Schaol Principals) SICs of Public Elementary and Secondary Schools From i ‘Schools Division Superintendent Subject REITERATING CIVIL SERVICE COMMISSION (CSC) POLICIES AND DEPED POLICIES (ON CLASSROOM TEACHING LOADS OF TEACHERS FOR S.Y. 2017 - 2018 oat J 0.9 JUN 2017 4. _ Inrelation to existing Civil Service Commission and DepEd policies on actual classroom teaching load and working hours of public school teachers as detailed in DepEd Memorandum No. 0293, 5. 2008 entitied “Guidelines for the Implementation of CSC Resolution No, 0809096 on Working Hours for Public School Teachers”, the Schools Division Office reiterates the compliance of schools to the guidelines for teaching loads of all public elementary and secondary schools, 2. The following guidelines are reiterated to ensure that the required teaching load is strictly followed: ‘A. DapEd Memorandum No. 0629}, s. 2008 stipulates that: 1) Public schoo! teachers shall render at most six (6) hours of actual teaching @ day, except when undertaking academic activities that require presence outside the schoo! premises; 2) School heads shall assign teaching loads to public schoo! teachers to fully utilize the six (6) hour actual classroom teaching, .¢. six teaching loads at one hour per teaching load, with due regard for possible teaching intervals; a. All advisorship and) or special assignments for the entire school year combined shall be considered as one teaching load; To illustrate, the special assignments of a teacher as grade level coordinator, testing coordinator, school paper adviser, class adviser and property custodian for one school year shall be considered all together as only one actual teaching load. Special assignments that are not for the entire school year such as Chairman on Food Committee! Registration. Committee during a school activity cannot be considered as Advisorship/ special assignment within the purview of this provision. b, A teacher with six (6) hours of actual classroom teaching and/or equivalent teaching related activities and duties shall render the remaining two (2) hours of work within or outside the school premises to comply with the eight-hour workday by engaging in the following teaching- related activities and duties: ‘+ Preparation of lesson plans, action! work plans, instructional materials, evatuation / assessment tools! rubrics + Preparation and checking of exercises; recording of academic performance results and classroom accomplishments; + Conduct of research; + Attendance to seminars, workshops and similar programs:* Counseling, mentoring, coaching of students including home visits; + Consultations and conferences with parents; + Performance of coordination activities and duly recognized community social services; * Participation in the maintenance and improvement of school facilities and equipment; & * Other activities identified in the specific guidelines in Item 4 of the said Memorandum (Six actual teachi foads a day's equivalent to 360 minutes of actual teaching a dey.) DepEd Order No. 0076, s. 2009 states that: The time interval between actual classroom teaching shall be counted as part of the two (2) hours spent for teaching-related activities except lunch breaks and recess periods. 3. Inthe exigency of the service and in order to maximize the expertise of the master teachers, they will be given full actual classroom teaching load of six (6) hours a day. Master Teachers should help in developing learning materials / exemplars that would prepare learners In national exit assessments stipuiated in Deptd Order No. 55, 5. 2016. 4. The time allotment of subjects from Grades 1 to 10 is provided In DepEd Order No. 31, 5.2012, Part E. Time Allotment end in Division Memorandum No. 0484, 5. 2016 for senior high school subjects. These prescribed time allotments shall be used in determining the number of teaching loads of teachers 5. Anaillary service rooms may be converted to academic classtooms. Douible shift scheme may be adopted. For those intending to apply the double shift scheme, a letter request should be prepared by the School Head and endorsed by the Public Schools District Supervisor concerned. 6. inthe exigency of the service, the school head may deviate from assigning teachers in ancillary services and instead assign teachers to actual teaching duties as the need arises. For school LIS Coordinators, provisions in Paragraph 8 of DepEd Order No. 14, s. 2016 shall apply. Club advisers and designated subject coordinators must prepare a one-year action plan to be certified by the secondary school head or the public schools district supervisor. 7 Teaching and special essignments should be reflected in Schoo! Form 7 (SF 7) Schoo! Personnel Assignment List and Basic Profile. Secondary Schoo! Principals and Elementary Public Schools District Supervisors are advised to submit the SF 7 to this Office on or before July 14, 2017. An updated SF 7 shall be submitted whenever there are changes in the teaching personnel of the school or whenever a new principal is assigned to the school. 8. Public Schools District Supervisors and Education Program Supervisors are enjoined to monitor the implementation and compliance of schools to DepEd issuances, specifically on teaching loads and related matters to guarantee efficient and effective delivery of educational services. Areport on the list of underload teachers (teachers with less than 6 hours of actual teaching load, special assignments included) should be given to this Office. Excess teachers in schools shall be looked into for proper utiization in schools that have deficiency of teachers. Immediate dissemination of this Memorandum is desired, Wi MARIA INES C.
