Government after careful consideration of the matter hereby issue the following guidelines on Solid Waste Management and acquiring land for construction of Dumping Yard and Vykuntadhamam (Burial ground and Crematorium): (1) For a population up to 2000 one acre and for the population from 2000 to 5000 1.5 to 2 acres, depending on the availability, of land shall be procured for dumping yard. The actual size of the Dumping Yard shall be as per the quantum of waste generated in the village. If possible a single plot of required size plots shall be selected for Dumping Yard. For bigger villages smaller plots on two sides of village may be taken. (2) For the "Vykuntadhamam" 1.5 to 2.00 acres of land shall be procured. (3) Only if Government land is not available the Gram Panchayat shall purchase private land. (4) Private land shall be acquired as per the Land Acquisition Act and rules. (5) The Gram Panchayat shall identify the Government Land with the help of Village Revenue Officer. : (6) The Tahsildar shall prepare proposals for alienating such land and submit to the Collector through the Revenue Divisional Officer concerned. (7) The Mandal Panchayat Officer shall prepare a consolidated list and submit to the District Panchayat Officers, and also inform the Tahsildar about the requirement of land for Dumping Yard and Vykuntadhamam. A 2) (8) The Divisional Panchayat Officers shall Co-Ordinate with the Revenue Divisional Officers for procuring land to Gram Panchayats. (9) The District Panchayat Officer shall submit a consolidated list to the District Collector and the District Collector shall instruct all the Revenue Divisional Officers to transfer the land to the Gram Panchayats for Dumping Yard and vykuntadhamam as per applicable norms. (10) Donors shall be encouraged to donate private land for Dumping Yard and vykuntadhamam.
