State the specific condition when the officer of the watch may act as the sole lookout.

STCW states that “In certain circumstances of clear daylight conditions the Master may consider
that the OOW may be the sole look-out.”
With reference with BPG and MGN 315, state 8 factors that should be considered prior to
the OOW acting as sole look-out:
1. Must be in daylight conditions
2. Approved by the Master
3. Weather conditions
4. State of visibility
5. Traffic density
6. Proximity to dangers to navigation
7. Attention necessary when navigating in or near a TSS
8. Officer’s Fitness for Duty-the OOW has had sufficient rest prior to commencing the
watch;
9. The ability of the OOW to safely navigate the ship is not compromised by the volume of
the anticipated WORKLOAD-in the judgment of the OOW, the anticipated workload is
well within his capacity to maintain a proper lookout and remain in full control of the
prevailing circumstances;
10. The OOW knows who will provide BACK-UP assistance, in what circumstances back-up
should be called and how to call it quickly
11. Back-up personal are aware of required response times, any limitations on their
movements and are able to hear and respond to ALARMS or communication calls from
the bridge
12. DEFECTS affecting aids to navigation, propulsion and steering-all essential equipment
and alarms on the bridge are fully functional.

With reference with BPG and MGN 315, state the purpose of maintaining a proper look-
out
1. To maintain a continuous state of VIGILANCE by sight and hearing as well as all other
available means
2. To make a full APPRAISAL of the situation and of risk of collision, stranding and any
other dangers to navigation
3. To detect ships or airplanes in DISTRESS and to be alert to any security alerts
particularly in areas with a known risk of piracy.

With reference with BPG and MGN 315, outline the guidance on how the OOW may fully
engage the look-out attention:
“As a way of fully engaging the look-out’s attention consideration should be given to keeping
the look-out appraised of the current navigational situation with regard to expected traffic, buoy
age, weather, landfall, Pilotage and any other circumstance relevant to good watchkeeping.”
