P60= separates 60% below it or above it.

Steps:
1. Arrange the data from the lowest to th highest.
2. Compute for the commulative frequency of the entry.
3. Count from the first to the needed entey or score in the arrangement
equivalent to the rank obtained from the commulative frequency.
