A=COM TRANSNET TRANSET CAPITAL PROJECTS ENQUIRY / CONTRACT NUMBER: 1122612.C001, DESCRIPTION OF THE WORKS: Civi Constucion fr the Upgrading of he Fe Fightrg Sytem fl the Tanker Basin and Eastern Moe inthe Port of Cape Town SECTION 1 1 Description of the works 4.1 Executive overview The site is located in the Port of Cape Town, on a quay that contains the oil tanker terminals more specifically Tanker Basin berths 1 and 2 and Eastern Mole berths 1 end 2. Because the site is located in an operational por, a very specific set of regulations and guidelines will apply to ‘any work being undertaken, The Employer is Transnet Capital Projects (TCP) and eventual ‘owner of the works is the Transnet National Ports Authority (TNPA), ‘The works that the Contractor is to perform involve the construction of the civil works associated with @ complete new fire fighting system for the entire Tanker Basin and Eastem Mole. Geographically, the new fire fighting system will terminate on four berths, viz Tanker Basin berths ‘and 2, and Eastern Mole berths 1 and 2, Construction of the entice new fre fighting system will involve three main disciplines, namely = CivivStructural + Mechanical ‘= Electrical and Control It is envisaged that while the bulk of the work will be mechanical, the civil and structural ‘component Would have fo be completed first. This project will be limited to the civil and structural ‘works required for completion of the new fire fighting system, and would be done by 2 Civil Engineering Contractor. ‘The construction works comprise the following main components (listed in the order of folowing the water drop from source to fre) Construction of a new Boost Pumpstation with an elevated rooftop water tank ‘Construction of a new culvert in the vicinity of the existing Fire Station ‘© Modifications to the existing Fire Station to convert it to the future Tanker Basin Remote Control Station ‘= Construction of a new Primary Foam Mixing Station ‘© Construction of new culverts to all four berths ‘= Construction of new elevated Viewing Station structures at all four berths ‘+ Modifications to the existing Eastern Mole firewater pumpstation, comprising mostly structural ‘work required to raise the roof ‘+ Construction of the new Eastern Mole Remote Control Station on top of the raised roof of the existing Eastern Mole firewater pumpstation ‘While construction activities are underway, all fre fighting will be done from the existing Eastern Mole fiewater pumpstation. While water is supplied from the Eastem Mole firewater Pumpstation, foam will be supplied from the existing Tanker Bay pumpstation’s foam pumping facility, It is envisaged that maintaining this system would be the responsiblity of TNPA, however, the Contractor would be required to protect the existing services related to this system during ali construction phases. Construction activiies will impact on both Eastem Mole Roads, especialy the road on the Duncan Dock side while culverts ae being constructed. The Coniracior shall plan his activites 30 thal access to the Eastern Mole area Is always maintained via one of these two roads. Th Toad on the Ben Schoeman Dock side caries by far the most trafic and isthe one used by othei\ Contractors in the area. Canstucian forthe Uparading ofthe Fie Fighng System {the TenkerSasin and Eastern Mol nthe Pot of Cape Town Imperative that aecess to the Tanker Basin berths be maintained at all times, irespective whether that access is provided from the east or the west. Furthermore, construction activities shall be planned to provide entrance to certain areas to the separate MEIP Contractor, who will be constructing all mechanical and electrical works for completion of the firefighting system. In addition, construction works will be complicated by the fact that the quay will remain ‘operational, and that no work will be allowed on a berth while a redline vessel is moored there. Historical ship docking schedules will be provided to the Contractor, and a medium term forward planning schedule will be provided prior to construction commencing. Close liaison between the main operator of these berths, Chevron, and the Contractor would be required to minimise ‘construction delays, Furthermore, construction work will be complicated by the fact that all berths ‘are classified as Zone 1 areas (in terms of their associated fire risk), which will require the Contractor to adhere to @ very strict safely protocol. The bulk of the construction activities wil, however, take place in a "greenfields’ area, where delays should be minimal and construction ‘ctivties relatively uncomplicated 4.2. Employer's objectives ‘The Employer's objectives are to lower the fire risk associated with the existing fire fighting system that is compromised by age and condition, and to extend the fire fighting system to cater for safe handling of liquid petroleum products on the entire Eastem Mole and Tanker Basin, including all four existing berths.
