INTRODUCTION

Background of the study

The current administration is facing a lot of controversies and praises from the

public, local media and even international media. The Duterte administration says to be

different among other past administration. Maybe because of the characteristic that is

showing by the president.

“Make the Filipino life comfortable” that was the simple yet directive order that

our president gave to Sec. Tugade when he was assigned on DOTr. For three years,

DOTr continue to work on the transportation system such as; Aviation and Airports, Land

transportation/railways and seaports.

On the side of aviation side, the administration resolve and become aggressive on

solving the issue on “laglag – bala’ and “bukas bagahe” problems that the country is

facing. Aside from that, Failing Railways system and Traffic is also a problem that must

be resolve.

Is the Administration really effective on solving the problem on transportation by

their programs and platforms? The research purpose is to know the effectiveness of the

programs that the administration was implementing.

The study aims to assess the level of effectiveness and also to see the factors affecting its

effectivesness as a whole.

The framework used on the study is very simple. To assess the level of effectiveness we

consider the Program implemented and its specific Factors to be considered in order to be

implemented. This may show if the program was effective enough to solve a certain

problem on transportation.
