PS OAC 2019-18

How to beef up the morale of personnel?

Morale is a big factor that will measure the condition of every office
especially in PNP organization, low morale level may indicate a systematic
problem within. Improving morale is everyone’s responsibility, but the idea is to
improve morale in a way that creates the greatest positive impact to help the
organization to grow in progress. Every personnel can change their behaviors
and attitudes, but supervisors and administrators have much more control and
are often able to influence at much greater levels. So even though morale is
everyone’s responsibility, the ultimate responsibility for declining morale is often
placed back on leadership, at least through the eyes of the officer.

As a PNP officer handling personnel with different attitudes on workplace,

it serves as a challenge for me in leading them to successfully attain the goals or
mission of the office and have a harmonious relationship among the personnel.
As of now PNP has an existing morale and welfare programs to beef up the
morale of every personnel like pay and allowances; benefits and special
privileges; leave benefits; training and developments; foreign deployment; and
retirement benefits. In my capacity and level of leadership, first, I would like to
emphasize on the leave benefits. I will give every personnel the privilege of not
curtailing their applied leave and giving them family day off every week, because
most of us have a family to take care and have an ample time to balance for
family and work. Secondly, additional pay and allowances must give to them so
that it will be additional motivation for them to work and give service and to avoid
them getting involved on illegal activities purposely to have a additional income.
These only serve as motivational factor as part of rewards and punishments and
for them to serve and work without complaining. Lastly, communicate openly,
honestly and, most importantly, positively among our personnel to know how
effective is our process and t know what’s their recommendation for the benefits
of the office. When morale is high, there is a buy-in to the goals and the overall
mission of the office. High morale helps officers cope with the day-to-day
demands, the ups and downs of the job, and with issues and discouragement
that often coincide with police work.
