OVERALL PURPOSE OF JOB

Estover delivers management services on behalf of the owners of two biomass power stations and
is looking for an ambitious competent leader to build this operation into a standalone management
services business. The successful candidate will be responsible for the team delivering existing
contracts and must have the industry knowledge, gravitas and strong presentation skills necessary
to secure new contracts as well as the appetite for detail to successfully grow the business to
deliver these and existing contracts.

WORK RELATIONSHIPS
YOU WILL REPORT TO

Internally to the Estover Board of Directors. Externally to the owners of and lenders to the power
stations under management.
THE FOLLOWING WILL REPORT TO YOU

Existing Team:

• Fuel manager x 2
• Onsite operations manager x 1
• External finance team.

It is expected that you will grow this team as the business takes on new management contracts.

• Heat and power off-takers including power purchasers, Ofgem in relation to subsidy support
and locally supplied clients.

landlords.
• Develop relationships with new clients showcasing the team’s capabilities and securing
new services contracts and partnerships.
• The general public, press and media.

RESPONSIBILITIES

You will be responsible for all aspects of Estover’s management services business which acts to
manage the owners interests and obligations in a number of different biomass power stations. The
company’s responsibilities are:
• Management of all agreements entered into by the power stations and any matters
or disputes arising from these. Project agreements include operations and
maintenance agreements, lease agreements, energy sales, fuel purchasing etc…
• Power off-take including metering, sales and invoicing to the power purchase
agreement providers and private off-takers, claiming the various subsidies the
plants are entitled to from Ofgem, liaising with the distribution network operators and
national grid as required.
• Heat off-take including metering, sales, invoicing and claiming the various subsidies
the plants are entitled to from Ofgem.
• All aspects of the fuel procurement process including:
o Prepare and maintain the Fuel procurement plans in conjunction with the
Fuel Supply Managers.
o Submission of this plan and accompanying budget to the plant owners and
lenders in advance of each financial year.
o Manage and oversee Fuel Supply Agreements in conjunction with the site
based Fuel Supply Managers to optimise contract performance and fuel
supply cost on a £/GJ basis.
o Review, agree and perform periodic checks of the operators’ fuel sampling
procedures.
o In conjunction with the Operations Manager prepare any required
procedures and documents for the accreditation with Ofgem for ROCs and
RHI including the development of the fuel sampling procedures.
o Collate, analyse and present data as inputted to the Fuel IT (FiTs) systems
and work with Fuel Supply Managers in acting on that analysis to optimise

fuel deliveries.
o Collate, monitor and analyse long term blended boiler fuel data in a manner
that is consistent with the Operator performing its obligations to blend Fuel in
the boiler in accordance with the Operation and Maintenance Agreement.
o Monitor minimum quantities, “Take or Pay” and annual nomination
obligations under the Fuel Supply Agreements.
o Undertake and agree annual indexation and “true ups” under the Fuel
Supply Agreements.
o Work with Fuel Supply Managers in setting and agreeing the annual
nominations.
o Manage contract queries and disputes arising with the Fuel Supply
Agreements.
• All aspects of ash off-take including.
o Collate, monitor and analyse long term ash data.
o Identify and secure ash off-take arrangements/contracts for the plants.
• Receive review and scrutinise contractor reports and financial reports from the
finance team summarising and collating these for the shareholders and lenders on a
monthly and quarterly basis.
• Advise the Owner with regard to the Operator’s maintenance and management of
spare parts and strategic spare parts holdings.
• Attend monthly and any other relevant project meetings on site, Shareholder offices
or lenders offices as required.
• Manage advisors appointed by the project companies including H&S, technical,
environmental, insurance and legal advisors.
• Interface with the local authority and utility providers.
• Ensure with operations contractor that the plants are operating in compliance with
operational planning conditions and environmental licences.
• Liaise with the relevant assessor’s office with respect to business rates.
• Interface with environmental authorities such as SEPA, the Environment Agency
and Natural England with regard to maintenance of the permits licences.
• Manage the leasehold, freehold and any wayleave and/or easement agreements
entered into by the projects.
• Manage responses to matters arising with neighbours and local residents.
• Make response to any defect during the Defect Liability Period (as defined in the
EPC Contract) arising preparing periodic summary of any actions, costs or claims
raised as a result of the Defect Liability Period.

• Review and monitor the EPC Contractor Punch List (as defined in the EPC
Contract) to close out of the list.
• Arrange via the insurance advisor the annual insurance programme including the
Project insurances required under the loan agreements and manage any claims
arising via the broker’s claims manager.
• Check and approve invoices from the project companies to customers of power and
heat.
• Check and approve supplier invoices and approve payment runs

You will be accountable for the delivery of these services and responsible for managing, recruiting
and building the team needed to assist you in this. In addition to which you will work with the wider
Estover team to identify partnerships with new power stations where we can offer increased
revenues and reduced cost and risk in the areas of:

• fuel supply & ash offtake


• identifying and serving local heat and power customers
• optimising power trading and insurance strategies and economies of scale
• operations and maintenance.

EDUCATION SKILLS AND EXPERIENCE


REQUIREMENTS ATTRIBUTES
EDUCATION Degree level in a science or engineering discipline.
JOB SPECIFIC This is a challenging wide ranging role requiring broad knowledge of
KNOWLEDGE the power industry, contracting and supply / offtake agreements.
EXPERIENCE Minimum 10 years experience in the power industry with thermal
power stations a preference but not essential.
MANAGEMENT & Evidence of previous experience holding leadership roles, managing
ORGANISATIONAL and building teams.
SKILLS
COMMUNICATION As well is communicating clearly and effectively with your team you
SKILLS must have the confidence and gravitas to present to and win new
clients.
ANALYITICAL SKILLS This is a challenging job requiring an ability analyse complex
contractual and numerical issues – a willingness to grasp the detail is
essential.
