Abatement: Instance (a)- The employer should develop effective procedures for the locator/first responder following the guidelines from the “Emergency Response Handbook” by USDOT (2012), for compressed natural gas, and PSNC/Dominion’s Safety Data Sheet (SDS) for natural gas which have guidelines for exposure control and personal protection. On both resources, employees exposed to a compressed natural gas spill, are required to wear a positive-pressure self-contained breathing apparatus (SCBA) and protective clothing (such as PBO/Kevlar coverall flash suit) before entering the hazardous area, Citation and Notification of Penalty Page 10 0f 12 (OSHA-2 (Rev 1/14)Instance (b) - On the “Emergency Response Handbook” by USDOT (2012), indicates that the ‘evacuation area for first responders responding to a compressed natural gas spill is located at approximately of 800 meters (1/2 mile) away from the gas leak; the employee’s vehicle needs to be parked somewhere near this distance.
