Quen Cy AQ) ay OP i: lggovph 30 AUG 2019 MEMORANDUM CIRCULAR NO._2019-147 TO : PROVINCIAL GOVERNORS, CITY MAYORS, MUNICIPAL MAYORS, DILG REGIONAL DIRECTORS, BARRM CHIEF MINISTER, AND OTHERS CONCERNED SUBJECT : BOYS SCOUTS OF THE PHILIPPINES (BSP) 8" NATIONAL SCOUT VENTURE CAMP The Boy Scouts of the Philippines (BSP)- the largest youth organization in the country, is inviting participants to the 8" National Scout Venture Gamp on October 7- 12, 2019 at the Camp National Stee! Corporation Compound, lligan City. With the theme, ‘Commitment to Excellence’, this activity is specifically aimed at developing skills and potentials of young adult participants on leadership and self-discipline, and to promote good health through various outdoor activities. In that connection, all Provincial Governors, City Mayors and Municipal Mayors are encouraged to allow the participation of concemed local government personnel to the said camp, on official business. The payment of travelling expenses, and registration fee, if any, may be authorized, chargeable against local funds, subject to the availability of funds, the usual accounting and auditing requirements, and other pertinent laws, rules and regulations. Provided, however, that the travelling expenses and related expenses shall not be charged against the 20% Development Fund, or from whatever source which may prejudice poverty reduction efforts.
