Rationale
Principle of mutual sharing and helping among its members
Three instances when a member would seek most the help of fellow members:

Availment
Health Card Holders Non-Health Card Members

On Multiple Claims:
If allotted MAB budget for a month period is less than the total amount of MAB
applicants, WELFCO will consider the instance as multiple claims and will decide on fair
distribution with reference to hospital bill after Philhealth and depth of need of the
member.
Membership status will not be a criterion in the availment
