CONSTITUTION AND BY-LAWS


Preamble

We, the members of the CapSU Dayao Emergency Responder Club (CDERC) of Capiz State
University Dayao Satellite College, affirming our responsibility to the students in order to do the
greatest good for the greatest number, help Capiz State University Dayao Satellite College mitigate,
prepare, respond, and recover from disaster and to assist the campus local and national emergency
response organizations in their aims do ordain and establish this Constitution and by-laws for the
CDERC at Capiz State University Dayao Satellite College
.
ARTICLE I
Name and Nature

Section 1. This organization shall be called the CapSU Dayao Emergency Responder Club
(CDERC) of Capiz State University Dayao Satellite College.

Section 2. This organization shall be an integral part of the curricular activities of the students in
the school.

Section 3. This organization comes out in response to the call for an avenue where students can
increase their knowledge of, and preparation for emergencies through trainings and to
serve as a source of volunteers in the event of an on-campus emergency

Section 4. The Constitution and By-Laws of CDERC shall be considered subordinate to the
constitution of the Supreme Student Council (SSC) and the rules in place by the Office
of the Student Affairs (OSA)

Section 5. CDERC shall abide by Capiz State University policies as well as law of the Land

ARTICLE II
Objectives

Section 1. This organization aims:

1. To increase student knowledge of, and preparation for emergencies through training and
certification.
2. To create a campus first aid team to volunteer at pre-arranged events and serve as a source
of volunteers in the event of an on-campus emergency.
3. To create a successful program that can be an inspirational model to other schools and
communities in an effort to increase safety everywhere.
4. To create a student ran on-campus emergency service to increase safety on campus and
provide fast response when needed.

ARTICLE III
Membership and Fees

Section 1. Application for membership into CDERC is open to any student currently enrolled in
Capiz State University Dayao Satellite College who express their ardent desire to
become members of the organization and passed the physical examination certified by
the school physician shall be accepted.
Section 2. An annual membership fee P100 will be collected and payable before the scheduled
elections of new set of officers of the organization. Special fees may be collected to
support a worthwhile activity of the organization of the approval of at least ¾ of the
members.

Section 3. Financial Report shall be submitted to the OSA by the organization containing the total
amount of membership fees and special fees collected as well as the expenses of the
organization at the end of every school year. Failure to submit the said financial report
accreditation of the organization for the coming school year will be put on hold by the
OSA.

Article IV
ELECTIONS

Section 1. The organization shall have a set of officers yearly which is composed of a President, a
vice-president, a secretary, a treasurer, an auditor, a public information officer, a
business managers, and any other positions to be appointed by the President if deemed
necessary.

Section 2.The president should not hold any major positions in other organizations and other
organizations in the school.

Section 3. The election of officers should take place during the annual general assembly meeting
of the organization on the second week after the opening of classes of a new academic
year.

Section 4. The election of officers should be presided over by the advisers or by the previous
president of the organization.

Section 5. The officers shall be elected by plurality of vote of the members present.

Section 6. The term of office of the officers shall be one year, until their successors are elected at
the next annual meeting.

Section 7. All elections shall be governed by rules accepted by the school.

Section 8. Only members who have paid their Annual membership fee for the year will be allowed
to vote and run for elective positions.

ARTICLE V
SUCCESSION

Section 1. In case of resignation, disability or transfer of school of the President, the Vice-President
of the organization succeeds him.

Section 2 In case of resignation transfer of school of any officer of the organization the advisers
may meet to appoint a member to fill the vacated positioned.

ARTICLE VI
COMMITTEES

Section 1.The organization shall have the following permanent committees:


a. Committee on External Affairs- which has the primary duty as the coordinator of the
organization with the administration, other organizations in the school or outside the
school.
b. Secretariat- which has the primary duty of keeping the records of the organization

Section 2. The officers and the advisers can create any standing committee anytime to respond to
the call of conditions, and for the welfare of every member.

ARTICLE VII
POWERS AND DUTIES OF OFFICERS

Section 1. The CDERC President, as the head of the organization, shall perform the following:
1. Shall serve as an official representative of the CapSU Dayao Emergency Responder Club.
2. Shall call all meetings and be chair of the committees.
3. Should oversee all officers in such that the appropriate tasks and duties are being handled in a
timely manner.
4. Shall take point in all meetings outside of the CDERC group.
5. Communicate with the advisor, faculty, and other community members.

Section 2. The Vice president of the organization shall:


1. Assume the power and duties of the President in his absence.
2. Succeed the president during his resignation, disability of transfer of school.
3. Assume the power and duties delegated to him by the president or advisers of the
organization.
4. Assist at all times the president and all other officers in the organization in all its
activities.
5. In-charge of making sure all members get training and that training is ran correctly.
6. Complete other duties as needed and assist the president as called upon.

Section 3. The Secretary of the organization shall:


1. Keep all the records of the organization.
2. Take the minutes of meeting and assemblies.
3. Take the necessary pronouncements for meeting and all other activities.
4. Head the Secretariat committee.

Section 4. The Treasurer of the organization shall:


1. Collect all fees.
2. Prepare the expected expenses of a certain activity that the organization wishes to do.
3. Keep a record of the organization’s finances.
4. Submit the proposed expenses of the organization on a certain activity.
5. Prepare the detailed financial account of the organization, which is to be represented to
the body at the end of the year.

Section 5. The Assistant Treasurer of the organization shall:


1. Assume the power and duties of the Treasurer in his absence.
2. Succeed the treasurer during his resignation, disability of transfer of school.
3. Assist at all times the Treasurer in financial reports and others.
4. Keep a record of the organization’s finances

Section 6. The Auditor of the organization shall:


1. Attest the accuracy of the financial statements made by the Treasurer.
2. Sign all financial account prepared by the Treasurer.
3. Assist the officers in planning any activity.
Section 7. The Press Information Officer of the organization shall:
1. Coordinate with the different classes in high school.
2. Coordinate the organization with the honorary and special members of the organization
who are in other places.
3. Coordinate to the organization the other activities of other organizations in the school.

Section 8. The Business Managers of the organization shall:


1. Supervises any business activities of the organization.
2. Responsible for buying any materials needed by the organization.

ARTICLE VIII
MEETINGS

Section 1. A general meeting shall be held every second Friday of the month to keep everybody
abreast with the current activities of the organization to insure that the spirit of
dedication is kindled in every member.

Section 2. The officers can hold their meeting as they deem to be.

Section 3. A simple majority shall constitute the quorum during every meeting.

ARTICLE IX
SUSPENSION AND DISMISSAL OF OFFICERS AND MEMBERS

Section 1. A member is automatically suspended from the organization upon failure of payment
of annual membership fee. A member can be reinstated upon payment of the Annual
Membership fee.

Section 2. Any member may be dismissed from the CDERC because of misconduct, failure to
meet his responsibilities to the organization, or for being absent from more than 3
meetings and/or activities. An acceptable excuse must be furnished to the secretary for
an absence.

Section 3. Any member may be dismissed from the organization because of misconduct, failure

Section 4. A member may be expelled from this organization by a vote of the two-thirds majority
of the organization.

ARTICLE X
ADVISERS

Section 1. The Faculty Adviser shall be elected by the organization’s Officer and members.

Section 2. The Adviser shall be elected after the election of the new set of officers.
Section 3. The Adviser must be a faculty member with permanent plantilla position; and, must
be of good moral character and with suitable experience in emergency response
activities.

Section 4. The advisers shall serve as the consultant of the organization.


Section 5. The advisers should help in the planning of the activities of the organization.

Section 6. The advisers shall preside the first meeting of the organization every year if no
available officer is present.

Section 7. Advisers should attest the appointment of a successor.

ARTICLE XI
ACTIVITIES OF THE ORGANIZATION

Section 1. The organization shall have the following activities to be carried for the whole year:
1. Holding of Activities and trainings related to Emergency Response like Basic life
Support (BLS), etc…
2. Constantly take information campaigns in the area of Emergency response and disaster
mitigation
3. To serve as volunteers in the all on-campus event that requires First aiders
4. Raise some funds to support some worthy projects of the school.

Section 2. The organization can indulge in other activities planned by the officers and advisers.

ARTICLE XII
Amendments

Section 1. CDERC officers and members may propose any amendments to the Constitution and
By-Laws during any regular meeting called upon for the said purpose.

Section 2. Amendments of the Constitution and By-Laws shall be submitted to the CDERC
officers for ratification and final decision.

Section 3. Amendments shall be passed or approved by the two-third (2/3) vote of the member
present.

Section 4. Amendments of the Constitution and By-Laws shall be made only when the need arises.

ARTICLE XIII
Effectivity

Copies of the CDERC Constitution and By Laws shall be reproduced and presented to
its members.

The Supreme Student Council (SSC), Office of the Student Affair (OSA), and the
Satellite College Director shall also be provided with copies of CDERC Constitution and By-Laws
for conferment.

These amendments to the CDERC Constitution and By-Laws shall take effect
immediately upon its ratification and approval by the CDERC Officers and Members, Advisers,
OSA Chair and Satellite College Director.

College, Dayao, Roxas City, Philippines.
