1 I chose this topic because as a Police Officer, I have a big responsibility when it comes in
apprehending young offender. By choosing this topic I can express my understanding in techniques in
rehabilitation of juvenile offender thru diversion and intervention program. In RA 10630 An act
Strengthening the Juvenile justice system in the Philippines, amending for the purpose Republic Act No.
9344 , otherwise known “Juvenile Justice and welfare Act of 2006”. It shall cover the different stages
involving children at risk and children in conflict with the law from prevention to rehabilitation and
reintegration.
In Australian setting that I have read, the process in rehabilitation thru diversion and
intervention program have the same with the Philippines setting. The main features of RA 9344, for our
information, are the diversion and intervention programs. During the diversion process, the responsibility
and treatment of CICL, will determined on the basis of his/her social, cultural, economic, psychological or
educational background without resorting to formal court proceedings. If the CICL is found to be
responsible for an offence, he/she will be required to undergo diversion programs. During the
intervention programs on the other hand, they will undergo a series of activities to address issues that
caused them to commit an offense. These may take the form of counseling, skill training and education.
The bigger the role these diversion and intervention programs play in child behavior development, the
more acceptance and social legitimacy these programs are likely to enjoy in resolving problems with CICL.
As a Police Officer, we are here to assist the DSWD in the program needed by the youth offenders.
We are the responding police officers who have initial contact with them. We shall immediately meet the
social worker, the DSWD to determine the action necessary to protect the child. We, in the Philippine
National Police have programs to win the heart of the community. One of this is by conducting
symposium in different schools regarding drugs, discouraging them to join in CPP - NPA and we also
motivating them to study hard for their future. With that, we can keep them away in committing offences
that lead them in to danger.

2012” signed by the former President of the Republic of the Philippines Benigno S. Aquino III, September
12,2012 stated this purpose “that the State also recognizes the importance of providing an environment
conducive to the development the need to protect and safeguard the integrity of computer, computer and
communications systems, networks, and databases, and the confidentiality, integrity, and availability of
information and data stored therein, from all forms of misuse, abuse, and illegal access by making
punishable under the law such conduct or conducts”.
As Criminologists of modern period the nature of our discipline is dynamic and continues on
developing as society develop. It is important for us to gain new valuable knowledge especially in this
modern Era of Criminology which uses technology as source for education, investigation, counter-
measure and development. One of the major problem regarding cybercrimes now a days is the child
exploitation and abuse thru the use of internet which the child used to do pornographic performances
which then causes trauma and the start of the delinquent behavior of a child this is one of the major
concern of law enforcement bodies and the criminal justice education which criminologist is involve to
understand the effect of technology in criminality and also as a Criminology Professor it is important for
us to know the principles, theories, techniques to understand the nature and impact of the cybercrime to
educate every student as one of the counter measures to help curb this cybercrime and it is a challenge for
us criminologist in the criminal justice education and law enforcement sectors to pursue studies about
trends especially cybercrime to ensure that the knowledge came from us is completely reliable and
prepare not only our selves but also our students and the community as form of risk reduction
management.
