Balance of power

According to Morganthau balance of power is universal social phenomena but it work differently
in different structures like balance of power with in state is different from balance of power at
international level that is in anarchic situation on the other hand balance of power is more stable
in domestic politics framework because of state intervention in system. At state level balance of
power according to system like in fedral state system balance of power is distributed equally
among different institutions of states where as at international level power balancing is done by
by making alliances with other states on basis of mutual cooperation or territorial proximity.
Weaker states makes alliances with stronger states for protections and survival against their
adversaries. If one stronger state will not keep hold on weaker state another stronger state will
take her position so at international level states are always in competition for power balancing
and making alliances. This balance of power and alliance formation helps states in formulation
of war time strategy and peace time strategy as well. Balance of power can also be done by
making weaker one stronger or stronger one weaker. For power balancing states utilize different
methods for power balancing like divide and rule, compensation, alliance formation, bargainings,
political compromizes and diplomatic negotiations are as well done for maintainig balance of
power. Arms races are also innitiated to create balance of power like if one state is high in
armament other state would also try to compete her. Interests of states matters a lot in power
balancing of states. The period in which foreign policy flourished is considered as golden time
period of balance of power in theory and practice. From the beginning of modern state system at
the end of fifteen century till napoleonic war till 1815 european states were represented as
important element in balance of power. Apex of balance of power started after monroe doctrine.
A true picture of balance of power by alliance and counter alliance can be seen in first world war
in which all states had to join either one side or other side. Maintaining balance of power at state
level is easy as compared to international level because at international level every state have its
own behavior to act or react because of absence of any rigid ruling authority over states.
