Verification of BOMs (bill of material )for Solar Power Developers
 Solar Power companies / Developers (SPD) have to get their Bill of Material certified by
the Chartered Engineer for the purpose of issuance of Custom/Excise Duty
Exemption Certificate for availing concessional customs duty and exemption of
excise duty for setting up Solar Thermal & Photovoltaic Power Generation Project.
 Solar Power companies / Developers (SPD) have to put purchase order ,Chartered
Engineer who shall certify the quantity with respect to the approved BOM and also
regard to the provisions/conditions of Min. of Finance ( Department of Revenue ).
 In the event of any amendment in quantity or additions of new item/items with respect to
the BOM, the SPD shall provide complete justification of amendment in quantity or

Import into SEZ
 Special Economic Zone (SEZ) is a specifically delineated duty free enclave and shall be

 At the time of final redemption of export obligation license holder shall submit certificate
from the Independent confirming the use of spares so imported in the installed capital
goods on the basis of stock & consumption register maintained by license holder.
Second Hand Plants, Machinery and Spares Exported to India
  It is mandatory to have CE Certification for custom's clearance for second hand plant &
machinery being imported to India. The certification relates to state of the goods, balance
future life, contents, value for assessment of customs
Export of defective parts/equipment
 CHARTERED ENGINEERhas to certify that part of an imported machine cannot be
repaired in India and has to be sent back to the manufacturer's or supplier's works for
repairs and re-import.
 Central Government exempts capital goods, office equipment, professional equipment,
office furniture and consumables related to service sector business and food items from
the whole of duty of excise and additional duty of excise subject to a certificate from
independent Chartered Engineer confirming installation and use of the goods in the
factory or premises within 6 months from date of clearance .
 Certification of DBK1 statement by independent Chartered Engineer for claiming duty
drawback on all industry rates/fixation of drawback rates/refund of terminal excise duty.
 The Chartered Engineer has to certify the consumption of various materials shown in
DBK-1statement after examining it carefully that items are actually required and are

Importers of Electrical & Electronic Goods seeking NOC from MOEF
 Importers of Electrical and Electronic Equipments, Spare Parts, Instruments etc.has to get
an NOC from Ministry of Enviornment and Forest (MOEF) for conforming their End Use
and identification as E-Waste or not prior to the Custom Clearance. Chartered Engineer
has to prepare a report to declare the Nature & Type of goods, Residual Life of the
Equipments under Import w.r.t the guidelinses of custom circular on HAZARDOUS
WASTE (Management, Handling and Transboundary) Rules, 2008. After the satisfactory
submission of Chartered engineer Report to MOEF, the imported then receives the
NOC from MOEF.

Valuation is an opinion of an expert, who assesses the value of an asset. His assessment
depends on the purpose for which the evaluation is sought, his honest judgement and the most
important factor his experience. Amount of work involved depends upon the size of the plant for
which considerable preparation is necessary before physical inspection can be undertaken. No
two plants or machines are the same. These may be different in designs, standards followed,
technologies, sizes, capacities etc. The Chartered Engineerhas to analyze the information
collected from the unit which are documents and information available with the accounts
department; fixed assets schedule giving list of plant & machines and other assets, purchase
values including freight, installation expenses (without pre-operative expenses and interest), year
of purchase, technical specifications of plant & machinery. The Valuation Services, offered by

 For Insurance Purpose : Valuations for insurance purposes are undertaken in order to
establish the value of all property which is intended to be covered by a policy of
insurance. The valuation is carried out by compiling an inventory of the plant, machinery
and all other contents (excluding stock and materials-in-trade) which is at risk in the
factory, and then pricing the items on the basis of either reinstatement with new or
indemnity, according to the requirement of the client. All the insurance policies have
certain stipulation, and this must be meticulously studied and any conditions which will
affect the valuation must be taken into account in arriving at the figures shown in the
final report to the client.
 Financial Valuations : Financial Valuations are carried out for a variety of reasons
including, amongst others, balance sheet purposes, bank loans and other funding
activities, company takeovers and mergers, compulsory purchase, NPAs etc. In essence,
the CHARTERED ENGINEERis required to assess the true worth for a company of its
plant and machinery in its present location and role, as part of the existing business.
 Valuation For Disposal : Plant and machinery generally becomes available for disposal
following rationalization or modernization programs and in cases of company insolvency.
Plant may be sold by private treaty, tender or auction sale, and advice in respect of the
best method of disposal will usually be required. Following valuation for open market
purposes, firms of specialist Chartered Engineers are often instructed to undertake the
disposal of plant and machinery, and the plant and machinery Chartered Engineer, in
his capacity as auctioneer, will manage the sale, including organizing and conducting the
presentation of the machinery, drafting and organizing the advertising program, preparing
the sale catalog and supervision of viewing and delivery of lots.
 Deciding Equity At The Time Of Foreign Collaboration : Due to liberalization there is
inward flow of foreign exchange and many companies enter into collaboration with
foreign companies. The valuation of assets plays an important role in deciding share of
foreign company in matters of collaboration.
 Valuation of Unclaimed and Uncleared Cargo Goods for fixing the Reserve Price for
Custodians
Imported goods are allowed to be cleared for home consumption by the Customs, if there are no
restrictions or prohibitions, assessment formalities have been completed, and duty leviable as
been paid. However, it is often the case that the importer files the Bill of Entry but does not clear
the goods due to various reasons such as financial problems, lack of demand for the goods, etc.
Such goods are called uncleared goods. In some cases, the importer does not even come forward
to file the Bill of Entry for clearance of goods. Such goods are known as 'unclaimed goods.
