Government alone cannot solve urban problems.

1) each partner has stake in success of project
2) combination of skills and experience provides synergy
3) meets ideological requirements of “free market system” that requires private involvement
and allows state to retain some control in the face of economic liberalization

As of 2000, ejido land represents 20 to 70 percent of land surrounding most cities in Mexico with
more than 10 million inhabitants. Around 1000 ejidos are located in close proximity to urban
areas and 4000 possess irregular settlements. Ejido lands have served as a resources to be
exploited or expropriated in the “public interest” to assemble land for private interests such as
universities, hospitals and country clubs.
