‘SUPPLEMENTAL NARRATIVE:
Supplement Dictated by J. I. Knipp #8724 on 09/26/19 at 1831 hrs
‘Total Dictation Time = 7:50 mins
On 09/26/19 at approximately 1018 hours, I responded to
reference an incorrigible juvenile call,
The call text stated 17 year old was threatening and yelling at
the complainant. The call taker could hear him yelling in the background. The
reportee then advised he just hit the kitchen cabinet. He was upset because he
‘was told he would not be going to school until Monday, because he was suspended
Upon arrival Deputy M. G. Van Santen #6501 was already on scene. I walked in
and found a young male who was later identified to me a: > sitting on
the floor, He was yelling and talking to Deputy Van Santen.
Deputy Van Santen informed me that he was going to be arrested and another
individual, whose name I did not get, who was in the kitchen, was also causing
trouble and needed to be placed in handcuffs until the situation could be
figured out.
We started by placing that individual into handcuffs. For more information on
who that individual is, see Deputy Van Santen's report.
‘We approached the individual and informed him to turn around and place his hands
behind his back, which he initially did. As soon as Deputy Van Santen and I
took hold of his wrists, he began to struggle and pull away, and he resisted us
patting the handeuffS on. I then had the OCC grip on the individual's right
hand and began to apply pressure for compliance as he was attempting to pull
away. He continued to resist the entire time we placed him in handcuffs
‘The individual began to attempt to pull away and Deputy Van Santen and I had to
put him into the wall to stop him from moving away from us. Deputy Van Santen
then finished putting the handcuffs on the individual and he was escorted out
and placed in Deputy Van Santen's patrol vehicle.
We then went back in to the building and as we were walking back in
came outside onto the porch. He advised he would go willingly into the back of
the patrol vehicle, he just needed assistance getting there. He needed
assistance because he does not have legs and needed his wheelchair to get to the

vehicle.
| drove my vehicle so it was closer to the building and we put into the
back of my patrol vehicle.
Deputy Van Santen determined * would be arrested. For additional
information on charges, see Deputy Van Santen's case report,
It-was also determined that the other individual we had placed in handeuffs when
1 first arrived, would not be arrested and would be released back to the group
home.
Before we took him out of the vehicle, we asked if he would cooperate, The
individual kept saying: Take these cuffs off and find out. Eventually we
determined he would cooperate as best as possible and the handeufis were
removed,
He then went inside of the building, but stood in the doorway with his arms
crossed, staring at both Deputy Van Santen and me; as we continued with our
business on scene,
We transitioned from my vehicle into Deputy Van Santen's vehicle for
transport to Juvenile Detention.

Narrative:
At approximately 1 005 hours on September 26, 2019, I was dispatched to the Vision Quest group home
for yet another incident involving one of their juveniles. This time, ) engaged
in serious disorderly conduct and knocked over a thrash can in the kitchen area. He then threatened
) that he was going to throw her in the same manner as he had just
thrown the trash can, The call taker could heat 1 yelling in the background. I expedited my
response to the group home in an effort to preven: " from getting into a physical confrontation

Upon arrival | was met at the front door by +. She stated that had been suspended
from school and could not return until Monday. This enraged as he wanted to go back to
school. When she told him couldn't go, became incensed and enraged and started screaming
and yelling. He then attempted to engage into a physical confrontation as she had to step
outside and call 9-1-1, She advised that does not have any arms or legs.
‘As I walked into the kitchen area, I saw | on the floor and moving towards me. He was
extremely agitated and kept telling me "get the fuck out of my way nigger”, over and over. I told him to
stop calling me "nigger" and to calm down. At some point he tried to push his way past me at which
time I put on my gloves and pushed him back. He started screaming and yelling at and telling me "get
the fuck off me nigger". He became so uncooperative that I grabbed hold of the back of his upper torso
and pushed him down to the ground squirmed and wiggled around in violent fashion and he
‘was difficult to control. also in part because he did not have any arms or legs I could grab onto. He was
ultimately pinned down and he stated that he was going to calm down and cooperate.
This iswhen , also known as "C.J." decided to chime in and voice his displeasure over
how things were handled. I told him to shut his mouth and stay out of it. He told me to "fuck off” and
kept interrupting me while J was dealing with Immanuel. When Deputy Knipp showed up, "C.J." was
placed in handcuffs and removed from the group home for being extremely disruptive and interfering
with our investigation. As we tried to hand cuff him, he tensed up and pulled his arms away from us. He
flexed his muscles and as he moved his right arm forward, i pushed his head forward against the wall he
was facing. He was then detained and placed in the backseat of my patrol vehicle.
Affe . got off the phone with the corporate office, the decision was made to have
removed from the property ‘was transported to the Pima County Juvenile detention center for
the following charges;
ARS 13-1202 Threats and Intimidation, a class 1 misdemeanor, for threatening, with physical
violence.

ARS 13-2904 Disorderly Conduct, a class 1 misdemeanor, for disturbing the peace of who
‘was on-duty as the Manager of the group home.
After | was transported to the Pima County Juvenile jail, and booked for the above mentioned
charges, "C.J" was released from custody and allowed to go back inside.
