MINING PLAN FOR ORDINARY SAND QUARRYING OVER AN EXTENT OF
1.950 Ha. GOPALAPURAM -3 SAND REACH,GOPALAPURAM VILLAGE,
RAVULAPALEM MANDAL, EAST GODAVARI DISTRICT - ANDHRA PRADESH.
1.0 INTRODUCTION:
In pursuant to the instructions of the Chairman and District Collector, DLC East
Godavari District, a team of officials from Mines and Geology Department, Ground
Water Department, Irrigation Department, RWS Department and Revenue
Department have jointly inspected the sand bearing area at Gopalapuram-3 Sand
reach, Gopalapauram Village, Ravulapalem Mandal, East Godavari Dt. on 31.05.2019
to verify the feasibility of sand excavation in River Godavari(V.L.B) and accordingly
they submitted a report. The same is enclosed for ready reference.
The joint inspection committee had recommended that the site is suitable for sand
mining by open excavation as per Rules and Regulations of S.O 141(E)
Dt: 15/01/2016 of MoEF & Climate Change, APWALTA 2000 & APWALTA Rules 2004.
The Ordinary Sand produced from this quarry shall be used for Public use &civil
construction and Quarrying shall be carried out concurrence with the provisions of
APWALTA Rules, 2004. Ordinary Sand occurs as unconsolidated depositions over the
riverbed and it is deposited due to transportation by flowing water and floods. The
replenishment of the sand deposition might change with river course, velocity and
denudation rates. The proposed mining plan is for duration of one year. The Mining
Plan is prepared as per S.O 141(E) Dt: 15/01/2016 of MoEF& CC, as per APWALTA,
2000, APWALTA Rules 2004 and as per APMMC Rules 1966.
In this regard, Asst. Director of Mines and Geology, East Godavari approached to
Coastal Mining Consultancy Dr.P.Vijaya Kumar Consultant Geologist & Recognized
Qualified Person (RQP/DMG/AP/14/2015) for preparation of Mining Plan in the above
mentioned area. Accordingly this Mining Plan is prepared by Dr.P.Vijaya Kumar,
based upon APMMC Rules, 1966 and vide EC Notification S. O. No:1533(E)
Dated:14-02-2006 and also S.O.No.141(E), Dt.15.01.2016.The applicant is required
to obtain Environmental Clearance from State Level Environment Impact Assessment
Authority (SEIAA), Andhra Pradesh, as per the prevailing rules.

The recommended Geo Co-ordinates by the inspection team are as under. These
coordinates are as recommended by the joint inspection committee. The same are
given below with map datum is WGS’84. The accuracy of GPS is varies ± 1M to 3M.

The recommended Geo co-ordinates mentioned in the Joint Inspection Report are
plotted and total area of sand reach lease is computed as 1.950 Ha. As per the
prevailing rules only one meter depth of sand can be extracted quantity of sand is
19,500 M3.

The ordinary sand produced from this reach will be used for civil construction and
quarrying will be carried out in concurrence with the provisions of AP WALTA Rules,
2004.
Width of the river near Gopalapuram varies from 81m. Sand is deposited in the
central portion of the river course over a length of 240 m as shown in joint
inspection report.T he toposheet was prepared by SOI in 1970 and the Google map
is more recent as compared to the toposheet. Therefore the marking is based on the
Google map and the site inspection. Google map is shown below in Fig.2.
The site was visited during March 2019 and it was noticed that the sand deposition
in the river.
The concept of mining plan for ordinary sand (Minor Mineral) was introduced keeping
in view of the Hon’ble Supreme Court Judgment of 27.02.2012 in Deepak Kumar v/s
The Stage Govt. of Haryana and Others making it mandatory on the State Govt. to
grant mining lease even for the extent less than 5.0Ha.after obtaining Environmental
Clearance from the MoEF as per EIA Notification vide SO: 1533 dated 14.09.2006.

1.4 Provision as per APWALTA Rules, 2004 for Regulation of Sand
quarrying:
The Andhra Pradesh Water, Land and Trees Act, 2002 was transformed into Rules
referred to as APWALTA Rules 2004. The operative portion of AP WALTA Rules, 2004
with regards “Sand Mining” as per Rule 23 is extracted below:
“In areas where sand mining is affecting ground water regime shall be notified and
mining and transportation of sand shall be prohibited in such notified over exploited
ground water micro basins/mandal and for other areas the following conditions shall
apply for exploitation of sand.
1.a) Sand mining shall not be permitted in notified areas except for local use in the
villages or bordering the streams.
b) In 4th order streams, sand mining shall be restricted to specified areas.
c) In 5th order and above rivers, viz. Godavari, Krishna, Penna etc., sand mining may
be permitted without affecting the existing sources for irrigation for drinking water or
Industrial purpose.
2. The sand shall not carry out quarrying within 500m of any existingstructure such
as bridges, dams, weirs or any other cross drainage structure.
3. Vehicles carrying sand shall not ply over the flood banks except at crossing
points or bridges or on a metal road.
4. Permission to quarry sand shall not be granted within 500m of any ground water
extraction structure(s) either for irrigation or drinking water purposes.
5. The streams/rivers where the thickness of sand is quite good (more than 8.00
meters) the depth of removal may be extended to 2.00 meters but in no case below
3.00 meters.
7. Sand mining shall not be permitted in streams where the thickness of sand
deposition is less than 3.00 meters.

8. The depth of removal of sand shall be restricted to one meter particularly in
minor streams where the thickness is more than 3.00 meters and less than 8.00
meters.
9. The sand quarrying shall be restricted to depths above the water table recorded
during monsoon and in no case effect/disturb the water.
10. The quantity of sand deposited annually in every stream or river shall be
monitored by establishing observation stations along the stream course.
11. The Ground Water Department shall take up joint inspection along with officials
of Mines and Geology Department or other concerned departments whenever cases
are referred to study the impact of sand mining in an area and shall give
recommendations.
The following recommendations are therefore made for river bed mining:
(a) In the case of Mining Leases for river bed sand mining, specific river stretches
should be identified and mining permits/lease should be granted stretch wise, so
that the requisite safeguard measures are duly implemented and are effectively
monitored by the respective Regulatory Authorities.
(b) The depth of mining may be restricted to 3m/water level, whichever is less.
(c) For carrying out mining in proximity to any bridge and/or embankment,
appropriate safety zone should be worked out on case basis, taking into account the
structural parameter, location aspects, flow rate etc,

Therefore, the Mining Plan has been prepared based on the provisions as per A.P
WALTA Rules 2004 and the model guidelines issued by the MoEF in March 2010 and
in strict adherence to the provision.
1.0 GENERAL:
The specified sand bearing area lies in between Lat: 16° 41' 0.45" N to Long
81° 49' 9.72" E falls on Survey of India Top sheet No.65H/14The area is bounded by
the following Geographical Co-ordinates with WGS84 as map datum.

Details of the land
covered in the precise area:
INFRASTRUCTURE &COMMUNICATION:
The specified sand bearing area is situated at a distance of 2.2 km from the
Gopalapuram Village. Ravulapalem is mandal head quarter located with an distance
of 9 km. The District headquarters Kakinada is about to 73 km from the sand reach,
Rajamahendravaram town is about — 41Kms from the specified sand bearing area.
A sketch is prepared showing the specified sand bearing area for open extraction of
Ordinary sand in Gopalapuram village, Godavari(V.L.B) River, East Godavari District
as per the Geo co-ordination specified in the Joint Inspection report and also Google
map and same have been enclosed.
The recommended Geo co-ordination mentioned in the Joint Inspection Report are
plotted and total area of sand to be extracted came to 1.950 Ha. after leaving the
safety zone and the total permitted quantity of sand to be excavated is 19,500 M3.
IMPORTANCE OF SAND:-
Sand has become a very important mineral for our society due to its many uses. It
can be used for making concrete and widely used in civil constructions for public
and private. The Govt. of Andhra Pradesh has introduced new sand policy wherein

sand is available free to the public without payment of any fee.

The region has a tropical climate similar to the rest of the coastal Andhra region.
The summers (March – June) are very hot and dry while the winters are fairly
pleasant. The temperatures in the summers often rise over 50 degrees during the
day. The average rainfall of the district is 1070 mm. The rainy season (July –
December) is often the best time for tourist visits, as fields are brilliantly green with
paddy crops, rivers flowing with monsoon water, and a relatively cool climate
1.1 TOPOGRAPHY:
The specified sand bearing area is a part of Vasishta Godavari(V.L.B) River Bed and
is almost flat except the banks. The Land profile adjoining the river bank is slightly
undulating. The difference of the highest (4.10 Mtrs) & the lowest (3.62Mtrs)
elevation of the specified sand bearing area is about 1 meter. The Godavari(V.L.B)
is the East flowing river. The flow rate of the river varies with the quantity of
precipitation in the catchment area. The general soil cover is silty clay.
The region of the subject area belongs to Recent Alluvium of Quaternary age of
fuvial origin. Charnockite and Khondalite form the major litho units belonging to
Eastern Ghats Super group of Archean Age.
The entire area and its environment belong to the Fluvial Recent Alluvium (Sand)
belonging to Quaternary Age.

Sand Quaternary
The specified sand bearing area composed of sand deposit of thickness 3.62- 4.10m
all over the specified area.The map is prepared for 1.950Ha., duly giving Geo Co-
ordinates with WGS’84 as map datum.
The specified sand bearing area is plain terrain with slopes towards downward
stream.Hence, only one section was taken across the sand deposit, section influence
is taken as the deposition of sand is uniform throughout the specified sand bearing
area and sand excavation is restricted to 1 m only as per APWALTA Rules 2004.
The specified sand bearing area was traversed to demarcate 1M availability and
thickness of sand deposit.
The survey conducted by Irrigation, RWS, Revenue department along with Mines &
Geology dept. the area as carried out and the geo-coordinates were taken using a
Hand held GPS Garmin 72. Position format (DMS), Map Datum WGS’84, Units –
Metric, Magnetic North variance 0010 W, Angle degrees/min/sec.

4.4 FUTURE EXPLORATION PROPOSED:N/A
The total deposition of sand is found to vary from 3-4 m as can be appreciated
from the specified sand bearing area. Since only 1m depth of sand can be quarried
as per the WALTA Rules. 2004 the proved average depth of the sand deposit can
be considered as 1Mt.The Reserves has been estimated by Standard Cross
Sectional Area Method:

The resources of sand are estimated by Standard Cross Sectional Area Methodby
taking the cross sections of the sand.

Total reserves are 19,500 M3 and the Government is allotting the quantity for a
certain period. Therefore the entire quantities available have to be mined within the
period fixed by Government.
3.0 QUARRYING
The proposed sand quarrying operation is by Manual Method of excavation. The sand
is excavated in the river bed normally by engaging labours.The transportation using
by tractors.

5.1PRODUCTION PLAN FOR ONE YEAR:
The deposit does not require any development as sand is exposed and can be
quarried only for 1Mt depth. The entire estimated reserves of 19,500 M3 of sand
deposit shall be quarried limiting to a depth of 1m during the period of one year as
permitted in E.C.
Stock yard will be maintained as per guidelines to be issued by the Govt. of Andhra
Pradesh.
5.2 LIST OF MACHINERY:N/A
Mining will be done by digging, cooping, spreading, collecting in basket and loading
into trucks.
4.0 DRILLING & BLASTING:N/A
4.1 Transportation of sand from mine to the stock point as per the guideline
issued by the Govt. of Andhra Pradesh.
5.0 STORAGE AND HANDLING OF THE EXPLOSIVES: N/A
6.0 DUMPING YARD: N/A
7.0 WASTE MANAGEMENT PLAN: N/A
8.0 USE OF THE MINERAL:The Sand mined will be utilized for public & civil
construction purpose only.
9.0 MARKET ANALYSIS:as per the guideline issued by the Govt. of Andhra
Pradesh.
10.0 DESCRIPTION OF PROCESSING PLANT IF ANY: N/A
11.0 SITE SERVICES: 6.00am to 6.00pm
12.0 ENVIRONMENTAL PLAN:
a) Baseline information:
i) Existing land use pattern: The specified sand bearing area is the river bed which
will be submerged under water during monsoon and floods. The adjacent areas are
classified as River poramboke by the revenue authorities.

(1) Area to be excavated : 1.950 Ha.
ii) Water Regime: vasishta Godavari (V.L.B) River– 5th order stream.
iii)Flora and Fauna: The subject area is devoid of trees and major vegetative cover,
excepting some flora and straw grass.
iv)Quality of Air, Water and Ambient Noise Level: The subject area is away from
industries and Human settlements. The impact of quarrying is not likely to have any
adverse impact on the existing environment.
v)Climatic Conditions: The peak Summer will be in the month of May. Highest
temperatures of 500 C are recorded in the area during the month of May and the
lowest temperature of 24.20C is recorded in the month of January. During 2015-
2016 the rainfall of the area was of the order about 980mm.
vi)Human Settlement: The following villages are located within 5Km radius of
specified sand bearing area. The population, distance and location of these villages
with respect to the area are given in the following table:

7)Measures for Minimizing Adverse Effects on Water Regime: The sand excavation is
up to 1 M depth only therefore there is no effect on water regime which is above the
Groundwater table, as per the ground water report the river bed thickness is up to
3.6-4.1 m.
10) Socio Economic benefits Arising out of Mining: Local employment to labour will
be generated for the proposed quarrying period.

15.0 ANY OTHER INFORMATION:
Ordinary Sand will be quarried strictly adhering to the provisions of APWALT Act &
Rules 2002 & 2004 respectively, S.O 141(E) Dt: 15/01/2016 of MoEF & Climate
Change, the conditions imposed by SEIAA, Andhrapradesh. The Government of
Andhra Pradesh proposes to issue quarry lease to the Assistant Director of Mines and
Geology, Rajamahendravaram as per the restrictions, conditions specified by the
SEIAA. Hence there shall be no deviation from the Statue.
