MARIANO MARCOS STATE UNIVERSITY The issue of PRC ID is relatively easier but the non-compliance (teaching experience) is more difficult to remedy. | would like to inquire if re-structuring the organizational chart to include only two departments, namely Basic Sciences Department and Clinical Sciences Department will be acceptable to the CHED TCME. This will reduce the present existing departments to sections. However, since the MMSU has rules on compensation of department chairs, those who may be “demoted” to rank of Section Chief may not be able to enjoy the benefit. ' have participated in the formulation of the CHED CMO No. 18, series of 2016 and | can state that we may not have anticipated the problems of newly established and developing medical schools. Since we have avoided pirating faculty members from the more established schools based on ethical considerations, it has not been very easy to fill up our needs for experienced medical teachers. Since the publication of our research on the Accreditation Practices of Nine Developing Countries compared to the United States, | have followed the Progress of the system in the US. One of the best features being implemented at the present time is that the Liaison Committee ‘on Medical Education (LCME) has published the Criteria and procedures for New and Developing Medical Schools. (Attachment included). The development of the members of the faculty was given due consideration, and was not strictly regulated during the first few years of operation. In our present set-up, we have the same criteria and sanctions applied both to medical schools which have been operating for many years and medical schools which have just opened two years ago. Just imagine the waste of resources and effort if a newly opened medical school is immediately phased out on its 3 year of operation because of non-compliance in more than two areas of evaluation? Let me make it clear that | am not requesting for special treatment. | am just recommending that the CHED TCME and CHED Commission Proper revisit the CHED CMO No. 18 and try to see if a separate set of criteria and sanctions can be adopted for new and developing medical schools. It will take 3-5 years before they will be able to comply with all requirements. In addition, | am requesting that the CHED TCME issue an IRR or General Guidelines for the Comprehensive examinations at the end of second year. The Vice-President for Administration and Business, Atty. Ramon Leano, has issued an explanation why the expired | contracts with faculty cannot be notarized anymore. He expressed the commitment of the university to notarize the contracts of faculty starting this coming academic year 2017- 2018. (ANNEX 4) Area IX: Laboratory No emergency shower and eyewash area and facil | During the visit, there was already an eyewash facility but the CHED TCME Team missed seeing it because it lacked a label. It is located beside the sink and has been there since the laboratory was equipped with tables and equipment. | We have installed an emergency shower and placed the appropriate labels on both eyewash and shower. (ANNEX 5) ‘Area X: Research Research policies and agenda are available at the university level. The College of Medicine still has to produce its own. The MMSU COM has crafted a Research Agenda which was actually in the process of being prepared at the time of the visit. It incorporated the University Research Agenda, and the | results of the Strategic Planning Workshop which was held on February 9, 2017. (ANNEX 6) 1 Policy on Grade of 4.0 and Removals Exams The MMSU COM Student Manual has been revised to incorporate the policies on the grade of 4.0 and the removals examinations. (ANNEX 7) Area Vil: STUDENTS There was a question on whether 60% raw score was being transmuted to 75%. The MMSU COM Student Manual has been revised to incorporate the table on the grades, the equivalent final grade, and the qualitative rating of students. (ANNEX 8) ‘Area IX: LIBRARY No subscription to hard copy of journals. No paid subscriptions presented. The Purchase Request for the subscription to the New England Journal of Medicine (NEJM) has been approved and” signed by the OIC-President Prima Fe R. Franco. Procurement. procedures will follow with the BAC canvassing the cost and availability among journal suppliers after which payment of the subscription will be made. It will take around 5-6 months will be made. (ANNEX 9) Once paid, the College will send copies of the receipt to CHED TCME. before the actual delivery of the hard copies of the journals | ‘Area IX: LIBRARY The climate in the library is not conducive to learning because it lacks airconditioning units. The COM has installed three airconditioning units in the Medical Library. (ANNEX 10) As can be gleaned from the Table, th he only remaining area where non-compliance has not yet been addressed, due to the time required, is in Area VI: FACULTY concerning some Department Chairs lacking the required three-ye: sar teaching experience in the college of medicine and lack of valid PRC ID of two non-MD faculty members belonging to the Department of Biochemistry. REYES, Right after the CHED TCME visit last June 2, 2017, the MMSU has already exerted serious efforts to correct the areas where non-compliance issues were raised. At this point time, | am happy to report significant progress in the following: Area for Evaluation and Feedback ‘Status (as of July 6, 2017) ‘Area VI: FACULTY 1. There is need to reconcile the list of presented faculty members. Some of the faculty members with submitted PRC IDs were not included in the faculty matrix. ievised Faculty Matrix | Group 1: Faculty Members belonging | Professions: 64 Group 2: Faculty Members belonging to Non-regulated Professions: 4 TOTAL: 68 Faculty Members. to Regulated Area VI: FACULTY 2. 20 faculty have no photocopy of valid PRD ID. Area Vi: FACULTY 3. Faculty with no evidence of PRC ID | but based on faculty matrix, PRC IDs were expired: Esteban, Carmelo (10/16/2016) Labuntog, Roberto (2/25/2017) (2/26/2017) 4, Faculty with expired PRC ID: Pugat, Hadji (5/11/2017) ANNEX 2: Photocopies of PRC IDs valid as of June 2, 2017: 59 Faculty members without valid PRC IDs (both non-MDs): | 1. Natividad, Wilma 2. Urmeneta Gracia ANNEX 3: Photocopies of recently renewed PRC IDs of three members of the faculty, namely Drs. Labuntog, Quilala and Pugat. | Note on Dr. Carmelo Esteban; validity of his PRC ID. In the matrix, it was 10/16/2016. It should have been 10/16/2018. At the time of the visit, the ID was still valid. There was an error on the part of the College in encoding the | Area Vi: FACULTY 5. Ms. A. Tereza Blanco ~a non MD but teaching Microbiology, with Masters in Biological Science, 2004; SLU Ms. Tereza Blanco will temporarily be taken out of the list of faculty members of the MMSU COM until such time that she will have obtained her PhD. Once she graduates from her PhD in Biology, she will be eligible to take the exam for Microbiology. Area VI: FACULTY 6. There are 16 departments with corresponding department heads. It was noted however that some of the department chairs lack appropriate number of years of teaching experience (B years).
