DELEGATION OF SYRIAN ARAB REPUBLIC

The Syrian delegation affirms the fact that in reference to the International refugee
law ,serious legal lacuna is being faced, it determines who are classified to be refugees but
fails to bind state to carry out this determination, which ultimately leaves states to rely on
domestic law.

The delegation further believes law jurisdictions under armed conflict to be based on

1. Protected characteristics which is question of immutable character

2. Social perception which questions common characteristics

Affirming faith in the Responsibility to protect doctrine, the delegation put forwards the
concept of ‘desuetude’ which allows some out modes laws to remain on the books despite
revenant and major changes, which is a concept under the Vienna convention on the laws
of treaties(VCLT) as aone reason why a treaty might lose its force.same rule can be
applied in case of interpretation of article 2(4) of the un charter

Appreciates that an increasing number of States, United Nations agencies and regional
and non- governmental organizations are making use of the Guiding Principles,
encourages the further dissemination and application of the Guiding Principles, expresses
its appreciation for the dissemination and promotion of the Guiding Principles at regional
and other forums on displacement, and encourages the Representative of the security-
council to continue to initiate or support such promotion in consultation with regional
organizations, intergovernmental and non-governmental organizations and other relevant
institutions, and to provide support for efforts to promote capacity-building and use of the
Guiding Principles
