Law- collection of rules imposed by an authority


Act-a legal document codifying the results of deliberations of a committee or
society or legislative body.
Bylaw-a rule made by a local authority in order to regulate its affairs and the
behavior of its members.
Main difference between a by-law and a law or an act passed by a parliament
is that a by-law is made by an independent body, which derives its authority from
another governing body, and can only be made on a limited range of matters and
they apply only in certain areas e.g Harare by-laws apply in Harare only.

In Zimbabwe, the local authority that imposed bylaws includes municipalities like
Harare, Bulawayo, Mutare City Council.
