The issue of PRC ID is relatively easier but the non-compliance (teaching experience) is more
difficult to remedy. | would like to inquire if re-structuring the organizational chart to include
only two departments, namely Basic Sciences Department and Clinical Sciences Department will
be acceptable to the CHED TCME. This will reduce the present existing departments to sections.
However, since the MMSU has rules on compensation of department chairs, those who may be
“demoted” to rank of Section Chief may not be able to enjoy the benefit.
' have participated in the formulation of the CHED CMO No. 18, series of 2016 and | can state
that we may not have anticipated the problems of newly established and developing medical
schools. Since we have avoided pirating faculty members from the more established schools
based on ethical considerations, it has not been very easy to fill up our needs for experienced
medical teachers.
Since the publication of our research on the Accreditation Practices of Nine Developing
Countries compared to the United States, | have followed the Progress of the system in the US.
One of the best features being implemented at the present time is that the Liaison Committee
‘on Medical Education (LCME) has published the Criteria and procedures for New and
Developing Medical Schools. (Attachment included). The development of the members of the
faculty was given due consideration, and was not strictly regulated during the first few years of
operation.
In our present set-up, we have the same criteria and sanctions applied both to medical schools
which have been operating for many years and medical schools which have just opened two
years ago. Just imagine the waste of resources and effort if a newly opened medical school is
immediately phased out on its 3 year of operation because of non-compliance in more than
two areas of evaluation?
Let me make it clear that | am not requesting for special treatment. | am just recommending
that the CHED TCME and CHED Commission Proper revisit the CHED CMO No. 18 and try to see
if a separate set of criteria and sanctions can be adopted for new and developing medical
schools. It will take 3-5 years before they will be able to comply with all requirements.
In addition, | am requesting that the CHED TCME issue an IRR or General Guidelines for the
Comprehensive examinations at the end of second year. What has been written in the CHED
CMO does not provide enough guidelines.

not notarized.
The Vice-President for Administration and Business, Atty.
Ramon Leano, has issued an explanation why the expired
| contracts with faculty cannot be notarized anymore. He
expressed the commitment of the university to notarize the
contracts of faculty starting this coming academic year 2017-
2018.

| During the visit, there was already an eyewash facility but the
CHED TCME Team missed seeing it because it lacked a label. It
is located beside the sink and has been there since the
laboratory was equipped with tables and equipment.
| We have installed an emergency shower and placed the
appropriate labels on both eyewash and shower.

Research policies and agenda are
available at the university level. The
College of Medicine still has to
produce its own.
The MMSU COM has crafted a Research Agenda which was
actually in the process of being prepared at the time of the
visit. It incorporated the University Research Agenda, and the
| results of the Strategic Planning Workshop which was held on
February 9, 2017.

incorporate the policies on the grade of 4.0 and the removals
