Eng./ Other Project Div-1, PWD, 2017-18/98 received from Executive Engineer (PWD) dated 07.07.2017 to issue NOC for construction of Home for Mentally Challenged on the proposed land area 47 Bigha and 13 Biswa in village Mamurpur Narela owned by Department of Social Welfare Govt. of NCT Delhi. (Annexure-1) 1.2 Dy. Director (Estate), Govt. of NCT of Delhi letter no. F.45 (6) 2008/DSW/PF- lll/19839-845 dated 23.11.2015 stated that Department has proposed to establish a Home for Mentally Challenged persons at Narela to de-congest the existing Asha Kiran Complex Home for Mentally Challenged in Rohini(Annexure-2) 1.3 _ The same has been replied vide letter no F.15(315)2010/NP dated 22.03.2016 with the request to revise the proposal as per MPD-2021. (Annexure-3) ee =e 1.4 A meeting was held under the Chairmanship of Secretary (SW) in his chamber on 06.06.2017 where Ex. Eng. Most of the land forms part of the Residential landuse. (Copy of Zonal Plan indicating approx. location of site enclosed at Annexure-5).. 2.1 As per MPD-2021, Para 4.4.28 (xii) (use premises for Residential use zone at land use community level and above) (Annexure-6), the use premise namely care center for physically/ mentally challenge is permitted in residential use: zone at community level and above. 2.2 As per MPD-2021, Table 13.27 (Socio-cultural and community facility) the activity permitted for old age home/ care center for differently abled persons/ Mentally Challenged/ working women/ Men's hostel are: “Care home with residential facility, residence (for management and maintenance staff), primary school, recreational, library, health, gym, canteen, dining facility.” 2.3. As per the approval of Competent Authority on 10.08.2017 in file no:F14(232)2013/NP (Annexure-7) NOC have been given to Department of Social Welfare, Govt. of NCT of Delhi vide letter no F14(232)2013/NP/174 dated 16°08.2017.
