky Top for 22 years in the house with the well. Over the past five years there has been an increase in speed and traffic. People using a GPS cut through to Shepard. The increase is due to Quinnipiac University. She has not had any incidents until Sunday when her 16 year old newly licensed son was attempting to back out of their driveway and was hit at a high rate of speed and landed on the neighbor’s lawn 200 feet away possibly going airborne prior to landing. Speed is the main issue. She asked the Authority to look into deterrents for speeding such as speed bumps, rumble strips, etc., and her neighbors have lost mailboxes, telephone poles, etc. Robert of 205 Rocky Top told of a car skidding 70” across his lawn, driveway, and the other side of his lawn, Tractor trailers are now using the road. He has had nine people destroy his yard by rounding the bend too fast. Mr. Iezzi responded that we have to look into this entire road situation. Mr. Iezzi explained to the people who came in late that last month’s motion might have been confusing. He asked Chief Cappiello to explain the motion, He responded that last month's motion was to make the road one way from Nutmeg Hill to Shepard Avenue. The direction is to be determined by the ‘Traffic Department in consultation with Public Works. Roberta Mack of 24 Rainbow Court which is off of Rocky Top mentioned the difficulty pulling out of Rocky Top because of speed and a blind curve right before the intersection of Nutmeg. You can’t see people coming out. The stop sign installed probably five years ago has helped slow the speed coming down, but going up is worse. Speed bumps or rumble strips might help. One person mentioned mirrors or signage warning of a blind intersection. Chief Cappiello said they will look at the lower section to see what we can do to make it safer. Chief Cappiello said they normally do not recommend rumble strips in residential neighborhoods because of the noise they make. Page 1 of 4 Councilman Brad McDowell of 865 Hill Street expressed his appreciation for the Traffic Authority placing Rocky Top on the agenda, He said speeding is an issue in West Woods with all of the windy roads. He said everyone he has spoken to has been supportive of traffic studies as necessary. He looks forwarding to finding a way to keep everyone safe. Mr, Iezzi said the Authority will make a motion that it just be that certain portion of Rocky Top. Mr. lezzi invited others who wanted to speak on agenda items to come forward. Sarah Clark of 187 Haverford Street said she submitted a letter and most of her concems are addressed in the survey conducted by Marcia Romanansky who is here this evening. The issues will be addressed in the October meeting of the Authority. We can discuss Haverford tonight according to Mr. Iezzi after we take up the requests for Elliot Drive and Woodin Street. Correspondence Request from Rose Brazzele of 19 Elliot Drive regarding the emergency installation of a traffic light or a 4-way stop sign at the intersection of Elliott Drive, Woodin Street and Wilmot Road. She also requested brush cleanup. ‘Ms. Brazzele addressed the Authority. She said she spoke at the last meeting and wants a light at the aforementioned intersection. She said you have to look four ways, and sometimes wait 15 minutes to get out onto Woodin Street. If that is not possible, a four way stop sign would be desirable. She said speed bumps would not work in that location because of the hill. Chief Cappiello said he spoke to Public Works Director Cesare who informed him that the brush cleanup was done. They are exploring this request internally. Mr. Iezzi said this request is on our radar, Regarding the request from Mr. Tavares for a traffic study of Old Dixwell Avenue and surrounding area, the removal of a tree on Town Property in front of 2880 Dixwell Avenue, The Eye Center, and the placement of no parking signs in front of the building. Chief Cappiello reported that the tree has been trimmed as determined by the Tree Warden. The Traffic Department recommends no parking signs be installed because parked cars interfere with the sight line for people trying to exit the driveway. Mr. Iezzi mentioned that this is a private practice but there are safety concerns. We will add this to the October agenda to give commissioners time to look at it. Email message from Sarah Clark of Haverford Street dated August 18, 2019 requesting that traffic calming measures for Haverford Street be added to the agenda for the September meeting. Ms. Clark addressed the Authority and introduced Marcia Romanansky, who has prepared a Summary Report of the Haverford Street Community Survey dated June 9, 2019 — July 21, 2019. A copy of the report was given to the Chief Cappiello and Traffic Authority members prior to the start of the meeting. Ms, Romanansky envisioned an exchange of information between the commissioners and the audience. She reviewed agendas and minutes of all meetings. Mr. Austin presented the document at the August meeting of the Authority. They have full documentation of the efforts in this regard going back to August of 2018, Ms, Romanansky said the survey was launched to assist the Traffic Authority in evaluating several traffic calming methods suggested by residents and experts. WSP USA Inc. of Glastonbury did the survey. 65 responses were received, which is 36.25% of those surveyed. The highest percentage of Page 2 of 4 individuals self-reported as being residents of Haverford Street. The highlights of the survey are reported on Page 4 of the report. They sent out 177 surveys. 63% or 41 respondents reported definitely or yes in favor of speed bumps. 44 responders felt improvement in motorist behavior would result from the installation of speed bumps. 41 responders were in favor of a second stop sign on Haverford Street. Responders agree or strongly agree that increased deterrent patrol, painted lines to narrow travel lanes and an increased number of speed signs with clear MPH would be effective on Haverford Street. Other traffic calming strategies were considered not at all effective, those being islands, chicanes, temporary speed monitors. Chief Cappiello mentioned there is a limited quantity of speed monitors available. Ms. Romanansky credited Ms. Clark with being a cheerleader for this cause and the inspiration for this study. Ms. Romanansky said there are three other surveys on the launch pad. The commissioners have the summary report, and if anyone wants a copy of the whole report, they can give their E-mail address to Sarah Clark, Mr. [ezzi said the Haverford Street traffic calming request will be taken up at the next meeting scheduled for October 9", which might be rescheduled due to the Yom Kipper Holiday. Ms. Clark asked if Town Engineer Austin would be present at the meeting, since he did the study and knows about the different traffic calming options. Mr. Iezzi said he will have to check the Engineet’s availability, ‘There are two strategies called out in the survey. Some feel there used to be a third stop sign at one time, and perhaps a third one could be installed. She has been told that might not be feasible. Are two speed humps feasible? 62% of responders to Question 9 would like to see two humps. Chief Cappiello said he will have to look again at the question, This is a work in progress. Ms. Clark asked if there is a ‘moratorium on all humps. Mr. Iezzi responded yes. Ms. Clark thanked the Authority for taking this matter seriously. Several people in the audience felt they would wait until the October meeting to speak. Lynda Burke of 68 Linden Street asked if there are any studies on what happens to the neighboring streets when other streets in the area have speed bumps. She envisions cars will start traveling through the adjacent streets in order to avoid the humps. Mr. Gustav Spohn of 187 Haverford said there are no crosswalks on Haverford and recommended a crosswalk on Haverford. There is one on Lansdown, A crosswalk would have to go on the west side of Lansdown coming up the hill. That might also require stop sign. Review of Department Activities a School Zones. Chief Cappiello met with the Mayor. He reported a good portion of the signs have been upgraded or installed. Signs with LED lighting have been purchased. They had to wait until it was determined which schools would be closed. b. Ridge Road ‘The CT DOT speed reduction preliminary report will be finalized by the October meeting. ‘New Business The application for a handicapped parking space at 80 First Street as requested by Phyllis Beasley Page 3 of 4 Chief Cappiello reported there is no driveway at that address. The handicapped parking sign will be installed and a letter sent to the applicant that the space is open to the public. Mr, Strickland made a motion to approve the handicapped parking sign at 80 First Street. Mr. Esposito seconded the motion. The vote was unanimous in favor. Block Party Requests Chief Cappiello reported that there is a request for a block on Wakefield Street from Whitney Avenue to Bedford Street on Sunday, September 15" from 4-6 p.m., with a rain date of September 28". The Police Department would provide necessary barricades. Residents’ signatures are on the application. Mr. Strickland made a motion to approve the block party on Street as noted above. Ms. Curtis seconded the motion. The vote was unanimous in favor. ‘There is a request for a block party on Ardmore Street from Bedford to Greenway Streets from 11 to 3 p.m. on September 28", This would not conflict with the earlier request as it is much earlier in the day. ‘The required form is complete with necessary signatures. Mr. Strickland made a motion to approve the block party on Ardmore Street as noted above. Ms. Curtis seconded the motion. The vote was unanimous in favor. Mrs. Cavanaugh addressed the commission regarding her request for a handicapped sign at 126 Gorham Avenue. This item was tabled from the May meeting. Chief Cappiello was in favor of this request. Mr: Strickland made a motion to approve the handicapped parking sign at 126 Gorham Avenue. Mr. Esposito seconded the motion. The vote was unanimous in favor. The district serves the community and provides transportation services to the elderly and disabled. We have been having an issue for a couple of months with clients of a neighboring business "The Healing Center," located at 830 Sherman Avenue, Hamden. Our buses constantly enter and exit our property onto Sherman Avenue in an area that comes off of a curve. Clients of the healing center are consistently parked along the curve along the street and this poses a great safety concem. | have reached out to the police department non- emergency phone number on numerous occasion as instructed by the head of the HPD's Traffic division, however no one usually responds or the cars are gone before they have had a chance to respond. There is an extensive blind spot created and | fear there will be a catastrophic accident in the near future if this is not address. | propose that no parking signs be erected in the area in question as well as enforced. | would like to know the process involved in finding a solution to this problem. Both of those roads have traffic lights that help the flow of traffic making turns on to Whitney Ave. Todd St. does not have a signal light, which is why traffic backs up. Travelers use WAZE GPS which takes you on Todd St. to save maybe 1 minute. The amount of cars on Todd St. has quadrupled over the last 3 years. ‘The end of Todd St. has medical offices, restaurant and other retail stores. There is also a 55 and older condo development that all exits on to Todd St. The congestion gets worse when you have hundreds of cars traveling down and must wait for an opening to turn ‘onto Whitney Ave. with no traffic signal. September 17, 2019 Department of Traffic ‘Anthony Griego 2900 Dixwell Ave 163 Park Road Hamden, CT. 06518 Hamden, CT. 06519 Re: Park Rd. tufftonygriego@comcast.net 203 624 3217 Dear Commissioner, I have enclosed the several letters | have sent to the Town regarding Park Road. | have enclosed copies of letters that | have sent to the town regarding the increase of traffic problems on Park Road. | have never received any type of response from the Town. | voted in the primary recently so | will be paying more attention to who will help me out. ‘Today my wife was travelling southbound on Park Road and as she slowed for that horrendous curve a vehicle crossed over the center line and completely sideswiped the whole driver's side. She was not hurt, All the debris was in my wife's lane. | am sure the other driver was distracted. The officer gave that driver a summons. Case # 41344. ‘This past year Park Road was loaded with pot holes but ironically they slowed the traffic. The road has been repaved and itis back to a race track. Cars that travel northbound on Park Road from State Street will many times go over the center line into the southbound lane on that curve. Commission lezzi once lived on Park Road and is familiar with the curve. ‘Once again | will offer suggestions how the problem may be reduced. (1) To accommodate the Fire Department, make Park Road “One Way,” southbound towards New Haven. Emergency ambulances that need to get into 30 Park Road can do so with their Emergency lights. (2) Make Park and Hyde a three way Stop. (3] Post Park Road as a school zone for the Sound School on Farm Road. (4) More visible barriers at that terrible curve. (4) Research how many accidents have taken place at that curve, 45 Park Road. (5) Post more 25 mph signs and finally, (6) Post once again, “No Thru Trucks.” When we first moved here in 1968 there was a tree at the curve that was hit so many times that it finally died. Because a new election is coming up | will be paying attention to who will help me with this ongoing issue that is getting worse. The new problem will need someone in the Police Department to address the new curse of young men on dirt bikes, motorcycles and quads. New Haven recently took positive action on that issue which means it will be moving to a town near us. Looking forward to hearing from the Town. September 20, 2018 Hamden Traffic Authority Anthony Griego 2099 Dixwell Ave 163 Park Road Hamden, CT.06518 Hamden, CT 06517 tufftonygriego@comcast.net To Commissioner lezzi, I have lived on Park Road for almost 50 years and have seen the traffic problem get worse here. Park Road has become a bypass to avoid two traffic lights. The posted traffic speed is 25 mph. The two worst times are between 6:30-9:00am and between 2:30-6pm during the week and all day Saturday and Sunday. Motorcycles constantly race here and now dirt bikes use the road. Back in July of last year | wrote to the Police Department complaining about these issues and | gave several suggestions how to slow traffic here. | have not receive any writing correspondence about this problem from the Police Department. | have enclosed a copy of that letter. Ihope that you will do a traffic study of this problem. My suggestions to the Police Department were as follows. (1) Make Park Road and Hyde Street a three way stop, (2) To accommodate the Fire Department change Park Road one way southbound from Ridge Road to State Street, (3) To accommodate the New Haven Sound School on Farm Road post Park Road as a school zone. Install speed bumps. At least some of these might help slow traffic down. Police traffic enforcement will also help. Years ago the biggest deterrent was officers Warren Shanks and Danny Blue. Today, | attended a town meeting in regards to the traffic calming islands on Ridge Road. As you know I also spoke about the speeding on Park Road. Park Road is just an extension of Ridge Road for traffic flowing into New Haven and again at night flowing back into Hamden. | am not a big fan of the traffic calming devices recently installed on Ridge Road. The Traffic control light needs to return to Ridge and Fernwood with a walk cycle. More police visibility and enforcement on Ridge Road. | hope that you will also consider conducting a traffic study on Park Road. Every Monday morning | go out and pull the trash bins off the middle of the street. A red jeep came flying north on Park Road well over the posted speed limit of 25 mph. The jeep came so close | had to step back and | am 75. In my almost 50 years living on Park Road | have seen this street develop froma quiet residential street to race tract. There is a constant disregard for traffic control including the stop sign at Farm Road, which by the way is the location of the New Haven Sound School Annex. Most traffic now is cars that know how to avoid the traffic lights at State and Ridge and State and Park Road. The speed of some cars and motorcycles is deadly. lam a retired New Haven Police Sergeant with 32 years on that job. | understand that if one complains they should also offer some solutions. Retired Hamden officers Dan Blue and Warren Shanks made a difference on Park Road for years and it was these officers that helped generate money for the Town with traffic fees. My suggestions to slow traffic on Park Road are several. Post it as a school Zone. Make Park Road and Hyde Street a three way stop. Install speed bumps and rumble strips before the stop signs. Radar enforcement. More police presence. To accommodate Fire apparatus make Park Road One Way southbound from Ridge Road to State Street. This would also eliminate the dangerous intersection at Park Road and Ridge Road. Right now there is a pine tree at this intersection that obstructs the view of cars that are traveling north from State Street up to Ridge Road. Once in a while set up traffic stops at Farm and Park Road. This was effective when it was done years ago at State and Farm Road just before the Merritt Street traffic light. On the small strip of Waite Street between Hartford Turnpike and Ridge Road there are two speed bumps yet that road has such a sharp curve that one could not negotiate it at a speed over 25mph. Ihave lived here long enough to be able to tell you that most speed violations occurs between 0630 and 0900 and 1430 and 1800. Traffic enforcement is a short time solution that is only effective when officers are present. The long term solution is to make it inconvenient for drivers racing to work or racing to go home. When it becomes time consuming to use this short cut speeding will decrease. | fully understand that the role of policing has changed and that physical barrier to speeders would be more likely to solve most of my concerns. | hope that you will take the time to conduct your own research on how to solve the speed problem on this street. Darius Good, Pastor September 26, 2019 Hamden Police & Traffic Chairman To Michael Iezzi: ‘This letter is a request for reserved parking signs for our church and daycare in front of Bible Gospel Center. We are located at 143 Leeder Hill Drive in Hamden, The request is that one sign would be placed to the right of our walkway (when facing the building) to reserve the 3 designated spots in front. As well as a second sign placed at the end of our driveway, to reserve the 2 designated parking spots in front of the building, ‘The reason for the request is now with Aces School opening, there has been an increase of traffic on Leeder Hill. This has caused the street parking to be occupied. Our church business hours are 9am to 4pm, Monday to Friday. We have some members that are handicap and need access as close as possible to the building. Our day care hours are 7:30am to 5:30pm. Our parents use the rear parking lot and entrance to the building, but those doors are locked between 9:30am and 3:00pm. We lock the rear entrance for safety. The parents are instructed to park and enter through the front door after 9:30am. However, the increase of parking on the street has made this difficult. And we are concemed about the parents and our handicap parishioners having to park across the street due to the increase of traffie. We are not making any request for parking on the opposite side of the street. Only the spaces that are in front of our building. Ican be reached by phone at the office at 203-230-9260. Hamden, CT 06514 August 22, 2019 ‘Traffic Authority Commission Hamden Police Department Attn: Michael Iezzi 2900 Dixwell Ave. Hamden, CT 06518 Dear Hamden Traffic Authority Commissioners, This is my second request to address a safety concern regarding the junction of Hilltop Rd, and Four Rod Rd. Vehicles approaching Hilltop from either side of the Four Rod R¢. hill are not visible to drivers attempting to pull out of or turn into Hilltop and vice versa. It is an extremely dangerous situation made worse by the high rate of speed used by many drivers traveling up and over Four Rod Ra. from both directions. This intersection is always hazardous, but it is especially dangerous during the morning and evening “rush hours” when more vehicles use Four Rod as a connector to Shepard or Paradise Avenues. Currently, there are signs on Four Rod Rd. located below both sides of this junction. They are ineffective. One solution may be to replace the current graphic signs on Four Rod with signs that explicitly wam drivers to slow down for turning and entering traffic. Additionally, it would be helpful to have police set up speed checks whenever possible, to calm traffic approaching Hilltop from both directions. have provided my contact information and look forward to hearing your response to this request. For starters, you will probably recognize the name, my name is Chris Cossaboom, | reside at 141 Ann's Farm, ‘on the corner of Knob Hill where there is a 4 way stop intersection. While the proposal down the bottom of my street is an encouraging one, | think the problem currently begins at my 4-way intersection. The traffic consistently runs the 4-way stop at a decent speed which in turn assists the cars building further speed as they descend down the hill o the turn in question and mentioned in the proposal | think speed humps should be put in also just before the stop sign on Ann’s Farm directly and also just after the stop sign as traffic descends down to the currently mentioned trouble corner. This way the traffic has a lesser chance of having such a rate of speed compared to what they do now since there is constant disobedience of the stop signs. | have already spoken to the traffic division of the police department, offered my house and driveway as deterrent set up, and was pretty much blown off and said to contact you guys. Now with respect to both of you and also to my family whom you know as well, | would be happy to discuss this further when time permits for all of us. | have a 9-year-old daughter, as well as so many kids, walkers, bikers etc. in my neighborhood and it is a matter of time that someone is hit, hurt and possibly killed at this intersection. Not to mention the speed they are carrying down to the troublesome corner that is up for improvements in the recent study. Putting speed humps in just ahead of the stop sign, such as parallel with the utility pole across from my home which falls ust before and after driveways, and then another speed hump just after the stop sign would due the street ‘a great benefit in reducing the speed being carried down the hillto the trouble area. There will be an accident waiting to happen. Too many cars are going into the other lane when turning. So I propose a one way only sign from the top of Harrison and vantage where there is a wrap around bend. Going down. Appleton nd ler Moston Tne DoS z0tB826 Date: January 30, 2019 EXECUTIVE DIRECTOR Recommendation: ‘That no change be made to the 30 mph speed limit for both directions of travel on Ridge Road from Davis Street northerly to Hartford ‘Tumpike in the Town of Hamden, a distance of 0.70 miles Acting Chief of Police, Mr. John Cappiello, the Local Traffic Authority Representative, concurred with the recommendation on September 9, 2019, Report of Findings: ‘Asa result of an application from the Acting Chief of Police, John Cappiello, a speed limit study has been conducted on a portion of Ridge Road in the Town of Hamden from Davis Street to Harford Turnpike. A Traffic Calming Before and After Study was included with the application requesting to change the speed limit from the existing 30 mph to 25 mph. idge Road between Davis Street and Hartford Turnpike is @ two-lane, bi rectonel, undivided minor arterial roadway that has 4 width thet varies between 32-37 feet, with I-12 fot lanes and generally 4-7 foot shoulders with sidewalks on both sides ofthe street. The roadway geometry includes a moderately curved horizontal alignment and moderate grades. This section of Ridge Road is predominantly residential in nature with most homes being setback 50 or more feet from the edge of road and includes the St. Stephen's Elementary School and the St. Stephen's Church. The town recently completed traffic calming enkencements on Ridge Road in an effort to reduce vehicle speeds. Traffic calming enhancements include raised and painted median islands, speed reduction pavement markings, andthe use of "Your Speed” variable message signs. ‘The data supplied by the town in the Before and After Study indicated 2018 average daily traffic volumes of approximately 4,600 vehicles, which is @ 16% reduction from the 5,500 vehicles before the Traffic Celming project in 2016. The speed data in the report indicated the 85 percentile speeds after the traffic calming project vary between 34-36 mph. This is a reduction from the 37-41 mph speeds before the traffic calming project. The Manual on Uniform Traffic Control Devices (MUTCD) states that the posted speed limit shiould be within 5 mph of the 85 percentile speed. The current 30 mph speed limit is in accordance with this guideline ‘An analysis of the latest available three-year crash experience from Jenuary 1, 2016 to December 31, 2018 revealed a total of 20 crashes for this segment, with 5 of the crashes resulting in injuries. 8 of the crashes occurred at or in the vicinity of signalized intersections and another 6 occurred during inclement (snowy or rainy) weather conditions. The analysis did not indicate any ‘concentrations or patterns of crashes that could be susceptible to reduction by lowering the speed limit. Jn accordance with Section 14-298 of the Connecticut General Statutes, the Office of the State Traffic Administration has adopted the relevant portions of the Manual on Uniform Traffic Controt Devices (MUTCD) as its regulations for the purpose of standardization and uniformity of traffic contral signals, devices, signs, and markings on public roadways within the State. Page of? ‘TRAFFIC INVESTIGATION REPORT ‘OSTA No. 061-1902-01 Town of Hamden ‘A speed limit study was conducted based on roadway geometry and characteristics, trial runs, ball bank testing, crash experience, and engineering judgment. The horizontal curvature of the road was evaluated based on ball bank testing to determine the need for appropriate waming signing. All curves could be driven comfortably at the existing 30 mph, When establishing a speed limit, the primary goa! is to achieve one that will be realistic, comfortable, and respected by drivers. ‘The majority of drivers determine their speed based on traffic and roadway conditions, driving at speeds they consider safe. If the speed limit is not in accord with this, the majority of drivers will disregard the speed limit. Studies indicate that a speed limit lower than a realistic operating speed does not typically result in lower operating speeds or fewer crashes. ‘The traffic calming measures implemented by the town have been relatively successful in reducing the volume and the speed of vebicles on this segment of Ridge Road; therefore, considering the above, the previously approved 30 mph speed limit is considered appropriate and no changes are warranted, at this time, Ie was observed during the field review, that the Town has installed School Zone Speed Limit 25 mph signs in the vicinity of the St. Stephen Elementary School. No records were found for an OSTA approval of the Schoo! Zone speed limit. The Town must submit a request to the OSTA for approval of the School Zone speed limit if the School Zone is still needed. Chief Cappiello believed the school may have closed and the schoo! zone is no longer necessary. Ifthe school has closed, the School Zone speed limit signs must be removed. Page 2 0f 2
