Es de suma importancia en este proceso de aprendizaje, conocer muy bien los
tratados de libre de comercio que se tienen en un país, antes de iniciar cualquier
operación de importación y/o exportación.
Para desarrollar esta evidencia es importante que lea y analice previamente el
material de formación denominado The sentence, además del siguiente material
complementario:

what is TLC

A Free Trade Agreement (FTA) is an agreement signed by two countries to


regulate their commercial relations. The idea is that their products and services
can be freely exchanged and that side and side investors have clear, stable and
transparent rules of the game. It seeks to increase trade and investment
between the two nations.

In the negotiations of an FTA, the divine and the human are spoken of. It is
much more than an agreement to dismantle tariffs. It includes rules on
intellectual property protection, treatment of foreign investors, state purchases,
labor and environmental legislation in each country, among many other issues.
In the negotiations between Colombia and the United States, for example, 24
tables were installed, in each of which a different topic is discussed.

Once the government of each country signs the agreement - after a negotiation
process that is usually complex and delayed - it must be ratified by their
respective Congresses. The legislature approves or rejects it in its entirety, that
is, it cannot make amendments. In Colombia, in addition, it must go through
the siege of the Constitutional Court before becoming law.

In the last three years, the United States has signed free trade agreements with
Chile, Australia, Central America, Morocco, Jordan, Singapore and South
Africa.

Why should Colombia sign free trade agreements?

Basically, to be able to sell your products and services abroad in better


conditions, without paying taxes (tariffs) and without being subjected to other
barriers.
The national market is not enough to boost the country's growth and that is
why we must look for markets in other countries. To the extent that we export
more, the national economy will grow, new jobs will be created and the
average income of all the inhabitants will improve, which will in turn generate
a greater demand for those who supply the national market.
A stronger economy also implies better basic health and education services for
the most vulnerable population.
In the case of the FTA with Ecuador, Peru and the United States, this means
being able to freely enter and sell Colombian products to the largest market in
the world, with a population with great purchasing power, an opportunity
worth taking advantage of.

DISADVANTAGES OF THE FTA

 The first sector will be affected, since the Colombian countryside is not
fully industrialized to compete against United States agricultural
products, nor does it have sufficient production and quality
mechanisms. The Colombian peasants also do not have the sufficient
educational capacity to respond to the demands that will be made

 SMEs, the second sector, will be affected due to the low productivity,
low quality and high production costs that characterize them, which
prevents them from competing in a highly specialized market, thus
leading to their imminent disappearance, which It is very dangerous,
since these generate more than 80% of employment in the country.

 The serious thing is that Colombia does not have a protectionist policy,
which clearly affects especially the peasants, generating unemployment
in the countryside. Nor is there a vision of the disasters that can be
generated internally and how to fix them, when the FTA is in execution:
unemployment generated by the disappearance of SMEs, the total lack
of protection of the state towards peasants, the mass displacement of
peasants or Affected population, who are looking for work or better
opportunities in cities, since in rural areas they did not obtain benefits
thanks to the treaty; the common violence that is generated due to these
factors; this will then bring unemployment, famine, homelessness, etc
